Coffee farmers association accuse forest dept of land grabbing
Madikeri : The Karnataka Coffee Farmers' Association accused the forest department of grabbing land from residents, which was granted to villagers many years ago. Association president Dr Durga Prasad said the farmers stopped the forest department staff from going to Kalkandur village in Somwarpet to conduct a survey of the land. This was in connection with the process of acquiring the land that was in the hands of farmers for many years for the forest. Speaking at a meeting called at the association's office in Virajpet town, he said, "We support this struggle." Before Independence, 7,500 acres of forest land was leased to private individuals. Coffee, rubber, and tea plantations were established in that area, he said, asking for a comprehensive survey of the Paisari lands in Kodagu. The Kodagu district administration should prepare a list of encroachers, he suggested. Vasant Kumar Hosamane of the district unit of the Karnataka Coffee Farmers ' Association, Hamid, district member of the farmers' association, and other members were present.

A.P. students achieve 93.26 % pass rate in A.P. Engineering Common Entrance Test-2025
Students who appeared for Andhra Pradesh Engineering Common Entrance Test (APECET )-2025 have achieved 93.26 pass percentage, against 90.41 % last year (2024). The APECET-2025 results were announced by Jawaharlal Nehru Technological University- Anantapur, which conducted the test on behalf of AP State Council of Higher Education (APSCHE), on Thursday (May 15). In a statement, exam convenor B. Durga Prasad said out of the total 34,228 students who appeared, 31,922 of them qualified for admissions. Girls outperformed boys by scoring 95.60 pass rate compared to 92.18 pass percentage secured by boys. The entrance test was conducted on May 6, 2025. Diploma holders and (Mathematics) Degree holders can enter second year Engineering Degree course or second year Pharmacy Degree course through lateral entry by qualifying in APECET. The APECET-2025 results are available in the website and also in the WhatsApp governance number 9552300009. Qualified students can download their rank cards from the website. Prof. Durga Prasad informed that the preliminary keys were hosted on the official website and objections were invited from students till May 10, 2025. He said after careful evaluation of the valid objections, final keys were prepared, and the results were processed.

Hooded bikers attack fish truck; 3 held
Udupi: Three men have been arrested for attacking a fish-laden truck in Karkala taluk, Udupi district. The truck, en route from Malpe Port to Tamil Nadu, was targeted on May 2 near Parpale Kemaru in Sanoor village. Masked assailants on motorcycles pelted stones at the vehicle, shattering its windshield and causing damages estimated at Rs 15,000. The arrested suspects are Durga Prasad alias Prasad, apprehended on May 7, and Pramod (34) from Moodbidri and Shivaraj alias Shiva (30) from Bantwal, who were detained shortly thereafter. All three are currently in judicial custody, according to a police statement on Monday. This attack is part of a series of similar incidents in the area, with reports of stone-pelting on vehicles, particularly those registered outside Karnataka.

3 arrested for pelting stones at fish truck
Udupi: Three persons were arrested for allegedly pelting stones at the windshield of a fish-laden truck in Karkala taluk. The accused are Durga Prasad alias Prasad, who was arrested on May 7, and Pramod,34, from Moodbidri and Shivaraj alias Shiva,30, from Bantwal, who were taken into custody on to the complaint filed by Manikandan around 11am on May 2, he was transporting fish from Malpe Port in Udupi to Tamil Nadu. Around 12.25pm, while passing through Parpale Kemaru in Sanoor village, masked individuals on two motorcycles approached from the Karkala side, identified the vehicle as a Tamil Nadu-registered truck, and allegedly hurled stones at the front windshield. The impact damaged the glass, causing an estimated loss of Rs 15,000.A case was registered at the Karkala Town police station. Prasad was produced before the court and remains in judicial custody, while the other two accused will be produced before the court.

SC restores rank of Delhi Police ACP charged of mishandling 1984 riots
More than four decades after allegations of dereliction of duty during the 1984 anti-Sikh riots led to his demotion, the Supreme Court on Wednesday restored the rank of a former Delhi Police assistant commissioner and ordered that he be given all consequential retirement benefits. The court held that punishing personnel long after the fact, based on what could have been done differently with hindsight, would amount to 'grave injustice.' The apex court was deciding the case of one Durga Prasad, who was serving as station house officer (SHO) of Kingsway Camp police station when riots broke out in Delhi after the assassination of Prime Minister Indira Gandhi. Prasad was accused of negligence and failure to control the rioting in his jurisdiction. He was promoted to the rank of assistant commissioner of police (ACP) in May 1985. But eight years after the riots, an inquiry into the police's handling of the violence found fault with several personnel, including Prasad. On December 29, 2001, the disciplinary authority demoted him back to inspector rank until his retirement on March 31, 2004. Prasad was accused of negligence and failure to control the rioting in his jurisdiction. He challenged the punishment through multiple legal avenues, including the Central Administrative Tribunal and eventually the Delhi high court, which in 2022 set aside the demotion but allowed the disciplinary authority to initiate fresh proceedings. Prasad then approached the Supreme Court, arguing that the matter should be closed entirely. In its ultimate analysis, a bench of justices PS Narasimha and Manoj Misra ruled in his favour. 'In a case of such nature, the disciplinary authority may also have to empathise with the situation in which the charged officer was placed at the relevant time,' the bench observed. 'In hindsight, it is easy to say that things could have been handled better… but if this alone is taken as a basis to punish police personnel… grave injustice would be done.' The bench noted that disciplinary proceedings were initiated in 1992, long after Prasad had been promoted. While acknowledging that promotion doesn't erase past misconduct, it pointed out that greater caution is warranted in cases based on omissions rather than acts. The charges against Prasad included his failure to use tear gas, despite no evidence that the police were even supplied with it. He was also criticised for not inflicting gunshot injuries on rioters, though he maintained that police fired shots only to disperse crowds, not to wound. Another charge related to his failure to make preventive arrests or call for more forces. Responding to these accusations, the bench said, 'Considering the scale at which riots broke out, it is difficult to assume that with limited resources… deployment could have been ensured across the entire area under his command.' It added, 'In our view, dissent on this count is unwarranted, particularly in the absence of any evidence that police force was sitting idle.' The court further rejected the charge of inaction over the absence of preventive arrests, noting that the riots erupted suddenly after news of Gandhi's assassination. 'Absence of preventive arrest is not a ground to believe that there was inaction on the part of the charged officer,' it said. The bench acknowledged it could have directed fresh disciplinary proceedings, but concluded that would be 'too harsh,' especially given the passage of time. 'The incident is over 40 years old, and the officer retired in 2004. We see no reason to subject him to a fresh exercise at this stage.' The court upheld the 2022 Delhi high court order quashing the demotion and ruled that Prasad be restored to the rank of ACP with all consequential benefits. 'The appellant shall be entitled to all consequential benefits including revision of pension, if any payable, accordingly,' the court said.
