Saudi Arabia's National Centre for Privatisation & PPP (NCP) has announced two major Public-Private Partnership (PPP) opportunities in Makkah and Dammam involving healthcare, retail, and mixed-use projects as part of the Kingdom's Vision 2030 agenda.
Makkah: Healthcare and commercial hub PPP
NCP and the Holy Makkah Municipality has initiated the Expression of Interest (EOI) and Request for Qualification (RFQ) process for joint development project on Prince Sultan bin Abdulaziz Road (Makkah–Alhada). The project aims to convert a 219,416-square-metre (sqm) government-owned plot, with direct access to Al Haram and other key landmarks, into a mixed-use healthcare and commercial zone.
The RFQ was issued on 26 June 2025, with submissions due by 27 July 2025.
Structured as a Build-Own-Operate-Transfer (BOOT) model with a 30-year concession, the scope includes:
Financing, constructing, and operating a 200-bed long-term care hospital, a 100-bed multi-specialty hospital, a regional shopping mall and big-box retail spaces
Leasing, operations, and facilities management
Transferring the project to the Holy Makkah Municipality at the end of the contract
Dammam: King Fahd Suburb Boulevard PPP
NCP and the Eastern Province Municipality has initiated the Expression of Interest (EOI) phase for King Fahd Suburb Boulevard, a sprawling 1,000,000-sqm mixed-use project located in the King Fahd Suburb of Dammam.
The two-phase project aims to transform government-owned land and commercial plots owned by Ashraq Development Company, the development arm of the Eastern Province Municipality, into a mixed-use destination featuring parks, recreational areas, retail, hospitality, and office spaces.
The EOI notice was issued on 25 June 2025, with submissions due by 16 July 2025.
The project is being procured under a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) model, and its scope encompasses:
Develop, operate and maintain commercial, leisure, retail, hospitality, and entertainment facilities
Integrate walkways, sports zones, and sustainable, community-focused features
Additionally, revenue-sharing agreements will be established between the developer, Ashraq, and government entities, with full asset handover to the public sector at the end of the 30-year concession.

Saudi Arabia's Public Investment Fund (PIF) grew its assets under management by 19 per cent to $913bn in 2024, as the Kingdom's sovereign wealth fund accelerated its role in driving economic transformation and diversifying the national economy. The 2024 Annual Report highlights record investment activity, global recognition, and a $243bn contribution to Saudi Arabia's non-oil GDP since 2021. PIF deployed $56.8bn across strategic sectors in 2024, bringing total investment since 2021 to more than $171bn. PIF growth in Saudi Arabia The fund now manages 225 portfolio companies, having created 103 of them, and continues to establish national champions across sectors including tourism, energy, infrastructure, and technology. PIF also accelerated its digital transformation, completing 58 digital projects, launching 15 new applications, and automating more than 477 processes. Artificial intelligence and automation are now central to operations, enabling faster decision-making and new value creation. PIF's international investments continued to grow, targeting high-impact opportunities in innovative companies, strategic sectors, and emerging technologies. To support this, the fund diversified its financing sources — raising $9.83bn in public debt and $7bn in private debt — and maintained a strong liquidity position. PIF's credit strength was recognised globally: Moody's upgraded its rating to Aa3 with a stable outlook, while Fitch affirmed an A+ rating, also with a stable outlook. In 2024, PIF achieved a 96 per cent score on the Global SWF Governance, Sustainability and Resilience (GSR) Scoreboard, and in 2025 tied for first place globally with 100 per cent, ranking among 200 sovereign investors. A Brand Finance study named Saudi Arabia's PIF the most valuable and fastest-growing brand among all sovereign wealth funds worldwide, awarding it an A+ brand rating. Yasir A. Al Salman, PIF's Chief Financial Officer, said: 'The annual report for 2024 is marked by significant growth underpinned by solid financial health, as PIF further established its position as one of the world's largest sovereign wealth funds. 'PIF's portfolio delivered year-on-year growth of assets under management of 19 per cent to reach $913bn. Capital deployment across priority sectors reached $56.8bn in 2024, bringing cumulative investment since the beginning of 2021 to more than $171bn. 'PIF continues to innovate to deliver on its mandate and drive economic transformation.'

Assets of Saudi Arabia's Public Investment Fund climbed to $913 billion in 2024, marking a 19 per cent annual rise for the sovereign wealth fund that is key to the kingdom's economic transformation agenda. The fund's annual returns since 2017, however, have fallen to 7.2 per cent, down from 8.7 per cent in 2023, the PIF said in its annual report published on Wednesday. Capital deployment across its priority sectors reached $56.8 billion last year, bringing cumulative investment since the beginning of 2021 to more than $171 billion, the fund said. Total revenue increased by 25 per cent and its cash balance "remains strong and broadly unchanged year on year as PIF maintains its robust liquidity", the report said. The PIF now represents 10 per cent of the nation's non-oil economy, with its cumulative real non-oil GDP contribution between 2021 and 2024 growing to $243 billion. The total number of its portfolio companies at the end of last year had reached 225, of which the PIF created and established 103. 'PIF further established its position as one of the world's largest sovereign wealth funds," said Yasir A AlSalman, the PIF's chief financial officer. "PIF continues to innovate to deliver on its mandate and drive economic transformation.' The PIF is leading Saudi Arabia's Vision 2030 initiative, which aims to diversify the kingdom's economy from oil. The PIF, along with related organisations, is driving investment into areas including finance, health care, sport, renewables, technology, the automotive industry, property, aerospace, defence, entertainment, leisure, retail and mining. The fund's domestic holdings include Saudi mining and mineral giant Maaden, petrochemicals major Sabic and the kingdom's biggest lender, Saudi National Bank. It has also launched Riyadh Air – Saudi Arabia's new national carrier – which is set to begin flying this year, the Electric Vehicle Infrastructure Company and Lifera, a pharmaceutical investment company. The fund also continues to make key international investments. In December, the PIF and Ardian completed a €4 billion ($4.2 billion) deal to buy a combined 37.62 per cent stake in London's Heathrow Airport from Spanish construction firm Ferrovial and other shareholders of FGP Topco, the parent company of Heathrow Airport Holdings. It has four main sources of funding: capital injections from the government, government asset transfers, retained earnings from investments, and loans and debt instruments. The fund, which received 8 per cent more of Aramco shares from the government last year, has also continued to diversify its funding sources, raising $9.83 billion in public debt and an additional $7 billion in private debt, it said in the report. 'The 2024 results highlight PIF's transition from digital transformation to digital leadership, with artificial intelligence and automation together becoming a vital part of operations," said Maram Al Johani, PIF's acting chief of staff and secretary general to the board. "In 2024, PIF completed 58 digital projects, launched 15 new applications and automated more than 477 processes, enabling insights, strategy and the creation of economic value.' The PIF also raised its target for assets under management by 2030 to $2.67 trillion, up nearly 43 per cent from its original target of $1.87 trillion, the annual report released by the Saudi government's Vision 2030 in April said. The fund has helped create 1.1 million jobs in the kingdom as of 2024, up from 77,700 in 2021, the report found.
