Road ministry lays out roadmap for data sharing from the National Transport Repository

Synopsis The Ministry of Road Transport and Highways (MoRTH) maintains critical data related to vehicle registration certificates (RCs) and driver licenses (DLs) along with the data recorded at the time of generation of e-Challan or eDAR (Electronic Detailed Accident Report) and National Electronic Toll Collection (NETC) FASTag data. This data is collectively referred to as the National Transport Repository (NTR). NTR currently holds records of over 390 million vehicles, 220 million DLs, and data related to e-Challan, eDAR and NETC FASTag. Agencies Representational. This data is collectively referred to as the National Transport Repository (NTR). NTR currently holds records of over 390 million vehicles, 220 million DLs, and data related to e-Challan, eDAR and NETC FASTag.'This policy provides clear guidelines in line with recent legal requirements regarding consent for sharing personal data,' it policy outlines procedures and safeguards to ensure secure and lawful data sharing, supporting government functions, academic research, and promoting ease of living and ease of doing business. Under this, a detailed framework covering datasets, modes of sharing, and the request and approval process for VAHAN, SARATHI, e-Challan, eDAR, and FASTag has been demand for access from citizens, academics, and the private sector to this data in various forms continues to grow, the ministry said in an office circular dated August 18.'Sharing data in a controlled manner can enhance services and benefit research and data-driven decision-making by government organizations, the private sector, and academia,' it said.'Furthermore, state governments are mandated to ensure electronic monitoring and enforcement of road safety under Section 136A of the MV Act,' it said, adding that it is important, however, to maintain appropriate safeguards from a security and privacy standpoint to prevent data leakage or key objectives of data sharing include smooth and controlled integration of external applications/systems with the Transport National Register, ensuring seamless access to authentic data for stakeholders, and increased operational efficiency by minimizing duplication of work and human intervention, along with furthering digital it also includes improved services and benefits for citizens, academia/researchers, the private sector, the government, and other stakeholders while ensuring ease of living and doing business for all this policy, data sharing can be allowed through various modes depending on the category of users and type of data. This includes API-based sharing, login-based access from portals, secured and password-protected bulk data sharing, mobile application-based access, and public data sharing NTR is a unified central data repository maintained by MoRTH under Section 25A and Section 62B of the Motor Vehicles Act, 1988 (MV Act).

Accident deaths on national highways this year appear to be on track to exceed the previous year's figure, shows data tabled by the Ministry of Road Transport and Highways in Lok Sabha on Thursday. According to the data, 29,018 people died on national highways in the first six months of this year — this is more than 50% of the total fatalities of last year. National highways in India account for over 30% of road accident deaths, even though they comprise only 2% of the total road network. The data shows 67,933 accidents took place on national highways up to June 2025. In 2024, 53,090 people died in 1,25,873 accidents across national highways. In 2023, 53,630 people died in 1,23,955 accidents. The data is based on information sent by states and Union Territories to the Electronic Detailed Accident Report (eDAR) portal — a central repository for reporting, managing and analysing road accident data. The total number of road accident deaths in 2023 was more than 1.72 lakh. The Union government has set an ambitious target to halve such deaths by 2030. Road Transport and Highways Minister Nitin Gadkari said the ministry is undertaking both short-term and long-term remedial measures to reduce such deaths. These include road markings, signage installations, crash barriers, raised pavement markers, geometric improvements, junction redesigns, spot widening of carriageways and construction of underpasses or overpasses, among other measures. 'In new NH projects on high density and high speed corridors of NHAI, installation of ATMS (Advanced Traffic Management System) is generally a part of the project. Further, ATMS is also implemented as standalone projects in already constructed important corridors. ATMS has provisions for various electronic enforcement devices which help in speedy identification of incidents on the highway stretches and effectively monitor the highways, thereby improving the response time of the on-site assistance,' said Gadkari while responding to a question by BJP MP Tejasvi Surya. The government has identified road engineering as one of the biggest factors of accident deaths. Over the last few months, Gadkari himself has been critical about consultants involved in road designing and construction. In a speech in March, he said road accidents and fatalities in India are increasing because of poor civil engineers, consultants, concessionaires and substandard detailed project reports (DPRs). The ministry recently initiated a process to change the selection parameters for consultants for the preparation of DPRs. Bhubaneswar: The state govt released guidelines on Monday for implementing the Centre's newly-launched 'Rah-Veer' scheme, which rewards persons with Rs 25,000 for helping save serious accident victims. "District-level appraisal sub-committees will be constituted to approve eligible Rah-Veers (good samaritans). These committees will be headed by the collector, with SP/DCP, chief district medical officer and regional transport officer serving as members," read a letter by transport secretary Usha Padhee to all district collectors. As per the guidelines, the collector must upload the beneficiary's details, including Aadhaar and bank account numbers, to the Electronic Detailed Accident Report (e-DAR) platform for reward disbursement. "When citizens transport critically injured persons directly to hospitals, medical staff will alert police, who will inform the district collector. The helper will receive a report copy, and the govt will transfer the reward directly to the beneficiary's account," the guideline read. Padhee has instructed all collectors to promote the scheme, whose prime aim is to encourage people to render assistance to road accident victims in emergency situations and save their lives by shifting them to nearby hospital. As per Padhee's letter, the scheme includes a provision where any citizen, who takes a critical accident victim to the hospital within the crucial "golden hour" and saves their life will be rewarded with Rs 25,000. For saving one or more victims in a single accident, a Rah-Veer receives Rs 25,000. Multiple helpers for a single victim will share the Rs 25,000 equally. Annually, 10 Rah-Veers will be selected nationally for Rs 1 lakh awards. Individual Rah-Veers can receive up to five rewards annually. Collectors have been asked to submit action taken reports by July 20. The transport department said that Rah-Veer is an enhanced version of the previous 'Good Samaritan' scheme, which offered Rs 5,000 to individuals who assisted accident victims. Under section 134 A of the motor vehicle amendment Act 2019, good Samaritan rules were notified by the ministry of road transport and highways on Sept 29, 2020. These rules protect good samaritans from potential police harassment when helping accident victims.

Deputy commissioner Komal Mittal on Sunday directed the officials concerned to take immediate and concrete measures to eliminate accident-prone black spots across the district to prevent road mishaps and ensure smooth traffic flow. Chairing a meeting of the District Road Safety Committee, she instructed officials of the Greater Mohali Area Development Authority (GMADA), municipal corporation and local councils besides PWD and NHAI to prioritise doing away with the black spots and submit action-taken reports before the next meeting. Calling for stringent action against traffic violators, the deputy commissioner (DC) directed the police, the regional transport officer (RTO) and the district child protection officer to conduct regular checks. Special focus was laid on ensuring that school buses strictly comply with the Safe School Vahan Policy. RTO Rajpal Singh Sekhon informed the committee that during April and May, 1,352 challans, amounting to ₹59.87 lakh, were issued. Mittal further emphasised timely uploading of accident details on the E-DAR (Electronic Detailed Accident Report) portal that facilitates faster compensation disbursal through centralised accident reporting, geotagging and data sharing. The police and the hospitals were asked to update the portal promptly to help the Union ministry of road transport and highways effectively identify and address high-risk zones. Appealing to residents to assist road accident victims without the fear of legalities, the DC reiterated that Good Samaritans are legally protected and eligible for rewards and recognition. The sub-divisional magistrates (SDMs) were directed to expedite pending compensation claims related to hit-and-run cases. As per the scheme, victims' families are entitled to ₹2 lakh in case of a fatality and ₹50,000 for grievous injuries.
