Doha scored 611.9, placing it 5th globally, just behind Manama (4th) and ahead of Kuwait City (8th) and Riyadh (12th). Abu Dhabi and Dubai claimed the top two spots. The high rankings of Gulf cities underscore a growing alignment between strategic national visions (like Qatar National Vision 2030) and investor-friendly reforms. What Makes Doha a T ax Winner? GCC floats tenders for two more multi-level parking lots

Chennai: To tackle growing traffic congestion and reduce on-street parking, the Greater Chennai Corporation (GCC) will build two new multi-level parking (MLP) facilities in Thiruvottiyur and Kodambakkam. In Thiruvottiyur, the proposed MLP will come up on a 1,563 sqm site next to the municipality dispensary complex. With a capacity of containing 1,052 two-wheelers and a commercial complex, the project will cost 15.98 crore. In Kodambakkam, the facility is planned on a one-acre GCC-owned land near the Kodambakkam Bridge in division 132. The 1,667 sqm structure will accommodate 422 two-wheelers and 75 four-wheelers at an estimated cost of 17.86 crore. Entry and exit points will have direct road access and will include automated fee collection systems. Both projects will be developed under the design, build, finance, operate and transfer (DBFOT) model — a public-private partnership, wherein a concessionaire will fund and manage the facility for 25 years before handing it back to the govt. GCC commissioner J Kumaragurubaran confirmed that tenders have been floated, and construction will begin shortly. However, concerns remain over the underutilisation of the existing MLP in T Nagar. Built under the Smart City mission at 40.79 crore, it remains largely idle with an average of just 70 vehicles using it daily — despite having a capacity for 222. Four of its six floors are reportedly non-operational, and one of three lifts is out of service. The ground floor has become a dumping yard for scrap and debris due to lack of supervision. Officials said lessons will be learnt from T Nagar's shortcomings. Stricter monitoring and private sector accountability will be ensured for the new projects, they said. Deputy mayor M Mahesh said additional MLPs are also being planned for Marina, Anna Nagar, and T Nagar as part of the city's long-term parking strategy.
