Ungaludan Stalin camp in Thoothukudi receives over 3,200 petitions in a day
Thoothukudi District Collector K. Elambahavath on Thursday said that a total of 3,205 petitions were received on July 16, during the 'Ungaludan Stalin' special grievance redressal camp held across Thoothukudi district. While inspecting the third day of the camp, at Aringnar Anna Marriage Hall in Thoothukudi, the collector highlighted the significance of the initiative. 'Ungaludan Stalin' is a huge outreach programme for the people of Tamil Nadu, where officials from all key departments come together at a single location to deliver government services and resolve public grievances efficiently and directly. The camp offers 43 services from 13 government departments in urban areas and 46 services from 15 departments in rural areas. These include essential services, welfare schemes, documentation support and others. On July 16, a total of 811 petitions were received from the rural areas, 504 from Municipal areas and 1,315 from the urban areas. Additionally, 1,890 petitions were submitted under the Kalaignar Women's Grants Rights scheme. Mr. Elambahavath noted that most of these petitions will be processed and resolved within 45 days. However, approximately 522 petitions involve long pending issues that may take more than 45 days. All petitions received during the camp are being digitally registered to ensure accountability, transparency and proper follow-up. He urged the people to make use of these camps to address their grievances.

Farmers' raise concerns over renovation works disrupting cultivation in Thoothukudi
Farmers in Thoothukud district have voiced their concerns during the monthly grievance redress meeting, stating that the ongoing renovation works in water bodies are affecting the crop cultivation, even though water has been released for irrigational activities. The meeting held at the district collectorate was chaired by Thoothukdi Collector K. Elambahavath. During the meeting, the collector addressed various grievances submitted by the farmers. At the meeting the farmers requested to organise an agricultural exhibition in Thoothukudi district. They also urged the immediate release of funds for crop damage caused by December 2024 floods and compensation for chillies and shallots, which were damaged during the 2023 floods. They noted that Vilathikulam and Sivagnanapuram region farmers still await the compensation. The farmers further highlighted the integrated plan to control weed in rainfed areas. They demanded an increase in the procurement price of milk and to hike the salaries of the milk cooperative society employees. In addition, they called for uninterrupted supply of quality seeds and fertilizers, and urged the withdrawal of requiring a CIBIL score for issuing agricultural loans. A request was also made for the establishment of a storage facility at Melachekkarakudi for storing black gram, green gram and maize. Framers suggested that government-subsidised hybrid coconut saplings, which are said to yield higher income, should be demonstrated on fertile lands with farmers taken for exposure visits. Addressing the grievances Mr. Elambahavath said that agricultural exhibitions are conducted at zonal level. This year, it is scheduled to be held in Tirunelveli, and farmers from Thoothukudi district will be invited to participate. The assessment of the December 2024 flood related crop damage has been completed and a proposal sent to the government, which includes ₹59 crore for agricultural crops, ₹14.6 crore for horticultural crops and compensation for banana crops damaged by gale in the last April. Relief for crop damage during the 2023 floods is still pending and is expected shortly. He added that assessment will be conducted to control weeds in rainfed areas and things such as milk procurement price, reducing rental charges of agricultural equipment are under government policy decisions. If special schemes are introduced, efforts will be made to offer concessions to farmers. The Collector further noted that the delay in water release at some places was due to essential renovation works and has advised the PWD officials to plan such activities. Measures will be taken in the future to prevent such delays and ensure that any infrastructure work disrupt any farming activities. Officials from Agriculture and Farmers Welfare Department, Horticulture Department, Public Works Department were amongst those present.

Despite GO, 300 panchayat secretaries retain posts for a decade in Thoothukudi
THOOTHUKUDI: Despite a government directive mandating the transfer of panchayat secretaries every three years, over 300 secretaries in Thoothukudi district have remained in the same village panchayats for more than a decade. Sources say a transfer order issued by Collector K Elambahavath in April remains unimplemented. Thoothukudi has 403 village panchayats spread across 12 blocks. While the G.O 113 dated September 13, 2023, delegated powers to Block Development Officers (BDOs) to transfer secretaries within unions, and higher authorities for inter-union and inter-district transfers, the subsequent instructions to conduct counselling in April this year have not been acted upon. Social activist S M Gandhimathinathan alleged that the long-standing presence of secretaries in the same villages has led to increased corruption, especially after elected panchayat bodies were dissolved in January. 'With rural bodies now under special officers, panchayat secretaries are misusing power and colluding with local politicians to encroach Porambokku lands,' he claimed. Another activist pointed out that bribery complaints from the public have increased, citing that transfers once every three years are essential for transparent governance. In a letter dated April 22, Collector Elambahavath directed BDOs to conduct counselling for secretaries who have overstayed or requested transfers due to health or seniority. The note stated that transfers would enhance administrative efficiency. However, no such counselling has been held so far. A senior officer from the Tamil Nadu Government Employees Association admitted that regular transfers have never been implemented. Meanwhile, Tamil Nadu Rural Development Officers Association district secretary Anto told TNIE that transfers of a government employee for every three years is a general norm, however, keeping secretaries in the same village does offer some benefits. Elambahavath stated that panchayat secretaries are being transferred on a need basis, in response to complaints or administrative requirements. However, a comprehensive counselling process has not yet been planned and will require further instructions from the Rural Development Department, he added.

Thoothukudi Collector stresses importance of first aid awareness among public
Thoothukudi District Collector K. Elambahavath emphasised the importance of first aid awareness among the public, during emergencies, while addressing the gathering at the inaugural session of Tamil Nadu Accident and Emergency Care Initiative's First Responder Training on Basic Life Support (BLS) and Early Trauma Management. The event was held on Thursday at the Thoothukudi Government Medical College and Hospital (TKGMCH). The session was aimed at educating police personnel, fire and and rescue service officials, teachers, school students and volunteers on providing first aid to individuals affected by unexpected accidents or medical emergencies in public places. Speaking at the event Mr. Elambahavath said, 'In most of the emergency incidents, people immediately reach out for ambulance services. However, very few people's first instinct would be providing first aid during that crucial time.' He added that the training session has been organised to raise awareness about handling those situations, including the correct way to administer first aid and safely assisting the persons in cases like bone fracture. The Collector mentioned that such an awareness programme could be life saving during emergencies. He explained that police officers, fire and rescue service personnel, teachers and students, are often the first responders in schools, roads and other public places, and therefore should be equipped with basic first aid knowledge. 'Though police and fire and rescue service personnel may already have some training in first aid, this programme is updated to align with current advancements in medical care. Similarly this training should also be given to volunteers and frontline workers, who play a crucial role during disasters,' he added. The training session was conducted with a practical demonstration by a medical team led by Nirmal Kumar, Head of Emergency Medical Department at the hospital. The training will now be conducted on the fourth Thursday of every month at the hospital. G. Sivakumar, Dean of TKGMCH, Silas Jeyamani, Resident Medical Officer of TKGMCH and other medical staff were present.

District collector flags off awareness walk in Thoothukudi
Thoothukudi District Collector K. Elambahavath flagged off and participated in an awareness walk themed 'Lets Walk and Gain Health' (Nadappom Nalamperuvom) held in Thoothukudi on Sunday. Organised by the Department of Health and Family Welfare, the initiative aims to encourage the public to adopt walking as a daily habit for better health. As part of this initiative, the awareness walk was conducted in Thoothukudi. The walk commenced from St. Mary's college on the north coast road and covered around 8-km passing through key locations such as Mattakadai, Boobalarayapuram, Karuppatti Society Junction, before concluding at the starting point near St Mary's college. A special medical camp was also organised along the route for the benefit of participants, which was later visited by Mr. Elambahavath. Thoothukudi District Superintendent of Police Albert John, Thoothukudi Deputy Director (Health) Yazhini and others took part.
