Haryana tops in digital policing ranking again, 17th time in 20 months
The Haryana Police have once again made its mark by securing the first position in the country for the 17th time in the last 20 months, in the monthly rankings of the Crime and Criminal Tracking Network System (CCTNS) released by the National Crime Records Bureau, under the Union Ministry of Home Affairs. The latest rankings, released last week, were issued for the month of June. Director General of Police (DGP) Shatrujeet Kapur congratulated the entire CCTNS team and said, 'This success is a result of Haryana Police's new approach, improved working methods, and effective use of modern technology'. 'This achievement reflects the new thinking and professional approach of Haryana Police, where technology has been made an integral part of policing. Digital platforms like CCTNS and the National Automated Fingerprint Identification System (NAFIS) have accelerated the processes of criminal identification, transparent investigation, and timely justice delivery to citizens. With this dedication and teamwork, the Haryana Police will continue to set benchmarks in modern and smart policing across the country,' DGP Kapur said. Sibash Kabiraj, Director of the State Crime Records Bureau (SCRB), said the objective of CCTNS is to develop a fully digital and integrated system for crime investigation, criminal tracking, and case management. 'Several major changes have been implemented over the last two years to enhance technical efficiency and streamline processes within SCRB. As a result of these efforts, the Haryana Police have secured the first position nationwide 17 times in the last 20 months'. Kabiraj stated that Haryana Police have delivered excellent performance across various parameters in the monthly ranking released by the Central Government. 'While the state secured the third position nationwide with a score of 99.99 per cent in August and September 2024, it maintained the first position with a perfect 100 per cent score in other months. Today, all police stations in the state are connected to CCTNS, and all operations such as First Information Reports, Non-Cognizable Reports, medico-legal cases, missing persons, lost property, unclaimed items, unknown dead bodies, foreign registration, preventive actions, investigations, complaints, and progress reports are recorded and monitored entirely in digital form,' Kabiraj said. He hailed the Haryana Police for scaling new heights through the use of technology in criminal identification and solving complex cases. Since 2022, millions of fingerprints have been uploaded on the NAFIS software, and they have been matched with records of arrested accused and unidentified dead bodies, he mentioned. 'A significant number of fingerprint matches have been successfully found with criminal records. Chance prints collected from crime scenes were successfully uploaded and verified on NAFIS. As a result of this technological success, 93 serious criminal cases have been solved, including 22 murder cases. Additionally, 29 unidentified dead bodies have been identified through the NAFIS system', Kabiraj added. To equip police personnel with the effective use of technology, Haryana Police had organised 72 workshops. 'The impact of modern technology is also visible in the field of cybercrime. On the National Cyber Helpline 1930, Haryana Police achieved a 100 per cent score, meaning every single call was attended promptly and immediate action was ensured,' a state police spokesperson said.

Over 93,000 migrant workers registered in Meghalaya under new legislation
Agency: Shillong, Jul 23 (PTI) Over 93,000 labourers from outside the state have registered themselves in Meghalaya under a new legislation that seeks to identify them and ensure their safety and welfare, officials said. The registration drive is being carried out under the Meghalaya Identification, Registration (Safety and Security) of Migrant Workers Act, 2020. As of 2024, a total of 93,282 migrant workers have been registered under the Act, they said. Among the districts, East Khasi Hills has reported the highest number of registrations at 41,242, followed by East Jaintia Hills with 29,932, an official said. Other figures include, Ri-Bhoi (10,138), West Khasi Hills (3,820), West Jaintia Hills (3,575), South West Khasi Hills (2,858), West Garo Hills (782), North Garo Hills (372), South Garo Hills (326), East Garo Hills (183), and South West Garo Hills (55). The registration process, which began in 2021, was introduced to ensure the safety and rights of migrant workers in the state, the official said. A nominal fee of Rs 50 is charged for registration, and workers are required to renew their labour cards every six months. The labour department has collected a total of Rs 93.28 lakh in registration fees in 2024 alone. Recently, the state Assembly passed an amendment to the Act, increasing penalties for non-compliance from Rs 5,000 to Rs 1 lakh. The amendment also mandates stricter screening of migrant workers using the Crime and Criminal Tracking Network System (CCTNS), the official added. Chandigarh: UT Police sets up special cell to protect runaway couples
In a move to safeguard runaway couples from threats to their life and liberty, Chandigarh Police have operationalised a dedicated special cell under the Anti Human Trafficking Unit (AHTU) for their protection. The cell, located at the home guards building in Sector 17, has been activated as per the directions of the Punjab and Haryana high court. At the grassroots level, station house officers of all police stations in Chandigarh have been made responsible for conducting inquiries into representations filed by couples or individuals alleging threat. (HT File) To streamline the process of offering immediate support to such couples—often vulnerable due to social, familial or community backlash—the police have released a detailed standard operating procedures (SOPs). The superintendent of police (city) has been designated as the state nodal officer to oversee the implementation of the SOP. At the grassroots level, station house officers (SHOs) of all police stations in Chandigarh have been made responsible for conducting inquiries into representations filed by couples or individuals alleging threat. Each inquiry will be supervised by the nodal officer and will mandatorily involve a woman police officer to ensure a sensitive and safe environment during proceedings. Once a representation is received, it is to be forwarded without delay to the concerned SHO, who must complete the inquiry within three days. The SHO is empowered to offer immediate protection, including safe shelter, if there is a prima facie threat to the couple. Emergency shelter and threat assessment In cases where danger is assessed, the SHO must arrange accommodation at the protection home/safe house in Sector-19B. If the female partner is a minor, she will be shifted to Aashiana, Sector-15, as per official guidelines. The police will also conduct a formal threat assessment and take appropriate security measures. The SOP mandates that if protection is denied, the SHO must issue a same-day, written and reasoned order. This order is to be shared free of cost with both the couple and higher officials, including the concerned SDPO or DSP. Couples who wish to challenge the SHO's decision can appeal to the SDPO or DSP, who must provide a ruling within seven days. To enhance responsiveness, a 24x7 helpline (112) and an online portal—Special Cell for Protection of Runaway Couples—have been launched on the official Chandigarh Police website. In case of emergency, a PCR unit and AHTU team will be dispatched immediately after case registration on the Crime and Criminal Tracking Network System. The police have also begun maintaining year-long data on such cases to ensure accountability and transparency in follow-up action.

AI will enable police to render quick services and check crime, says A.P. DGP
Andhra Pradesh police will be the torchbearer in artificial intelligence (AI)-led law enforcement and first in producing AI tools in the country, said Director General of Police (DGP) Harish Kumar Gupta. Speaking at the valedictory programme of three-day hackathon 'AI4AndhraPolice' at Guntur on Sunday, the DGP said that by using AI police will be able to render quick services and check crime as directed by Chief Minister N. Chandrababu Naidu. 4SightAI Chief Executive Officer Surya Kotha, who partnered with A.P. police, in organising the hackathon said that there will be more opportunities for budding engineers in AI sector in the future. Many IPS officers, AI experts, startup companies, researchers and students discussed topics on tracking criminals, monitoring data, preventing cybercrimes, online frauds and detecting cases using AI. Projects on Petition Management System, mentored by Vizianagaram district Superintendent of Police (SP) Vakul Jindal, Crime and Criminal Tracking Network System (CCTNS) CoPilot Engine, mentored by Bapatla SP Tushar Dudi, and Investigation of IT Cases, mentored by APSP DIG Fakeerappa Kaginelli, won first, second and third prizes respectively in the hackathon. Prakasam district SP A.R. Damodar said the AI hackathon will help the investigation officers to check crimes. Eluru district SP K. Pratap Shiva Kishore said petition monitoring and solving of cases will become easier through AI. Students of various education institutions, who attended the programme, thanked the police for conducting the programme.

Trainer demands ‘one night stand', cops prepare charge sheet in 4 hrs
Nagpur: The Pachpaoli police station set a new benchmark by completing an investigation in a molestation case and preparing charge sheet within just four hours, which is being hailed as the fastest in Nagpur police history. Tired of too many ads? go ad free now Also, the police rescued the 57-year-old accused, a skill development trainer who allegedly demanded a one-night stand from a 22-year-old job aspirant, from being lynched by an angry mob. The incident occurred on Thursday at 4.15pm at a skill development centre in Vaishali Nagar. Police said the trainer, identified as Madan Upadhyay, also touched the woman inappropriately. The survivor, initially taken aback by the unexpected turn of events, recovered from the shock and approached the police on Friday. According to the First Information Report (FIR) registered at 2.13pm on Friday, Upadhyay lured the young woman to his centre under the pretext of offering training and assistance in securing a scholarship under the Prime Minister's scheme. As per the complaint, Upadhyay allegedly promised her a job at a reputed organisation but made an outrageous demand: "If you spend one night with me, what will you lose?" An enraged mob nearly lynched Upadhyay, who is also known to deliver sermons, when police intervened and rescued him. After completing the formalities, Upadhyay was released on bail upon furnishing a surety, with a notice issued to him under applicable provisions of the law. Under senior inspector Baburao Raut, a team of Pachpaoli police conducted investigation at an unprecedented speed. The police recorded statements from two key witnesses, prepared a panchnama of the crime scene, and finalised a 21-page charge sheet within four hours. The charge sheet was processed through the Crime and Criminal Tracking Network System and submitted for approval to the assistant commissioner of police, Shweta Khade, of Lakadganj division. The charge sheet was ready for submission in the court on Friday. However, as the presiding judge was on leave, the charge sheet would be filed in the court on Monday, June 30.
