Bhu Bharati will permanently solve land problems: Telangana Deputy CM Vikramarka
Hyderabad: Telangana Deputy Chief Minister Mallu Bhatti Vikramarka has said that the Congress government brought the Bhu Bharati Act to permanently solve the land woes faced by people, especially farmers. He, along with Revenue Minister Ponguleti Srinivas Reddy and Agriculture Minister Tummala Nageswara Rao, attended 'Revenue Sadassu' in Mulugumadu village of Yerrupalem mandal in Khammam district on Tuesday. Bhu Bharati Revenue Sadassu are being organised from June 3 to 20 to create awareness among farmers about the Bhu Bharati (Record of Rights) Act, which came into force in April. Bhu Bharati portal was launched by the state government as a solution to land-related issues, which cropped up after the introduction of the Dharani portal by the previous Bharat Rashtra Samithi (BRS) government. The Deputy Chief Minister claimed that the Congress government brought the legislation in a transparent manner. Vikramarka described Bhu Bharati as the best revenue legislation in the country. The legislation aims to conduct a survey of farmers' lands and fix their boundaries without any disputes. He alleged that the Dharani legislation of the previous BRS government had violated the rights of farmers. The Deputy Chief Minister said that BRS leaders brought the Dharani law to hand over lands to whomever they liked. He said, "The Congress government threw the Dharani law into the Bay of Bengal as was promised during the elections." He recalled that the Congress government in the past had distributed 26 lakh acres of land among the poor under the Land Reforms Act. These assigned lands were placed under party B of the Dharani portal, and no inquiry was conducted. Vikramarka said the government would conduct an inquiry into the assigned lands and give land pattas to genuine assignees. Assigned committees under the leadership of MLAs will be constituted to give cultivable lands and house sites to the landless poor. Under the Bhu Bharat Act, land survey will be conducted. Revenue Sadassu will be conducted every year. Gram sabhas will be held to give details of land transactions in the village and the changes in the land record. Srinivas Reddy said the government would soon issue 'Bhudhar cards' for lands on the lines of Aadhaar cards for human beings. He said the legislation was brought to make sure that farmers do not face any issues. The Revenue Minister said licensed surveyors will be used to conduct land surveys. A total of 3,500 revenue officials are being appointed to solve land issues in villages. Agriculture Minister Rao said their government brought a revolutionary law to solve the problems of farmers. He said for decades, the successive governments brought many laws but could not solve land problems, but Bhu Bharati will permanently solve the problems. The Bhu Bharati Act came into force on April 14. Revenue Sadassu were held on a pilot basis in four mandals of four districts. Under the second phase, the meetings were held in 28 mandals in 28 villages from May 5. The meetings are now being held in the remaining mandals across the state from June 3 to June 20. In the first two phases, authorities received 55,000 applications relating to land issues. According to the Revenue Minister, 60 per cent of the issues have been resolved.

Govt implementing schemes, land rights measures for SC/ST communities: Bhatti
Hyderabad: Deputy chief minister Bhatti Vikramarka on Saturday said the previous BRS govt did not utilise the SC/ST sub-plan funds meant for the communities, but the incumbent Congress govt was spending every rupee of the sub-plan funds for the development of SC and ST communities in the state. "Under the sub-plan, 17,169 crore was allocated for the STs. Additionally, 1,296 crore unspent funds from the past were carried forward. To understand the needs of tribal communities, we brought together tribal leaders and launched training programmes to implement solutions. When lands assigned to the poor were being grabbed under the 'Dharani' system of the previous BRS govt, we protested. We pledged to throw Dharani into the Bay of Bengal and came to power with that promise. Now, we've introduced the Bhu Bharati Act to ensure land rights to tribals," he said. Bhatti said that 1,000 crore was allocated exclusively for tribals under the Rajiv Yuva Vikasam Self-Employment Scheme and the Indira Solar Tribal Development Scheme was also launched to help tribal farmers live with dignity. District Collector Orders Full-Scale Preparations for Bhoo Bharati Revenue Conferences from June 3 to 20
Gadwal: District Collector B.M. Santosh has directed officials to be thoroughly prepared for the upcoming Bhoo Bharati revenue conferences scheduled from June 3 to June 20, emphasizing the need for systematic and effective implementation. On Friday, an orientation session on Bhoo Bharati was conducted at the IDOC Conference Hall for Tahsildars, Deputy Tahsildars (DTs), and Revenue Inspectors (RIs). Speaking at the session, the Collector said the government's main goal is to resolve all land-related issues efficiently. He stated that the new Bhoo Bharati Act is being implemented in place of the previous Dharani system. Through this new legislation, services such as land registration, mutation, prohibited lands, ROR (Record of Rights) changes, inheritance issues, unregistered agreements (Sada Bainamas), and ORC services will become more accessible and streamlined for citizens. The Collector mentioned that the pilot project in Itikyala Mandal has been successfully completed, with applications accepted and issues being resolved under the new system. He further stated that the revenue conferences would be held in all village panchayats across the district between June 3 and June 20. He emphasized that all officials participating in the Bhoo Bharati program must have complete understanding of the relevant laws, rules, and schedules. Tahsildars were instructed to prepare and submit village-wise schedules for the revenue meetings. Each mandal must form two teams, which will visit one village per day and conduct the conference from morning to evening. Officials were asked to stay in the villages during the program and accept grievances and applications related to land issues directly from the public, ensuring prompt redressal. In cases of assigned lands, officials must identify and immediately report them to higher authorities, with the intention of forwarding them to the CCLA (Chief Commissioner of Land Administration). Applications must be accepted until June 20 and all issues should be resolved by August 14, the Collector said. He instructed that the public should be informed a day in advance of the scheduled date of the conference in their village and that application forms be distributed beforehand. At the end of each day's conference, the received applications must be digitally recorded by data entry operators. A detailed report of the day's activities and public responses must be submitted to the district center after every session. The Collector noted that under the new Bhoo Bharati Act, land disputes can be appealed from the Tahsildar level itself, enabling faster resolution of land-related issues. He called on farmers to utilize this opportunity to resolve their land problems effectively. Following the Collector's address, several officials' queries and doubts were clarified. The program was attended by Additional Collector Revenue Lakshmi Narayana, RDO Srinivas Rao, Tahsildars, Deputy Tahsildars, Revenue Inspectors, and others.

Telangana family struggles to update land details on Dharani portal for seven years
SANGAREDDY: Mangali Anil Kumar on Monday made one more visit to the Sangareddy collectorate to submit a memorandum seeking the update of ownership of five guntas of land in his father's name on the Dharani portal. His family has been trying to settle the issue for the past seven years. Speaking to TNIE, he said, 'We own the land in Lakdaram village, Patancheru mandal. Our land has been missing from the Pattadar passbooks since 2018, following the introduction of Dharani by the previous government. The portal does not reflect my father's name as the owner. My father, Mangali Pandu, tried to rectify the mistake and visited multiple offices for more than five years before he passed away in 2023. Since then, I have taken up the responsibility and visited several offices.' He said he works in a shop in Yadgir, Karnataka and travels to the collectorate every alternate week to pursue the matter, but no action has been taken so far. Anil added that each visit to Sangareddy from his workplace costs him about Rs 2,000. Meanwhile, his mother has been confined to the bed since the death of his father and his brothers are yet to settle down. Stating that he has been asked to submit new applications multiple times, Anil lamented, 'The officials suggested I meet the CCLA. When I visited their office, they asked me to return to the district headquarters. It's become a never-ending loop.' He appealed to the authorities to resolve the issue, saying the land is the only asset the family possesses.

Encroachers target old panchayat layouts in Hyd; 64 complaints filed in a day
1 2 Hyderabad: Old gram panchayat layouts on the outskirts of Hyderabad are increasingly falling prey to land encroachments, with 64 complaints filed in a single day via Hydra Prajavani, the city's public grievance platform. Over 60% of these complaints related to the illegal occupation of plots in older layouts, many dating back decades, where roads and parks have allegedly been converted into private or agricultural land. Complainants reported that encroachers are using Dharani passbooks to claim ownership and obstruct access for legitimate plot holders. In numerous instances, they are demolishing park boundaries and internal roads to extend their control over the land. Hydra Commissioner AV Ranganath reviewed several cases using Google Maps and instructed officials to conduct ground inspections. "Unless a layout is officially revised, its original roads and parks remain legally protected. We will examine each case and act after hearing both parties," he stated.
