Haryana CM Saini and ministers to distribute eligibility certificates for Kumhar or Prajapati community on August 13

Haryana Chief Minister Nayab Singh Saini and his ministers will on Wednesday distribute eligibility certificates for members of the Kumhar or Prajapati community, enabling them to access welfare schemes and resources, the Government announced on Monday. According to a Government statement, Saini will distribute certificates to eligible families from the Kurukshetra, Kaithal, Karnal, and Yamunanagar districts. Vidhan Sabha Speaker Harvinder Kalyan, Development and Panchayats Minister Krishan Lal Panwar, and Agriculture and Farmers' Welfare Minister Shyam Singh Rana will also be present with the chief minister at the state-level event in Kurukshetra. The ruling BJP is planning to make it a big event with almost all the cabinet ministers and top state leaders of the party expected to distribute the certificates. According to the schedule, Energy Minister Anil Vij will distribute the certificates in Ambala district, Industries Minister Rao Narbir Singh in Gurugram, School Education Minister Mahipal Dhanda in Panipat, Revenue and Disaster Management Minister Vipul Goel in Faridabad, Cooperation Minister Arvind Sharma in Rohtak, Public Health Engineering Minister Ranbir Singh Gangwa in Hisar, Social Justice and Empowerment Minister Krishan Kumar Bedi in Fatehabad, Women and Child Development Minister Shruti Choudhry in Bhiwani, and Health Minister Arti Singh Rao in Mahendragarh. Similarly, Deputy Speaker of the Assembly Krishan Lal Middha will distribute the certificates in Jind district, Minister of State for Food, Civil Supplies and Consumer Affairs Rajesh Nagar in Jhajjar, Minister of State for Youth Empowerment and Entrepreneurship Gaurav Gautam in Palwal, Rajya Sabha MP Kiran Choudhry in Nuh, Rekha Sharma in Panchkula, Kartikeya Sharma in Rewari, Subhash Barala in Sirsa, Lok Sabha MP Dharambir Singh in Charkhi Dadri, and Naveen Jindal will distribute the certificates in Sonipat. The certificate will enable a Kumhar/Prajapati family to avail of subsidies for machinery and infrastructure and get panchayat land in over 2,000 villages for pottery work. The certificate will also acknowledge the community's traditional craft and ensure equitable participation in developmental programmes tailored for its needs, the Government said.

CHANDIGARH Asserting that no poor family in Haryana will remain homeless, Chief Minister Nayab Singh Saini on Monday handed over ownership certificates under the Mukhyamantri Shehri Awas Yojana and plot allotment letters under the Mukhyamantri Gramin Awas Yojana 2.0 to hundreds of beneficiaries. At a state-level programme held in Panchkula, Saini while reaffirming the government's commitment, said that no poor family in Haryana will remain homeless, underscoring the resolve of the government to ensure inclusive growth. The chief minister said that on Monday, 1,144 beneficiaries in Sector-23, Jagadhri received ownership certificates under Mukhyamantri Shehri Awas Yojana. As many as 3,884 rural beneficiaries received plot allotment letters across 58 villages in the state under the Mukhyamantri Gramin Awas Yojana 2.0, an official statement said. A home is more than shelter, it is a dream, a source of dignity and security, he said. Saini emphasised that these initiatives go beyond housing construction, they reflect the broader goal of empowering the weakest segments of society. Beneficiaries were identified transparently, ensuring that only the deserving beneficiaries get the benefit. No favoritism, no recommendations were made, just need-based assistance was provided, he stated, describing it as a milestone in transparent and accountable governance. Highlighting the role of a double-engine government, Saini said, "We have kept our promise, land has been provided, and financial assistance has been extended for house construction. This has only been possible due to strong coordination between the Centre and the state". Saini said that under the first phase of the Mukhyamantri Shehri Awas Yojana, 15,256 families in 14 cities were already allotted 30-square-yard plots. A Rs 2.5 lakh subsidy per household is being provided under PMAY-Urban 2.0 for house construction. Besides this, in rural areas, under Mukhyamantri Gramin Awas Yojana 2.0, the process to allot plots to 1.58 lakh applicants in 561 villages is underway. Furthermore, Rural beneficiaries will receive Rs 1.38 lakh under PMAY Gramin, Rs 12,000 for toilets under Swachh Bharat Mission, and 90 days of unskilled labor wages under MGNREGA. He further shared that under the Pradhan Mantri Awas Yojana-Gramin, so far, 69,150 houses have been built in rural areas with Rs 579 crore in assistance, while 77,900 houses have been constructed in urban areas under the Pradhan Mantri Awas Yojana-Shehri with Rs 1,650 crore support. Saini said the state government has ushered in a new era of development, transforming not just housing, but also bringing revolutionary improvements in education, healthcare, employment, and basic infrastructure. "Youth are becoming self-reliant, women feel safer, and farmers are more prosperous. This is just the beginning. Our goal is that no family in Haryana should be without a roof over their head," he said. Speaking at the event, Development and Panchayats Minister Krishan Lal Panwar said several decisions are being taken for the welfare of the poor, youth, and women. Earlier, poor families could only imagine owning a house. But under Prime Minister Narendra Modi's leadership, over four crore homes have been provided to the needy across the country, he said. He said that in Haryana too, under the guidance of Chief Minister Saini, housing initiatives in both rural and urban areas have been fast-tracked. "Unlike previous governments, where plots remained on paper, today beneficiaries receive both registered ownership and possession," he added.

On National Panchayati Raj Day, Haryana chief minister Nayab Singh Saini unveiled development package worth ₹368 crore for the state's panchayats, marking a significant step towards strengthening local governance and rural development. The announcement was made during the state-level 'Gram Utthan Samaroh' held in Panchkula. Saini said that villages are the foundation of our culture, tradition, and a self-reliant India. A strong village leads to a strong nation. When panchayats are empowered, democracy thrives. Therefore, it is everyone's responsibility to ensure the development and self-reliance of our villages. Saini inaugurated 923 development projects valued at ₹233 crore and laid the foundation stones for 413 additional projects, amounting to ₹135 crore. These projects aim to enhance infrastructure and improve the quality of life in rural areas across Haryana. In a move to empower local governing bodies, Saini transferred ₹573 crore to 22 zila parishads, 142 panchayat samitis, and 5,388 gram panchayats. This allocation represents their share of stamp duty revenue, providing them with increased financial autonomy for local development initiatives. The chief minister also approved ₹18.28 crore for the construction of mahila chaupals in 511 gram panchayats. Additionally, ₹1.45 crore was released for 411 zila parishad members and 3,081 panchayat samiti members, recognising their contributions to local governance. During the event, Saini launched the Mukhyamantri Jagrit Gram Puraskar Yojana, a scheme that will award panchayats demonstrating outstanding performance across various socio-economic indicators. The scheme will provide substantial financial incentives to winning panchayats, with first-position gram panchayats receiving ₹51 lakh, second position ₹31 lakh, and third position ₹21 lakh, to be used for local development. To further empower elected representatives, Saini initiated the distribution of training kits under the National Gram Swaraj Abhiyan. This campaign will provide refresher training to all 71,000 elected representatives in the state along with training kits. Saini also released two books: 'Mera Gaon–Meri Dharohar,' a collection of stories highlighting the spiritual heritage of Haryana's villages, and a book detailing the Mukhyamantri Jagrit Gram Puraskar Yojana. The chief minister disbursed social security pension benefits to 41,591 new beneficiaries across the state, with ₹12.59 crore directly transferred to their bank accounts. The event was attended by Haryana Assembly speaker Harvinder Kalyan, Development and Panchayats minister Krishan Lal Panwar, and other key state government officials. Earlier, the chief minister and others present observed a two-minute silence and paid tribute to the people who lost their lives in the terrorist attack in Pahalgam. During the event, the address of Prime Minister Narendra Modi from Madhubani, Bihar was broadcast live for the representatives of panchayati raj institutions who were present. Saini appealed to panchayat representatives to pledge for a drug-free village. He urged that every representative should take a vow to eliminate drug use from their respective villages. He said that if anyone is found consuming drugs or involved in drug trafficking, the information should be reported to the government via the MANAS portal. The identity of the informant will be kept confidential. Development and Panchayat minister Krishan Lal Panwar said that training programmes have been organised for panchayats, as a result of which the working of the panchayats in the state have become swifter and village development is continuously being strengthened. He emphasised that panchayat representatives must work honestly and advance their villages on the path of development.
