Defence sector now viewed as economic investment with multiplier effect: Rajnath

New Delhi, July 7 (UNI) Defence Minister Rajnath Singh today emphasised that India's defence sector is no longer seen merely as a necessary expenditure, but as a strategic economic investment that is generating a multiplier effect on the nation's economy. Speaking at the Controllers' Conference 2025, hosted by Defence Accounts Department (DAD) here, the Minister highlighted the significant and transformative changes taking place in the sector. "These developments, which were not visible until recently, are now unfolding rapidly. Today's changes are dynamic and often uncertain. While the concept of 'peace time' may be considered an illusion, it is during such periods that we focus on strengthening our defence capabilities through policy-making, implementation, procurement, training, and various other activities," he said. Stressing the importance of readiness, even in periods of perceived calm, Rajnath said, "I would like to explain this with an example. Let's say we are able to achieve the annual production of a specific type of equipment or ammunition up to a certain number, which we know as the established production capacity. Now, if suddenly a situation arises where we need more of that equipment or ammunition, how will we ensure its availability? What plan should we have for such a situation? We need to think about what preparations should be in place for such a scenario, and this is something we must consider even during peace time". Underscoring the value of introspection and internal reform, Singh said that organic changes from within an organisation often face fewer obstacles. "Ideas that emerge internally are easier to adopt. Improvements through self-reflection not only make the organisation more dynamic, effective, innovative, and professional, but also transform it into a 'living organisation,' he said. Calling upon all personnel to uphold the values of their mission, the Defence Minister said, "On this occasion, I appeal to all of you to take a collective pledge to preserve the essence of our motto. Let us remain Alert, Agile, and Adaptive so that our work remains relevant and continues to serve the nation. New Delhi: Highlighting the economic benefits of investment in the Defence sector, Union Minister Rajnath Singh on Monday stressed judicious utilisation of the Budget by spending at the right time for the right objective, underscoring the need for efficient use of the taxpayers' money. Speaking at the Controllers' Conference 2025 of the Defence Accounts Department (DAD), the Minister said, 'We need to be responsible in utilising the Budget as it comes from the hard-earned money of the public. The Budget should be used optimally – for the right purpose, at the right time.' He also highlighted the fact that the country's Defence Budget is bigger than the GDP of some countries. Defence Minister Singh pointed out that gone were the days when expenditure in the Defence sector was only considered necessary and never viewed as an economic catalyst. 'Now, it is being seen as a spending which has a multiplier impact on the economy,' he said. 'Earlier, there was no assessment of the economic impact of expenditure on security but things have changed now when investment in re-armament is rising exponentially. We need to pay special attention to Defence economics,' said Defence Minister Singh. He also praised the measures taken by the Defence Acquisition Council for starting procurement from the Government e-Marketplace (GeM). He also called for measures to serve veterans better and appreciated steps like introduction of centralised database management. The conference inaugurated by the Defence Minister will foster discussions on policy dialogue, strategic review and institutional innovation and serve as a platform for shaping the future of India's Defence financial architecture. The conference, that will be held till July 9, aims to bring together top leadership from DAD, civil services, academia, think-tanks, and stakeholders across the Defence and finance sectors. 'It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in Defence preparedness,' said the Defence Ministry in a statement.

He posted on his X account, 'Remembering the supreme sacrifice made by Captain Vikram Batra on his Balidan Diwas. His unmatched bravery and sacrifice during the Kargil War remain a glorious example of courage in the service of the nation. My tributes to him on his 'Balidan Diwas'.' Captain Vikram Batra was a brave officer of the Indian Army who fought in the 1999 Kargil War. On 7 July 1999, Captain Batra was hit by enemy fire and was martyred. For his bravery, he was awarded the Param Vir Chakra, India's highest military honour. Every year, 7 July is celebrated as Balidan Diwas to honour his sacrifice. Meanwhile, the Defence Accounts Department (DAD) will host the Controllers' Conference 2025 from July 7 to 9 at the Dr SK Kothari Auditorium, DRDO Bhawan, New Delhi, which will be inaugurated by Defence Minister Rajnath Singh on July 7. The conference will be inaugurated in the presence of top military and civilian leadership including Chief of Defence Staff General Anil Chauhan, the three service chiefs, Defence Secretary Rajesh Kumar Singh, Financial Adviser (Defence Services), S G Dastidar, and Controller General of Defence Accounts Mayank Sharma, marking it as a key platform for shaping the future of India's defence financial architecture said Ministry of Defence. A flagship forum for policy dialogue, strategic review, and institutional innovation, the Controllers' Conference brings together top leadership from DAD, the civil service, academia, think tanks, and stakeholders across the defence and finance sectors. It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in defence preparedness. The Congress on Monday will decide whether it will fight the Brihanmumbai Municipal Corporation (BMC) elections in alliance or go it solo. AICC general secretary in-charge of Maharashtra Ramesh Chennithala announced this after a meeting of senior leaders of the party from the state. He said the party will also consult its local leaders on the issue for other local body elections across Maharashtra. 'The political affairs committee of the Congress in Maharashtra would hold a meeting in Mumbai on July 7 where a final decision on whether to go alone or in alliance in the upcoming BMC elections will be taken,' he said. Senior party leaders from the state including former Chief Minister Prithviraj Chavan, Rajani Patil, Maharashtra Congress chief Harshwardhan Sapkal and former PCC chief Nana Patole were present in the meeting. They later met Congress president Mallikarjun Kharge at his residence and briefed him about the discussions. 'We discussed our future strategy and other important issues. We will continue to strengthen the party in Maharashtra. From now on, one such meeting will be organised every month where senior leaders from the state would meet and discuss important issues before the party,' he said. The conference, organised by the Union Ministry for Tourism at the Sher-i-Kashmir International Conference Centre (SKICC) in Srinagar on July 7 and 8, will give a significant boost to Jammu and Kashmir's tourism profile, a government spokesperson said. The national event will bring together the tourism secretaries and heads from all states and Union Territories, he said.
