City witnesses surge in criminal activities

Patna: State capital has witnessed a surge in criminal activities despite the deployment of a robust police force, over 3,000 CCTV cameras, and hundreds of Dial-112 teams. The rise in crime in the past five months has been significant, despite the fact that the city has a ratio of one senior police officer for every two police stations. According to figures shared by Patna Police, the city registered 116 murders, 48 robberies, 36 rape cases, 10 dacoities, and 33 snatching incidents, excluding cellphone thefts, from Jan to May. Additionally, 13 cases of extortion were reported, they added. However, Patna Police claims decline in crime incidents, adding that prompt action is being taken against the criminals. It said 14,962 arrests were made between Jan and May this year. According to the police, the crime rate also declined this year compared to 2024. The decline in crime is attributed to increased patrolling and stepped police vigilance across the city. Patna SSP, Avkash Kumar, said, "Compared to 2024, this year there has been a decrease of 18.31% in murders, 33.33% in robberies, 42.86% in loot, and 49.30% in rape cases. In comparison to 2024, there has also been a decrease of 21.43% in theft, 51.85% in robbery, and 18.23% in burglary incidents this year." He said in most of the murder cases, the matter is either related to land disputes or illicit affairs. The SHOs have been directed to gather information about land disputes from the chowkidars deployed in their areas concerned. Then the SHOs are asked to hold meetings with the circle officers to resolve the disputes. "If any cognisable crime like murder, dacoity, or rape occurs, the police immediately seek court permissions for property attachments of the absconding accused. A total of 33 police stations, identified in the vulnerable areas of the district, have been provided bike-patrolling units to review the security arrangements in the banks, jewellery shops, customer service points and market areas. Equipped with GPS and wireless sets, four such bike patrolling units deployed in each station work round-the-clock," the SSP added. According to the figures shared by Patna Police, East Patna witnessed the highest number of vehicle thefts with 681 cases, while West Patna reported 66 house break-ins from Jan to May. The crime statistics for East Patna also include 14 robberies, three dacoities, and 66 burglaries. Central Patna registered 396 vehicle theft cases, 29 burglaries, and three robberies. Western Patna reported 253 vehicle thefts, 78 burglaries, six robberies, and three dacoities. Rural Patna recorded comparatively lower numbers with 86 vehicle thefts, 47 burglaries, eight robberies, and one dacoity. Chain snatching has emerged as a concern, with criminals on motorcycles targeting pedestrians in various areas including Gandhi Maidan, Boring Road, Atal Path, Ganga Path, Kankarbagh, and Gola Road, said the figures. In April and May alone, motorcycle-borne criminals snatched gold chains from 12 women and two men. Feb and March witnessed six and 10 chain-snatching incidents respectively.

In the first six months of operation, Telangana's unified Dial-112 helpline handled 45 critical cases. These included 31 suicide attempts, five missing children, three instances of child marriage, two cases of child abduction, and individual incidents of attempted murder, rape, forcible marriage, and a road accident, according to data released by the Telangana Integrated Command and Control Centre (TGiCCC). Introduced on December 5, 2024, the Telangana Emergency Response Support System (TGERSS), operating through the Dial-112 platform, has replaced a host of legacy emergency numbers including 100 (police), 101 (fire), 108 (medical), women safety (181), child safety (1098) and disaster management (1077). The system, established at the Integrated Command Control Centre (ICCC) in Banjara Hills, uses computer-based dispatch technology for quick and coordinated response across departments. The system ensured real-time communication with field personnel, ensuring quick intervention and continuous monitoring by emergency control roof staff. The emergency support framework is designed to be accessible through multiple channels, including voice calls, SMS, email, SOS panic button, and ERSS web portal.

FIR filed as minor girl alleges rape

Patna: An FIR was lodged on Friday based on a complaint filed by the mother of a 16-year-old girl, following allegations of gang rape at a hotel in the state capital. The girl, missing since May 20, was found in an intoxicated condition at the hotel on Thursday evening. She was rescued by police and taken for a medical examination. According to the complaint, the girl had gone out with a friend on May 20. The two had known each other for some time and had met on several occasions. It was on the friend's suggestion that the girl agreed to meet three boys at the hotel. The group spent time socialising, eating and drinking. The friend later left her alone in a room with one of the boys. The girl allegedly consumed something after which she lost consciousness. "A call was received by the Dial-112 team on Thursday evening. The girl was intoxicated so she was sent for a medical check-up at the sub-divisional hospital. The family mentioned the name of a boy. The girl left home with him two days ago and had not returned since. Currently, the matter is under investigation. The hotel where the girl stayed is also being examined," said SHO Santosh Kumar Singh. He added, "An FIR has been registered against two named minor boys in the matter." The SHO said, "The character of the girl is also suspicious. She had frequent ongoing arguments with her parents. She was also in the habit of roaming with her friends during the night hours." Mumbai: Maharashtra has issued Standard Operating Procedures (SOPs) to safeguard inter-caste/inter-faith couples following Supreme Court directives, including making provisions for a helpline, laying down FIR registration protocols and ensuring free legal assistance. Reacting to the measures announced, a person who has had an inter-faith marriage said, "it's welcoming when govt puts accountability on the police to handle such cases, otherwise police harass interfaith couples."The state will integrate complaints regarding inter-caste/inter-religious marriages into the emergency Dial-112 system, ensuring confidentiality and support for distressed couples. Police stations have to conduct immediate threat assessment and submit comprehensive reports to senior officials within 7 days, along with filing FIRs on complaints from couples facing threats, as per the states will have to establish Special Cells and Safe Houses in each district to protect inter-caste and inter-religious couples. The directive includes implementing protective, remedial and punitive measures for these couples' SOP mandates district-level Special Cells comprising the Police Superintendent/Commissioner as Chairperson, District Social Welfare Officer as Member, and District Women and Child Development Officer as Member-Secretary. These cells must address complaints promptly, provide security and offer temporary shelter for up to six months based on risk receiving complaints, Special Cells must verify the couple's age, register complaints, investigate threats and escalate matters to district authorities when necessary. They must provide police protection and Safe House accommodation when requested. For cases involving minors, they must check missing person reports, refer to Child Welfare Committees and provide temporary shelter, counselling and legal support

In a first-of-its-kind initiative in Haryana, the Gurugram traffic police will integrate private hospitals and ambulance operators with the Dial-112 police control room to ensure immediate medical response during the 'golden hour' following road accidents, officials said. The move, to be implemented within a fortnight, aims to reduce fatalities by speeding up rescue and treatment efforts. 'The aim is to bring down fatalities by providing an injured person immediate medical attention, for which the central government's scheme of cashless treatment of up to ₹1.5 lakh at empanelled hospitals is already available,' said Rajesh Kumar Lohan, deputy commissioner of police (traffic). Lohan chaired a meeting on Monday at the Traffic Tower in Sushant Lok Phase I, Sector 43, attended by over 50 representatives from private and government hospitals and ambulance operators. Under the plan, mobile data terminals will be installed at hospitals, enabling real-time alerts from the police about nearby accidents. 'We will ensure that the nearest hospital swings into action,' Lohan said. Officials added that the Gurugram traffic police are coordinating with the state health department and district administration to persuade more non-empanelled hospitals to join the scheme. Currently, more than 50 private hospitals in Gurugram are empanelled under the Centre's scheme, which has already benefitted over 250 accident victims in the city since it was implemented in March this year. 'We hope to bring more private agencies under the Ayushman Bharat scheme to strengthen the system,' Lohan said. A standard operating procedure (SOP) will also be framed to ensure periodic inspection of ambulances and verify the availability of life-saving equipment and medicines. Hospital representatives raised several operational challenges, which officials said will be addressed promptly. In 2024, Gurugram recorded 1,024 road crashes, including 456 fatal accidents that claimed 478 lives. 'Even a single death ruins a family's future. We need to make our rescue systems more effective and roads safer,' Lohan said.
