No let-up in our battle for rightful share in Krishna waters: Telangana minister Uttam
HYDERABAD: Irrigation Minister N Uttam Kumar Reddy on Wednesday said that the government would persist with its legal, technical and administrative battle for Telangana's rightful share in Krishna river waters. He accused the previous BRS regime of betraying Telangana and compromising on its long-term interests, allowing large-scale water diversion by Andhra Pradesh, engineering failures and financial mismanagement. The minister made two detailed PowerPoint presentations at Praja Bhavan — one on the illegal diversion of Krishna river waters to Andhra Pradesh and the other on the disastrous consequences of shifting the originally sanctioned Dr BR Ambedkar Pranahita-Chevella Sujala Sravanthi (PCSS) project to Medigadda under the Kaleshwaram project. The first presentation highlighted how the BRS regime, during its 10-year rule from 2014 to 2023, failed to protect Telangana's entitlement to Krishna waters and even facilitated illegal infrastructure development by Andhra Pradesh to divert water from the Srisailam reservoir. He said AP's diversion of Krishna water to outside-basin areas surged from 245.3 tmc between 2004-05 and 2014 to 1,192.44 tmc between 2014-15 and 2023-24, due to the expansion of the Muchumarri Lift Irrigation Scheme and the creation of the Rayalaseema Lift Irrigation Scheme (RLIS). These projects increased AP's drawal capacity from the Srisailam reservoir to 11 tmc per day. The minister pointed out that these works were undertaken without clearance from the Central Water Commission (CWC) or Apex Council's approval, in clear violation of the AP Reorganisation Act. Despite being fully aware, the BRS government failed to raise objections with the Krishna River Management Board (KRMB) or the Union Jal Shakti Ministry, thus compromising Telangana's rightful share. He said the previous government accepted unjust water-sharing ratios, first agreeing to a 299:512 tmc formula in 2015 and later to a 34:66 ratio in 2017-18, which continued until 2020. He alleged that the BRS government even wrote to KRMB stating that the 34:66 formula should continue 'since no other basis exists'. The Congress government, Uttam said, has now officially rejected that stance and submitted project-specific allocations to the Tribunal. These include 90 tmc for Palamuru-Rangareddy Lift Irrigation Scheme (PRLIS), 50 tmc for Kalwakurthy LIS, 40 tmc each for Nettempadu LIS and SLBC, 20 tmc for Bhima LIS and 15 tmc for Dindi LIS.

Andhra Pradesh government transfers Ambedkar Park to cultural department for revenue enchancement
Vijayawada: Envisaging the promotion of art, culture, and heritage through regular cultural programmes, the state government has ordered the transfer of the Dr B R Ambedkar Smriti Vanam Park, located at Swaraj Maidan in the heart of Vijayawada city, from the Social Welfare Department to the Director of Cultural Affairs under the administrative control of the Youth Advancement, Tourism, and Culture department. The transfer of the Rs 404-crore Dr B R Ambedkar Smriti Vanam Park project from the Welfare department is expected to boost the park's development. The government is determined to complete the pending Phase-II development works and utilize the park to its fullest potential, thereby attracting more visitors in the coming days. The previous YSRCP government undertook the construction of Dr B.R. Ambedkar Smriti Vanam Park at Swaraj Maidan in two phases and completed Phase I of the project — installation of the 125-foot Ambedkar statue, including park development and other works, costing Rs 297.71 crore, which was Rs 29.25 crore more than the initial estimate. Subsequently, the previous government granted administrative sanction for Rs 106.64 crore worth of Phase II works, including the development of a state-of-the-art convention centre, food courts, and other amenities. Progress on these works has been moving at a snail's pace due to unpaid bills to the contractor. As a result, construction of the convention centre, food court, and other leisure amenities came to a grinding halt at the Smriti Vanam premises, while the statue works were completed and opened to visitors. Hence, the government aims to complete the pending works of the convention centre and food courts and generate additional revenue by leasing them to private entities to enhance the park's income. "The previous government, in a hasty manner, installed the 125-foot Ambedkar statue but failed to complete other works such as the convention centre, food courts, and a lift to the top of the statue. As a result, visitor turnout remained low. If these pending works had been completed on time, the revenue would have been much higher, making the park financially self-reliant," a senior NTR district administration official told TOI.

Fire safety fail: Delhi Police HQ, two govt hospitals denied safety certificates
Pointing out shortcomings and non-compliance with key fire safety norms, the Delhi Fire Services (DFS) has denied fire safety certificates (FSCs) to the Delhi Police Headquarters and two government hospitals — Lok Nayak and Dr BR Ambedkar hospitals — officials said Friday. In its official communication to the police headquarters and the two healthcare facilities, the DFS stated that the deficiencies were observed during inspections conducted by its officers in May and June. The department added that renewal of the FSC cannot be considered until the shortcomings are rectified. The 17-storey Delhi Police HQ on Jai Singh Road had applied for FSC renewal on April 21. Following a joint inspection with Delhi Police personnel on May 30, the DFS identified at least four critical violations. 'Fire-check door has been replaced by a normal glass door on 17th floor; door closers found removed from some fire-check doors, which makes pressurisation ineffective; pressurisation (system) in lift lobby also found removed on 17th floor,' according to the communication sent to the headquarters on June 5. It also stated that there is a reception desk in the lift lobby area, which is not allowed. In the letter to Lok Nayak Hospital dated May 30, the DFS stated that during their visit, officials found several shortcomings in the Casualty OPD, Surgical Block, Ortho Block, and New Special Wards. It was stated that one staircase in the Surgical Block was blocked by waste items/ materials, which could pose as an obstacle during the evacuation of occupants/patients in the event of an emergency. In the Ortho Block, a six-metre road all around the building for fire tender movement was found encroached by parking, sheds, and tree branches. In the New Special Ward, the DFS found that the lift fireman switch was non-functional, the door closer was removed from some fire-check doors, and hoses and branches were missing in some hydrant boxes. In a letter dated June 11, the DFS also denied FSC renewal to Ambedkar Hospital in Rohini's Sector 6. This comes after a site inspection on May 24 revealed continued non-compliance with previously stipulated safety conditions. The DFS letter cited several major shortcomings: alternate exits on all floors of the ward block were found permanently locked and obstructed with storage material and condemned items; sprinklers were missing across the central block; and the fire control room was found to be disorganised and poorly managed. Despite the hospital having over 500 beds, no fire safety officer had been appointed as required by fire safety regulations, the letter mentioned. Additionally, the manual fire alarm system was either absent or non-functional in several parts of the hospital, raising serious concerns about the facility's preparedness in the event of a fire emergency. The hospital had previously been issued an FSC in March 2022, which has now been revoked due to continued non-compliance. 'The hospital has not yet complied with condition no. 8 of the previous FSC… and your request for renewal of FSC is rejected under sub-rule (3),' Chief Fire Officer Virendra Singh stated in the letter.
