The murder of a 19-year-old playschool teacher in Bhiwani's Singhani village has caused public outrage in the area with protests entering its third day on Saturday and shopkeepers observing shutdown against alleged police inaction. While the protestors have lifted the blockade of the Delhi-Pilani road in Loharu, the deceased's family has refused to claim the body. Manisha, a resident of Dhani Laxman village in Loharu, had gone missing on August 11 and her body was found on August 13. On Saturday, Manisha's father Sanjay told the media: 'The police personnel told me that if my daughter has gone missing, she must have eloped and she will come back in two days.' Manisha's uncle Kuldeep also spoke to the media: 'Protests will continue until all our demands, including the arrest of all the accused, are met.' He also demanded a different board of doctors to conduct a fresh and thorough postmortem, alleging that: 'There were multiple lapses in the postmortem examination.' The family alleges that the post-mortem report doesn't 'conclusively' indicate the murder. In response to the ongoing protest, the Haryana government, on Friday, transferred Bhiwani SP Manbir Singh and suspended Loharu police station in-charge Ashok, Assistant Sub-Inspector Shakuntala, Emergency Response Vehicle (ERV) team ASI Anoop, constable Pawan, and Special Police Officer (SPO) Dharmendra. The government posted Sumit Kumar as Bhiwani SP, who will supervise the investigation now. Reacting to the incident, former Chief Minister Bhupinder Singh Hooda said on Saturday: 'All the accused should be arrested at the earliest and justice must be ensured for the victim's family. We demand the strictest possible punishment for the culprits so that no criminal dares to even think of committing such an act in the future.' In Bahadurgarh, Hooda told the media: 'Law and order has completely collapsed across Haryana. Traders are receiving threats on a daily basis. Businessmen, employees, politicians, common people, and even the police no longer feel safe. It seems like there is no government in the state, and criminals have taken control of the entire system… This crime has exposed not just the brutality of the culprits, but also the failure of the law and order system… If the police had acted in time, her life could have been saved.' According to Manisha's family, on August 11, she left home to go to a nursing college in Singhani to enquire about her admission. As she failed to return by evening, her father informed the police via Dial-112 (Haryana police emergency response support system). According to Manisha's family, police accompanied them to the college to inquire, where they questioned three drunk men. The men denied seeing Manisha and said the college had closed at 1 pm. On August 13, a farmer found a young woman's body in a field near a canal in Singhani. Police, who reached the spot after being informed, identified the deceased as Manisha. Police said that, 'Special Investigation teams have been constituted to identify and nab the accused. We are in constant touch with the victim's family members.'

The CM further said: "In today's era of minimum govt, maximum governance, Dial 112 will play a key role as a 'one number for all emergency services' facility'." Police control rooms have been equipped with advanced technology and first response vehicles (FRVs) have been fitted with modern equipment. The Dial-100 model of MP has already been adopted by other states, including Uttar Pradesh. Through its vigilance and efficiency, Dial-100 has ensured the safety of 2.23 lakh elderly citizens, more than 19 lakh women, 1,300 newborns and reunited 23,000 missing children with their families, a significant achievement for the MP Police. The newly launched Dial 112 service will provide all possible assistance to citizens in various emergencies. The state govt has allocated over Rs 1,500 crore for these vehicles, reaffirming that citizens' safety remains its top priority, Yadav said. DGP Kailash Makwana called the launch of Dial-112 a historic occasion.

The state government has allocated over Rs 1,500 crore for these vehicles, reaffirming that citizens' safety remains its top priority. Addressing the occasion, the CM says that the police play a vital role in maintaining social order and extended congratulations to Madhya Pradesh Police on the launch of Dial 112, calling it a new initiative to enhance police responsiveness. 'This emergency number will become a cornerstone of a society's safety & security ecosystem, serving as both a promise of swift police response and a commitment to assistance for the people of the state," he said. The new Dial 112 will replace the old Dial 100 services which have already been adopted by other states, including Uttar Pradesh. Through its vigilance and efficiency, Dial 100 has ensured the safety of 2.23 lakh elderly citizens, more than 19 lakh women, 1,300 newborns and reunited 23,000 missing children with their families — a significant achievement for the MP Police, the release added. The Chief Minister further says that efforts are underway to strengthen surveillance by integrating cameras installed at public places with other monitoring systems. The government is also attentive to the needs of police personnel working in difficult conditions. Cultural and historical gateways are being developed on main roads of towns and cities, reflecting local heritage while also aiding security and making all-weather duty easier for personnel. Technology has brought major changes to policing in the state, including the introduction of e-summons via video calls and the internet — a process in which Madhya Pradesh is a national leader, with other states following its Director General of Police (DGP) Kailash Makwana called the launch of Dial 112 a historic occasion. He recalled that on MP Foundation Day 2015, the Dial 100 service was introduced in the state, which has since assisted lakhs of citizens through 1,000 vehicles. Under CM Yadav's direction, 200 more vehicles have been added, bringing the total to 1,200 FRVs, all equipped with state-of-the-art Dial-112 service will bring together multiple emergency numbers under a single helpline. The integrated number will cover police (100), health/ambulance (108), fire services (101), women's helpline (1090), cybercrime (1930), railway assistance (139), highway accident response (1099), disaster management (1079), and women and child helplines (181, 1098). The rollout of Dial-112 is expected to gradually replace existing emergency numbers -- 100 (police), 101 (fire services), 102 (ambulance), and 108 (disaster management). However, these legacy helplines will remain operational for at least one year to ensure a smooth transition. With this move, Madhya Pradesh joins a growing list of states and union territories -- including Andhra Pradesh, Uttarakhand, Punjab, Kerala, Rajasthan, Uttar Pradesh, Telangana, Tamil Nadu, Gujarat, Puducherry, Lakshadweep, Andaman & Nicobar Islands, Dadra & Nagar Haveli, Daman & Diu, Jammu & Kashmir, Himachal Pradesh, and Nagaland -- that have already transitioned to 112 as their primary emergency helpline. A senior police official described Dial-112 as 'an integrated, smart, and multi-agency emergency response service, carrying forward the legacy of Dial-100'. He added, 'Given the growing complexity of emergency situations and the need for coordinated responses, the system has been redesigned to meet the demands of a rapidly evolving technological landscape.' With the rollout of Dial-112, citizens will now be able to access a wide range of emergency services -- police, ambulance, fire, women's helpline, cybercrime, highway accident response, disaster relief, and child protection -- through a single number. The upgraded platform is not merely a merger of services but a comprehensive overhaul of the state's emergency response architecture. The new contact centre, equipped to handle 100 agents per shift and supported by a 40-seat dispatch unit, is backed by advanced technologies including SIP-based trunk lines for seamless call connectivity, real-time location tracking, and data analytics. The system also incorporates number masking to protect caller privacy, chatbot-enabled citizen interaction tracking, and exclusive mobile applications for both citizens and police personnel. Transparency and operational efficiency have been prioritised through the deployment of dashboard and body-worn cameras in Field Response Vehicles (FRVs), biometric attendance systems for staff, and fleet management software to monitor vehicle maintenance. These upgrades are designed not only to respond to emergencies but to anticipate and prevent them, marking a shift from reactive to proactive public safety. The launch of Dial-112 builds upon the formidable legacy of Dial-100, which was introduced on November 1, 2015, as India's first centralised, statewide police emergency response service. It deployed over 1,000 GPS-enabled four-wheelers and 150 two-wheelers, equipped with mobile data terminals and location-based systems that allowed call-takers to trace callers in distress and dispatch help swiftly. According to official data from Madhya Pradesh Police over the past ten years, Dial-100 received nearly nine crore calls, of which more than two crore were actionable. Assistance was successfully provided in nearly two crore cases, including over 19 lakh interventions related to women's safety, more than 12 lakh responses to road accidents, and over two lakh cases involving mental health emergencies such as suicide and depression. The service also played a crucial role in rescuing abandoned newborns, assisting senior citizens, and locating missing children.
