Alkhobar launches tree digitization project to become smart green city

Jeddah: The Eastern Province Municipality has launched a project to document and digitize trees in Alkhobar, aiming to make it the first smart green city in the region. The first phase will involve the recording and digital tagging of more than 100,000 trees. The initiative is expected to strengthen Alkhobar's global standing, as the city ranks 61st in the 2025 Smart Cities Index. Officials said that the project reflects the municipality's commitment to environmental sustainability while creating economic opportunities by encouraging private sector participation in tree-planting campaigns. Each tree will be fitted with an electronic tag carrying detailed information such as its species, location and care guidelines, in both Arabic and English. The tags will be geo-linked to create a comprehensive database of Alkhobar's green assets. The project will also promote investment in smart cities and sustainable infrastructure, raise environmental awareness and enhance social responsibility, the Saudi Press Agency reported. More than 10,000 trees have already been tagged in areas including the Southern Corniche, the waterfront, the Northern Corniche and along main roads. The program will eventually cover all trees across the city. The initiative aligns with the Saudi Green Initiative, which aims to reduce carbon emissions, plant 10 billion trees, and protect 30 percent of the Kingdom's land and marine areas by 2030. Across the Kingdom, cities are adopting sustainable urban strategies to improve air quality, expand green spaces and enhance biodiversity. Saudi Arabia's broader smart city vision includes megaprojects such as NEOM with its futuristic developments, The Line, Oxagon, Trojena and Sindalah, powered entirely by renewable energy. Riyadh is advancing with integrated smart transport, digital healthcare and its massive Green Riyadh afforestation program. Jeddah Economic City is being designed with smart energy grids and automated waste systems, while King Abdullah Economic City focuses on port innovation and digital ecosystems. Qiddiya City near Riyadh is set to become a global entertainment and sports hub with AI-driven operations, and Mohammed bin Salman Nonprofit City in Riyadh is pioneering a global-first district dedicated to education, innovation and culture.

DHAHRAN — The Eastern Province Municipality has unveiled the first advanced aesthetic model for a gas refilling station in Dhahran, aimed at enhancing the city's urban landscape, improving service quality, and providing a safer, more comfortable environment for residents and visitors. The new model features a redesigned exterior façade along with upgraded surrounding areas, using modern materials that align with the city's architectural identity. Part of a wider initiative to modernize service facilities, the project integrates aesthetic elements into public infrastructure to improve user experience, raise safety standards, and transform essential public service points such as gas refilling outlets into fully integrated urban spaces that reflect the city's growth and the quality of its public environment. 1st Phase of North Al-Khobar Development Project Launched to Boost Tourism

The Eastern Province Municipality, in coordination with Al-Khobar Municipality, has officially launched the first phase of the North Al-Khobar development project. This initiative is designed to strengthen the area's position as a key commercial center, while emphasizing its economic, tourism, and cultural value. The project aims to upgrade municipal infrastructure, enhance public services, and create greener, more livable urban spaces. Spanning more than 300,000 square meters, the first phase is located between Prince Turki Street and King Khalid bin Abdulaziz Road, and between 21 Street and Prince Faisal bin Fahd Road. Major features include over 40,000 square meters of new pedestrian sidewalks and 5,490 linear meters of roadways. Additional elements comprise ample parking, shaded trees, more than 5,800 square meters of landscaped green areas, seating benches, pedestrian safety enhancements, asphalt paving, improved lighting, and clear directional signage. This phase is expected to enhance North Al-Khobar's appeal as a vibrant commercial and tourism hub, preserving its commercial identity while making it more accessible and attractive to visitors from across the region and beyond. Saudi Arabia's NCP announces major PPP projects in Makkah and Dammam

Saudi Arabia's National Centre for Privatisation & PPP (NCP) has announced two major Public-Private Partnership (PPP) opportunities in Makkah and Dammam involving healthcare, retail, and mixed-use projects as part of the Kingdom's Vision 2030 agenda. Makkah: Healthcare and commercial hub PPP NCP and the Holy Makkah Municipality has initiated the Expression of Interest (EOI) and Request for Qualification (RFQ) process for joint development project on Prince Sultan bin Abdulaziz Road (Makkah–Alhada). The project aims to convert a 219,416-square-metre (sqm) government-owned plot, with direct access to Al Haram and other key landmarks, into a mixed-use healthcare and commercial zone. The RFQ was issued on 26 June 2025, with submissions due by 27 July 2025. Structured as a Build-Own-Operate-Transfer (BOOT) model with a 30-year concession, the scope includes: Financing, constructing, and operating a 200-bed long-term care hospital, a 100-bed multi-specialty hospital, a regional shopping mall and big-box retail spaces Leasing, operations, and facilities management Transferring the project to the Holy Makkah Municipality at the end of the contract Dammam: King Fahd Suburb Boulevard PPP NCP and the Eastern Province Municipality has initiated the Expression of Interest (EOI) phase for King Fahd Suburb Boulevard, a sprawling 1,000,000-sqm mixed-use project located in the King Fahd Suburb of Dammam. The two-phase project aims to transform government-owned land and commercial plots owned by Ashraq Development Company, the development arm of the Eastern Province Municipality, into a mixed-use destination featuring parks, recreational areas, retail, hospitality, and office spaces. The EOI notice was issued on 25 June 2025, with submissions due by 16 July 2025. The project is being procured under a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) model, and its scope encompasses: Develop, operate and maintain commercial, leisure, retail, hospitality, and entertainment facilities Integrate walkways, sports zones, and sustainable, community-focused features Additionally, revenue-sharing agreements will be established between the developer, Ashraq, and government entities, with full asset handover to the public sector at the end of the 30-year concession.
