Citizens who fall prey to cyber frauds—crimes that often transcend geographical boundaries—will soon no longer have to struggle with where and how to file an FIR. The Ministry of Home Affairs (MHA) has launched the e-Zero FIR initiative through the Indian Cyber Crime Coordination Centre (I4C), aimed at streamlining the registration of cybercrime cases and speeding up investigations and money recovery efforts. Announcing the move on Monday, Union Home Minister Amit Shah said that all cyber financial fraud complaints filed via the National Cybercrime Reporting Portal (NCRP) or the national helpline number '1930' will now automatically be converted into FIRs under the new system, TOI reported on May 20. In a post on X, Shah wrote, 'The new system, launched as a pilot project for Delhi, will drive investigations, swiftly cracking down on cybercriminals,' adding that it 'will soon be extended to the entire nation.' The automatic FIR conversion will initially apply to cases involving a threshold of ₹10 lakh and will be expanded to include all cyber financial fraud cases in future. 'The Modi government is bolstering the cybersecurity grid to build a cyber-secure Bharat,' Shah also posted. These cases involved cyberfrauds worth thousands of crores, of which ₹4,386 crore was saved due to timely interventions by I4C. In another response, the MHA revealed that cyber frauds reported via the NCRP accounted for nearly ₹36,450 crore in total. The e-Zero FIR system integrates the NCRP platform, Delhi Police's e-FIR mechanism, and the National Crime Record Bureau's (NCRB) Crime and Criminal Tracking Network & Systems (CCTNS). Under this process, any complaint of financial cybercrime above ₹10 lakh made to the NCRP or 1930 helpline will trigger the registration of a zero FIR with the newly designated e-crime police station in Delhi. These FIRs will then be forwarded to the appropriate territorial cybercrime police station for further action. Victims will be able to visit the respective cybercrime police station within three days to get the zero FIR converted into a regular FIR. The initiative is currently being piloted in Delhi, where the e-crime police station has been officially notified to register such FIRs and transfer them to the concerned jurisdictional police stations. Delhi Police and I4C have collaborated to ensure that the process aligns with the provisions of the Bhartiya Nagarik Suraksha Sanhita (BNSS). Hotels told to upload guest details on common portal
Gurgaon: To scale up surveillance and prevent crimes, police on Tuesday directed all hotels to register on an online portal and enter details of every guest after check-in is completed. This information, police said in a statement, will be available for local cops to monitor real time. "The move is aimed at enhancing public safety and curbing criminal activities. Under the guidance of police commissioner Vikas Arora (IPS), all hotels in Gurgaon are now mandated to register on the Haryana Police website and upload visitor details through the Citizen Services portal," the statement read. Failure to register or to regularly update guest information will invite strict action, it warned. According to police officers, guest data recorded by hoteliers will be immediately available to the local police station through the Crime and Criminal Tracking Network & Systems (CCTNS). "This initiative is expected to assist in early detection of criminal elements, enhance surveillance and make the city's law enforcement efforts more efficient and proactive," a police officer said. Hoteliers can use the Citizen Login option and verify their mobile numbers for registration. After that, they will need to submit details such as name, address, contact number and ID proof of the hotel owner. Once registration is complete, guest information such as name, address, phone number, identity card and travel details must be updated. "All data filled in by the hotel management will be shared real time with respective police stations. This is expected to improve the law enforcement's ability to track suspicious activities and prevent crimes that may be committed from within hotel premises," a third police officer said. But residents and hotel owners criticised the move. "It will be an attack on the privacy of an individual, also keeping in mind the climate of the country," said a Sushant Lok resident. A hotel owner said keeping such a record would raise concerns about privacy for guests. "However, we will comply with the direction of the authorities," he said.

In a move to 'prevent crime committed from within hotel premises and identify and monitor suspicious individuals easily', Gurugram Police Commissioner Vikas Arora has directed all local police station heads to ensure that hotel owners/operators in Gurugram register their hotels on the Haryana Police website and regularly update guest details. The police said hotel owners and operators should register on the Crime and Criminal Tracking Network & Systems (CCTNS), and failing to comply with the order will invite action. Guest information filled in by hotel operators on CCTNS will be shared in real-time with the local police station concerned. While emphasising that all hotel owners and operators must complete the hotel registration process on the Haryana Police website to ensure that guest details are accessible to law enforcement, the Gurugram Police said, 'Police station SHOs have also been instructed to take strict action in accordance with the law against any hotel owner/operator who fails to register or does not submit guest information after registration.' In a conversation with Gurugram ASI Sandeep Kumar said, 'The order has been sent to hotels in the district and it has been implemented from today.' When asked about the legal action for those not abiding, he added, 'There is a provision for FIR which the DC orders accordingly.' It remains uncertain whether other districts of Haryana have to implement the decision. A 32-year-old tech professional was arrested for allegedly barging into a woman's hotel room in an inebriated state and sexually harassing her in August last year. The woman, employed by a US-based company, had come to Gurugram for a business meeting. The incident occurred around 3:30 am, leading to an FIR being registered at Sector 29 police station, PTI reported. In May 2024, the Gurugram Police raided a guest house named Muskan Hotel and Guest House, arresting four persons, including the operator and manager, for running an illegal sex racket. The operation involved charging customers ₹ 500 to ₹ 700 for illicit services. A decoy customer helped expose the racket by entering a room with a woman and alerting the police.

'The new system, which will drive investigations swiftly cracking down on cybercriminals, will soon be extended to the entire nation. Now, complaints related to financial losses above Rs 10 lakh made to NCRP and 1930 will automatically lead to registration of a Zero FIR with the e-crime police station of Delhi. This will be immediately routed to the territorial cybercrime police stations. Complainants can visit the cybercrime police station within three days and get the Zero FIR converted into a regular FIR,' an official said. The Delhi police and I4C have worked together to put in place a process for registration of cases in accordance with the new provisions of Section 173 (1) and 1(ii) of Bhartiya Nagrik Suraksha Sanhita. 'The e-Crime Police Station of Delhi has been notified for the registration of e-FIRs and transferring them to jurisdictional police stations in Cybercrime complaints of a specified nature reported on NCRP,' the statement said.
