The Kerala government has not yet submitted the proposal for the Integrated Island Management Plans (IIMPs) as per the Coastal Regulation Zone (CRZ) Notification 2019, according to Union Minister of State for Environment, Forest, and Climate Change Kirti Vardhan Singh. He was replying to Ernakulam MP Hibi Eden's question in the Lok Sabha on whether the Centre proposed to implement IIMPs to meet the unique environmental and infrastructure needs of island communities in Ernakulam, thus enhancing their quality of life and safeguarding their ecosystem. Mr. Singh said that the Ministry had approved the Coastal Zone Management Plans (CZMPs) for all coastal districts, including Ernakulam, through a letter dated October 16, 2024. IIMPs are prepared as per the CRZ Notification 2019 and are approved based on the proposal received from the State government. The Government of Kerala is yet to submit the IIMP proposal, he said. The MP had asked whether the government had plans to consider reassessing 13 excluded panchayats in Ernakulam for CRZ-II classification, given their urban-like characteristics and the essential development needs of their residents. It included Alangad, Chendamangalam, Chittattukara, Ezhikkara, Kadungalloor, Karumaloor, Kottuvally, Kunnukara, Puthenvelikkara, Udayamperoor, Vadakkekkara, Kuzhuppilly, and Pallippuram. The Minister said that the CZMP of Kerala was approved by the Ministry through a letter dated October 16, 2024, based on the recommendation of the technical scrutiny committee meeting held on March 1, 2024, and the recommendations of the National Coastal Zone Management Authority at its 47th meeting held on September 23, 2024. Thereafter, the Ministry has not received any further proposal to date for the inclusion of remaining panchayats in Category-II of the CRZ classification, he said.

PUDUCHERRY: Members of the Meenavar Viduthalai Vengaigal, a fishermen's rights organisation, along with cadres of the CPI (M), staged a protest near Swadeshi Mills on Friday, demanding urgent rectification of the draft Coastal Zone Management Plans (CZMP). Leading the demonstration, R Mangayarselvan, founder of the organisation, alleged that the draft CZMP maps had failed to incorporate vital community assets essential for the livelihood and sustenance of the fishing community. He pointed out that critical zones such as fishing areas, breeding and spawning grounds, net-mending spaces, fish auction sites, and designated areas for long-term housing — all mandated under the Coastal Regulation Zone (CRZ) Notification — had been omitted. Mangayarselvan further alleged that 551.2 acres of common property in Puducherry's coastal villages and another 175.04 acres in Karaikal had been deliberately excluded from the draft plans. 'These omissions pose a direct threat to the rights, traditions, and livelihoods of coastal fisherfolk. The draft must be revised to reflect ground realities and the provisions of the amended 2024 CRZ Notification,' he said. The protest also drew political support, with Leader of the Opposition R Siva and DMK convenor joining the agitation and endorsing the community's demands.

Puducherry fishermen protest against flaws in Coastal Zone Management Plans

Members of the Meenavar Viduthalai Vengaigal, a fishermen organisation and the Communist Party of India (Marxist) in Puducherry, on Friday (July 25, 2025), staged a demonstration near the Swadeshi mills here, in protest against flaws in the Coastal Zone Management Plans. Leading the demonstration, R. Mangayarselvan, founder of the organisation demanded the inclusion of the fishing community's local infrastructure in the Coastal Zone Management Plan (CZMP) maps. He said the draft maps were incomplete and lacked specific details on fishing zones, breeding and spawning grounds, common properties of fishing communities, and a comprehensive plan for the long-term housing needs of coastal fishermen as specified in the Coastal Regulation Zone Notification. As many as 551.2 acres of local infrastructure in the coastal villages in Puducherry and 175.04 acres in Karaikal had been deliberately left out in the CZMP maps. He emphasised the need to include common properties, such as net-mending areas and fish auction or sale zones. The map, in its present form, is incomplete and not in tune with the amended Coastal Regulation Zone (CRZ) notification of 2024 since it had left out key land use spaces of fishermen, he added. Leader of Opposition R. Siva and representatives from CPI (M) participated.
