Local leaders react to DOJ closing MPD investigation

MEMPHIS, Tenn. – Local leaders are reacting to the Department of Justice closing its 'Biden-era' investigation into the Memphis Police Department, along with other cities, and retracting its findings of constitutional violations. Last year, under the Biden administration, the DOJ released the following findings: MPD uses excessive force, conducts unlawful stops, searches and arrests, unlawfully discriminates against Black people when enforcing the law, and the City, and unlawfully discriminates in their response to people with behavioral health disabilities. 'The Civil Rights Division will also be closing its investigations into and retracting the Biden administration's findings of constitutional violations,' said the Department of Justice. Mayor Paul Young's administration decided against entering into any agreement with the Department of Justice last year, choosing instead to pursue a different approach for police reform. Young addressed the DOJ's decision at the news conference, saying, 'It really reaffirms the approach that we have embarked upon. It really doesn't change anything as far as our commitment to integrity in policing.' US DOJ drops MPD investigation, retracts findings of Constitutional violations 'We know the information, the evidence that we offered demonstrated that there is a need for federal intervention in the Memphis Police Department,' said TN Rep. G.A. Hardaway, (D) Memphis. Shelby County District Attorney Steve Mulroy says it is regrettable that, on a nationwide basis, the administration has sort of pulled back from civil rights enforcement investigations. 'I think the federal government does have a role to play, but to at least to the people in Memphis, that's okay because we have our own process here in Memphis,' said Mulroy. 'When you couple this with the outcome of the Tyre Nichols trial a few weeks back, it's very disappointing for a lot of people who were hoping to build a better relationship with the police and also hoping for changes in the way policing happens right here at home,' said Tami Sawyer, Shelby County General Sessions Court Clerk. 'And so, it's not a statement of a lack of need for policing reform. It is a statement on the priorities of the Trump Administration,' said Sawyer. Memphis Police violated Constitution, DOJ investigation finds 'The mayor has set up a committee, they are looking at it, I intend to be part of that process, the DOJ report is still out there, it speaks for itself, and I think we need to recommit ourselves to the idea of police reform,' said Mulroy. 'Now I also want to make sure it's clear the vast majority of MPD officers are out there doing their best, but that does not mean there are not issues of culture and training that need to be addressed.' 'Some of the same folks are part of the Memphis Police Department who were cited in the initial investigation,' said Rep. G.A. Hardaway. 'Some of the same folks are still part of the systemic unlawful policing of the Memphis and Shelby County area.' 'We lost almost a year of what could have been a fruitful conversation with the DOJ to make changes by not entering into that consent decree,' said Sawyer. Civil rights attorney Ben Crump, who represented the family of Tyre Nichols in a case involving alleged police brutality resulting in Nichols' death, decried the decision in a statement. 'This decision is a slap in the face to the families of George Floyd, Breonna Taylor, and Tyre Nichols, and to every community that has endured the trauma of police violence and the false promises of accountability. These consent decrees and investigations were not symbolic gestures, they were lifelines for communities crying out for change, rooted in years of organizing, suffering, and advocacy. 'These moves will only deepen the divide between law enforcement and the people they are sworn to protect and serve. Trust is built with transparency and accountability, not with denial and retreat.'
