Students demand 100% domicile quota in govt jobs

1 2 Patna: Several job aspirants, under the banner of the Bihar Students' Union, staged a protest in Patna on Friday demanding the implementation of a domicile policy for all state govt jobs. The demonstration, led by student activist Dileep Kumar, began with a procession from Patna College and was stopped by police at J P Roundabout near Gandhi Maidan. Dileep Kumar was briefly detained and police cleared the demonstrators from the road after a minor scuffle. He was released two hours later. Protesters carried banners with slogans such as "Bihar wants domicile", "Release vacancy for BPSC TRE 4.0 with domicile" and "Bihari vote, outsiders take jobs? No more". They called for a 100% domicile quota in BPSC TRE and a 90% quota for all other state govt jobs with the remaining 10% open to both in-state and out-of-state candidates. They also demanded the immediate release of the TRE 4.0 vacancies under the proposed policy and urged the completion of the recruitment process before the upcoming elections. "We demanded a meeting with the CM, but were stopped at J P Roundabout," said Dileep Kumar. "The youth of Bihar have the first right to jobs in the state. I was detained to suppress the demand for domicile, but this protest will not end. If our demands are not met, we will call for a statewide bandh," he added. The group had held similar protests on June 5 and July 2, during which a delegation met chief secretary Amrit Lal Meena. Protesters warned they would not vote for the govt if the domicile policy is not implemented before the elections.

POCSO court awards 6 years jail to two in sexual assault case

The Bhimavaram POCSO court on Wednesday awarded six years' imprisonment to two men convicted for sexually assaulting a 15-year-old girl in a 2016 case registered in Mogaltur police station in West Godavari district. West Godavari Superintendent of Police Adnan Nayeem Asmi said that rowdy-sheeter M. Dileep Kumar and Balam Siva have been convicted for sexually assaulting a class IX girl on May 9 in 2016. The convicted are natives of Mogaltur town. 'The POCSO court has also imposed fine of ₹.25,000 on each of the convicted,' said Mr. Nayeem Asmi. The incident came to light after the victim lodged a complaint.

NEW DELHI: In a major boost to the 'Make in India' initiative, approximately 150 railway locomotives manufactured in India are being exported to Guinea. The Railway Locomotive Factory at Marhowrah in Bihar will supply 150 Evolution Series ES43ACmi locomotives for SimFer's Simandou iron ore project in Guinea, Africa, in a deal worth over Rs 3,000 crore. According to an official statement from the Ministry of Railways on Monday, 37 locomotives will be exported in the current financial year, 82 in the next financial year, and 31 locomotives in the third financial year. 'All these locomotives will have AC cabs. Each loco will have a single cab, and two locomotives together will carry the load of 100 wagons with maximum permissible speed,' said ED (I&P) Dileep Kumar, adding that the Railways had laid three types of tracks, broad gauge, standard gauge, and Cape gauge, within the Marhowrah Locomotive premises to facilitate the rollout of such locomotives. He stated that the locomotives, being manufactured at the Marhowrah plant in Bihar under Indian Railways, are enhancing India's industrial footprint. The project was secured through global competitive bidding, showcasing India's manufacturing excellence on the world stage.

NEW DELHI: In a landmark move that brings Sikkim one step closer to realising its long-cherished dream of rail connectivity, the Ministry of Railways has approved the Final Location Survey (FLS) for a new railway line from Melli to Dentam via Jorethang and Legship. The ambitious project, set to be executed by the Northeast Frontier Railway (NFR), has been allocated a sanctioned budget of around Rs 2.25 crore. Sharing the update with this the TNIE, ED (I&P) at Railway Ministry, Dileep Kumar on Sunday said, 'This move marks a major step forward in expanding rail connectivity to the southern and western regions of Sikkim'. Highlighting the strategic significance of what would be Sikkim's second railway line, Kumar added that the rail route is designed to bridge a crucial infrastructure gap linking remote areas such as Dentam, located near the Indo-Nepal border at Chiwabhanjyang, with the national railway network. Kumar further said that Railway Minister Ashwini Vaishnaw has personally directed the initiation of the survey and expedited the process to bring this long-pending demand closer to reality. The push for this line has been a consistent effort by Sikkim's Lok Sabha MP Indra Hang Subba, and the Modi government's approval of the survey has added a pace forward on this project.

. NEW DELHI: In a significant decision, countries across the globe on Saturday struck a major deal to eliminate the use of one of the most hazardous pesticides , Chlorpyrifos, with certain exemptions, under the Stockholm Convention at the ongoing meet in Geneva. India, which opposed its complete elimination at this stage, will continue to use it for another five years as per its registered uses for 12 crops, including rice, wheat, gram, sugarcane, beans, cotton, mustard, brinjal, onion, apple, barley, and groundnut, to deal with certain pests and termites. Over 40 countries, including all 27 European Union (EU) nations, the UK, and the US, have already banned the use of Chlorpyrifos on food crops. India, during the negotiation, pitched for exemptions, arguing the need for its use in certain crops in the absence of alternatives. The country, along with other nations, including Russia, Kenya, Zambia, and Costa Rica, also favoured exemptions for ensuring food security . Though India and many countries will continue to use it for select exempted purposes in the cultivation of certain crops while dealing with pests, the decision will ultimately push the users to look for alternatives in the final goal of complete elimination of the use of Chlorpyrifos, a highly toxic organophosphate pesticide with harmful effects on health and the environment. The decision was taken at the ongoing Conference of the Parties (COPs) to the Basel, Rotterdam, and Stockholm (BRS) Convention in Geneva, being held to galvanise global efforts to manage hazardous chemicals and waste in an environmentally sound manner. Experts who have been tracking the development at the Convention welcome the listing of Chlorpyrifos in Annex A (meant for elimination) of the Convention but expressed their concerns at the long list of exemptions. 'The world can no longer turn a blind eye to the overwhelming scientific evidence on Chlorpyrifos. Its global elimination is a critical step toward safeguarding public health, environmental integrity, and the rights of future generations,' said Dileep Kumar of the Pesticide Action Network (PAN) India. "We support a broad spectrum evaluation and speeding up the separation of highly hazardous chemicals for elimination. The survival of life, including biodiversity, is at stake. Also, national govts have to take up their own independent physico-chemical and ecotoxicological evaluation to propose such chemicals for elimination,' said Narasimha Reddy Donthi, a public policy expert. The specific exemptions allowed under the decision include 18 crop-pest complexes (rice, maize, wheat, sugarcane, onion, peanut, barley, cabbage, chickpea, cotton, pineapple, and rapeseed, among others); control of leaf-cutting ants for agricultural use; control of locusts; control of ticks in cattle; and wood preservation against borers and termites in building foundations.
