Ejada enhances public sector performance: H E Baowain
Muscat – Ejada system has achieved more than 60% of its objectives, obtaining a marked progress in enhancing public sector performance, H E Dr Mahad bin Saeed bin Ali Baowain, Minister of Labour, said. Speaking at the third session of the Communication Dialogue last week, organised by the Government Communication Centre, H E Baowain highlighted the system's role in improving efficiency and accountability in government agencies. 'The Ejada system has seen significant progress. Individual Excellence has been implemented in 67 government agencies, enabling performance evaluation based on criteria such as operational speed, leadership, and job satisfaction.' The session brought together government officials, stakeholders, and members of the public to discuss labour and employment policies. H E Baowain also outlined ongoing efforts to enhance employment opportunities in the country. Launched in 2023, Ejada has been designed to measure institutional performance in government units. It provides a structured framework for assessing progress, improving service quality, and fostering innovation. The system also aims to promote a culture of efficiency and reward outstanding performance in public administration. H E Baowain informed that the draft Civil Service Law is in the legislative process and is expected to be adopted soon.

Ejada system achieves goals by over 60%
Muscat - The Government Communication Centre (GCC) organized the third session of the "Communication Dialogue" this evening at the Ministry of Information Theatre in Muscat. The session hosted the Minister of Labour, who confirmed that the Ejada system has achieved its objectives by more than 60 percent, has witnessed improvements and the introduction of new features, and work is underway to further develop and modernize the system. He explained that "Individual Excellence" has been activated in 67 government agencies, and that government units will be evaluated based on operational speed, leadership level, and job satisfaction. During the session, the minister highlighted the Ministry of Labor's efforts to provide qualification programs and job opportunities for job seekers, as well as ambitious initiatives that boost productivity and open up prospects for a competitive and sustainable labor market. He explained that the Ministry aims to provide 45,000 job opportunities within the 2025 operational plan, including 11,000 training and qualification opportunities for job seekers, around 10,000 job opportunities in the government sector, and 24,000 opportunities in the private sector. On the other hand, the Minister of Labor explained that the draft Civil Service Law (formerly the Civil Service Law) is in its legislative stages in preparation for its adoption in the next phase.

Oman: Governors outline economic growth plans in ‘Communication Dialogue' session
Muscat: The Government Communication Centre (GCC) organised the second session of the 'Communication Dialogue' on Wednesday, bringing together several governors to discuss their regions' contributions to Oman's economic growth. The Governors reviewed development programmes and competitive advantages unique to each governorate, highlighting efforts to diversify economic activities, harness local resources, and support small and medium enterprises (SMEs). They credited the royal directive to increase funding for the Governorate Development Programme to RO 20 million per governorate under the current five-year plan (2021-2025) for accelerating progress. Sayyid Ibrahim bin Saeed al Busaidi, Governor of Musandam, noted that the region is witnessing major infrastructure projects, including the Sultan Faisal bin Turki Road (Khasab – Lima – Dibba), which has reached 40% completion. The Khasab Airport project is in its final design stages, while the University of Technology and Applied Sciences campus is undergoing tendering. Meanwhile, Mohammed bin Suleiman al Kindi, Governor of North Batinah, emphasised the governorate's strategic role in economic growth, facilitated by Sohar Port, Sohar Airport, the Free Zone, and Sohar Industrial City. Several development projects have been implemented across its wilayats, creating opportunities for SMEs and youth initiatives. Hilal bin Said bin Hamdan al Hajri, Governor of Dakhiliyah, highlighted ongoing road and infrastructure projects, including market and park developments, as well as the beautification of commercial areas. He underscored the importance of community participation, citing the restoration of Harat Al Aqar in Nizwa, led by Omani youth. Eng. Masoud bin Saeed al Hashimi, Governor of South Batinah, stated that waterfront projects in Barka and Al Musannah are in progress, alongside efforts to enhance popular tourist sites such as springs, castles, and forts. These initiatives aim to boost tourism, encourage SME growth, and create employment opportunities for locals. Early retirement poses risk to pension fund sustainability: SPF CEO
Muscat – Early retirement remains a major challenge to the sustainability of pension funds in Oman and the Gulf region, according to Dr Faisal bin Abdullah al Farsi, CEO of Social Protection Fund (SPF). He also said that extended provision of job security benefits is straining the fund's reserves. Speaking at the inaugural session of Communication Dialogue, organised by Government Communication Centre, Farsi emphasised the need for reforms to ensure long-term financial stability. He noted that early retirement is a system unique to the region. 'This system does not exist anywhere in the world except in the sultanate and the Gulf states,' he said, adding that it contributes significantly to financial losses within pension funds. Farsi stated that the social protection system aims to provide comprehensive care while also supporting economic and social development through targeted policies and programmes. As of February, SPF was supporting over 1.5mn beneficiaries, including the elderly, children, individuals with disabilities, widows, orphans and social security recipients. The number of active insured individuals under SPF across all insurance programmes stood at 590,000. Regarding job security benefits, Farsi pointed out that extended support for laid-off individuals has significantly affected the fund's financial stability. The benefits were initially meant to last six months but have now been extended for over four years. While reaffirming SPF's commitment to assisting those affected, Farsi stressed the importance of addressing the root cause of job loss and the need to provide alternative employment. However, he noted that some individuals have declined job offers despite efforts by authorities to create new opportunities. Under the law, laid-off individuals must be offered at least three job opportunities, and if they reject these, their benefits may be gradually reduced. Farsi encouraged unemployed individuals to actively seek new employment rather than rely solely on financial assistance. He al-so clarified that the minimum job security benefit of RO115 applies only to individuals who have received benefit extensions in recent years. For those recently laid off, benefits are calculated based on the standard mechanism, providing 60% of their wage for six months.
