He went over the stages of the commission's establishment, the reasons for change in its roles, and areas of work, which include leadership, human resources, government services, joint services, corporate culture, organizational structures, and institutional planning and development. Al-Nahar said the new public sector recruitment strategy primarily relies on open advertisements, noting that the commission has carried out 70 percent of recruitments through open adverts and only 30 percent were via the available competitive inventory, which will be canceled entirely by 2027 with the aim of ensuring fairness and equal opportunity for all. The public sector recruitment strategy, he said, currently adopts an integrated approach to keep pace with transformations in human resources management and ensure optimal utilization of national competencies, as it starts with proactive planning of job needs through the Human Resources Planning Committee. Job openings are then announced on official websites and daily newspapers, ensuring transparency and equal opportunity, he added. Government entities, he said, screen applications and identify a list of candidates according to the job requirements, and competencies are then assessed using specific tools and criteria, including tests and personal interviews with a focus on skills needed, knowledge, and behaviors. Interviews are conducted by specialized committees, while the Competency Assessment Center offers various tools to objectively evaluate applicants, enhancing selection accuracy, added Al-Nahar. Ministry of Government Communication Secretary General Zaid Nawaiseh said the Public Service and Administration Commission was established after implementation of the public sector modernization roadmap began, and that its outcomes are in line with the political and economic modernization scheme as a gateway to the second centennial of the Jordanian state. Head of Civil Service Bureau: All Appointments Will Be Competitive Through Stock or Open Announcements - Jordan News
The head of the Civil Service Bureau, Fayez Al-Nahar, announced on Thursday the issuance of the basic competitive list for the employment request stock, which will be used to fill 30% of the vacancies in ministries, departments, and government institutions for the year 2025. اضافة اعلان Al-Nahar added during a press conference that the remaining appointments will be through open competition according to announcements issued by government departments on their official websites, government advertisement websites, and daily newspapers. He explained that applicants in the stock can apply for the announced jobs if they meet the conditions for filling those positions, regardless of their rank or competitive standing at the Civil Service Bureau. Al-Nahar indicated that the fundamental transformations witnessed by the human resources system in line with the public sector modernization roadmap will completely end the stock system and fully transition to open announcements with the issuance of the 2027 organizational chart. All appointments will then be based on free competition and competencies. He pointed out that according to Civil Service System No. (9) of 2020 and its amendments, the Civil Service Bureau (formerly the Civil Service Diwan) ceased accepting new job applications as of the end of November 2023. Therefore, the stock only includes those who submitted job applications before that date. Regarding the characteristics and statistics of the employment request stock, Al-Nahar clarified that it includes approximately 465,000 individuals seeking employment in government departments and institutions, which is a decrease of about 20,000 applications compared to 2024. This reduction is attributed to changes in the stock due to appointments in various sectors, withdrawals, or failure to meet the acceptance criteria according to the system's provisions. He emphasized that the employment request stock does not reflect unemployment statistics or the number of people out of work, as more than 40% of the applicants have records in social security, indicating that they are employed in the private sector or other sectors, but they still have the right to compete for jobs in the public sector. Al-Nahar further noted that the majority of the employment requests are from females, making up more than 70%, while 87% of the applications are from those holding a bachelor's degree or higher. The remaining applications are from those with a comprehensive diploma. The requests are mostly concentrated in the capital, Amman (29%), followed by Irbid governorate (24%) and Zarqa (12%). The rest of the requests are distributed across other governorates and regions. He added that, starting Thursday evening, March 27, applicants can inquire about their competitive positions for the current year through the Civil Service Bureau's website ( or the National Contact Center at (5008080). He also mentioned that, to enhance principles of transparency and openness, the Bureau had previously published a preliminary competitive list for the year 2025 during the period from March 5 to 13, 2025, for 8 days, on its website and all its digital platforms. This was done to allow applicants to review their data, especially related to phone numbers, actual place of residence, and academic qualifications, and submit any corrections if needed through the provided feedback link. This process was fully automated, and no physical presence at the Bureau was required. The electronic service was developed to update the competitive list for this year, aiming to save time and effort for job applicants. Al-Nahar confirmed that applicants are responsible for the accuracy of the data in the list. He mentioned that about 2,875 comments were received during the trial period, and they were reviewed by a specialized technical committee and reflected in the main list. Al-Nahar also indicated that, for the purpose of refining and updating the competitive list's data in coordination with relevant authorities, the Bureau's teams had made significant efforts in verifying applicants' data and following up with official agencies to ensure the accuracy of the requests.
