Thiruvananthapuram: Putting an end to months of uncertainty, construction of the housing complex for the residents of Vikalanga Colony under Thanal housing project is set to begin soon, after local self-government department (LSGD) granted technical sanction last week. The approval has brought relief to 99 families, including those with various disabilities, who languished under poor living conditions ever since construction stalled due to pending approvals. Uralungal Labour Contract Co-operative Society (ULCCS), which was awarded a Rs 20 crore contract, was unable to begin work due to an outdated cost estimate based on the 2018 Delhi Schedule of Rates (DSR). Upon revision to the 2024 DSR, LSGD chief engineer cleared the project. "The technical approval from LSGD paves way for much-needed progress. With the updated estimates in place, we are poised to begin construction shortly, delivering safe, dignified housing to families who have waited far too long," corporation secretary Jahamgeer S said. The two-storey residential complex will come up on two acres at Priyadarshini Nagar, Muttathara. Initially planned as a three-storey building, the design was altered to two storeys to comply with height restrictions imposed by Airport Authority of India. The new sanction also ends an 18-month delay since the tender was awarded last year. Officials confirmed that groundwork, including soil tests, was complete and actual construction could now commence without further administrative hindrances. Chief minister Rekha Gupta on Thursday announced major reforms to expedite development works in the city such as the creation of ₹1400 crore Chief Minister's Development Fund (CMDF) to support local infrastructure projects, faster fund disbursement under the MLA Fund Scheme, expanded authority for the municipal corporation to execute works in unauthorised colonies, and adoption of the updated Delhi Schedule of Rates (DSR) 2023 aimed at fast-tracking progress towards the making of ''Viksit' Delhi. CM also announced that the Delhi government has implemented DSR 2023 for all construction works. (Vipin Kumar) In a statement, CM Gupta called these steps historic, adding that these steps will lead to greater transparency in construction projects. 'These decisions will ensure rapid execution of development works, ease the burden on implementing agencies, and provide financial relief to construction companies, steering the Capital swiftly towards the vision of a 'Viksit Delhi'', said CM Gupta. Gupta stated that CMDF is created to meet the infrastructural needs and any MLA requiring funds for a development project in their constituency can utilise this fund. The maximum cost of a single project has been fixed at ₹10 crore. The planning department will release 50% of the total project cost in advance, while the remaining 50% will be disbursed upon completion of the work. The CM stated that consultations with officials, representatives, and contractors helped identify bottlenecks, leading to new measures and rule changes to fast-track infrastructure development. 'The reforms will speed up various delayed and stalled infrastructure projects in the city. From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up project execution,' said CM Gupta. CM also announced that the Delhi government has implemented DSR 2023 for all construction works. Chief Minister Rekha Gupta on Thursday announced several measures aimed at fast-tracking infrastructure works in Delhi. One of the measures is to implement the Delhi Schedule of Rates (DSR), 2023 for all construction works, replacing the earlier DSR, 2016. The DSR is a document published by the Central Public Works Department containing standardised rates for various construction items and services. 'With the implementation of DSR, 2023, construction companies will be paid according to the updated rates for construction material and labour. The change is expected to attract larger companies to actively participate in development works,' the Chief Minister said. Another measure is to allow legislators to use their funds to carry out development works in their constituencies through the Municipal Corporation of Delhi. 'Earlier, projects could only be executed through the Irrigation and Flood Control Department or the Delhi State Industrial and Infrastructure Development Corporation. This often caused delays in completing smaller projects, as the two departments prioritised large-scale works,' Ms. Gupta said. She added that the Planning Department will release 50% of the total project cost in advance and the remaining 50% will be disbursed upon completion of the project. 'Payments will be made to the department or agency concerned based on the project's progress, utilisation certificates, and completion certificates,' said the Chief Minister. Vision of 'Viksit Dilli' These measures will ensure rapid execution of development works, ease the burden on implementing agencies, and provide financial relief to construction companies, steering the Capital swiftly towards the vision of a 'Viksit Dilli (Developed Delhi)', Ms. Gupta said. She remarked that slow pace of construction had impacted the city's infrastructure adversely. 'From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up the execution of projects,' said the Chief Minister. Detailed consultations Ms. Gupta said consultations were held with senior officials, public representatives, and contractors in the infrastructure domain to identify and address issues. 'The feedback led to the formulation of new measures and amendments to existing rules governing construction projects,' she said. The announcements come a day after the Centre sanctioned a ₹821.26-crore loan to Delhi to accelerate infrastructure development across critical public service sectors, including health, education, and housing.

Kochi: The much-awaited Perandoor-Vaduthala bridge project received a revised administrative sanction of Rs 34.24 crore. The bridge across Perandoor backwater area is expected to improve connectivity between Vaduthala and Elamakkara. Earlier, govt granted administrative approval of Rs 32.5 crore for the project. Ernakulam MLA T J Vinod informed that the amount has now been revised and govt has granted administrative sanction for the project with increased cost. Revision of the rate became necessary after Delhi Schedule of Rates in 2018 was revised. A CRZ study is being conducted by National Centre for Earth Science Studies in Akkulam, ahead of implementation of the project. The report will be submitted for approval from Kerala Coastal Zone Management Authority (KCZMA). Vinod stated that the project was submitted for technical sanction and tender process can be initiated only after receiving KCZMA approval and technical sanction. Out of the currently allocated funds, Rs 10 lakh is the share to be paid to KCZMA. Revised alignment of the bridge was approved by govt in Oct 2023. As per the new alignment, approach road would be linked to Chinmaya Cross Road. For approach road construction, 33.44 cents and 56 cents would be acquired in Perandoor and Vaduthala regions, respectively.

T'puram: The ambitious Thanal Housing Project, aimed at rehabilitating residents of the decades-old Vikalanga Colony at Muttathara, faces a prolonged delay as it awaits crucial technical sanction from the local self-govt department (LSGD). Despite groundwork preparation and the selection of a contractor, construction is yet to begin. Technical sanction for the revised project estimate, which exceeds Rs 2.5 crore, has been delayed. According to regulations, any project costing more than Rs 2.5 crore requires mandatory approval from LSGD's chief engineer. Though the city corporation submitted its proposal earlier this year, the inclusion of the outdated 2018 Delhi Schedule of Rates (DSR) prompted the need for revisions. The project's total cost is Rs 20 crore. "With the DSR revised this year, the project estimate must be updated accordingly. We are in the process of revising the proposal and will resubmit it shortly," a senior corporation official told TOI. "This is a critical step to ensure cost accuracy and avoid hurdles during execution," the official said. An anganwadi also operates in the area, highlighting the urgent need for new housing infrastructure. The colony, established nearly 48 years ago, earned its name because its population primarily comprised individuals with disabilities. The Thanal project plans to construct a two-storey residential complex across two acres originally designated for rehabilitating fishermen affected by sea erosion. Each of the 136 apartments will have 550 sq ft of living space, with four houses in each block. Initially, the project was designed as a three-storey structure, but height restrictions imposed by the Airport Authority of India (AAI) forced the civic body to downscale it. A senior corporation official, however, stated: "This project remains a top priority for the corporation. We are pushing for quick approval and expect construction to begin soon after sanction is received," he said. Once started, the project is expected to be completed within 18 months. Thanal project is an initiative aimed at providing housing to vulnerable communities, specifically flood victims and fishermen affected by sea erosion. The state govt incorporated Vikalanga Colony into it.
