GMRL seeks utilities shifting for Metro rail near Hero Honda Chowk

The Gurugram Metro Rail Ltd (GMRL) has asked the Gurugram Metropolitan Development Authority (GMDA) to expedite shifting of utilities and structures on the road stretch between Hero Honda Chowk and Umang Bhardwaj Chowk at the earliest, as the construction of Metro project is likely to commence soon. The metro corporation has urged for early handing over of the land since any delay could hamper the metro construction. The metro route will pass through the left side of this road at elevated levels, according to the project plan. A June 9 letter by a senior GMRL official said that the construction work of the metro corridor priority-1 from Millennium City Centre to Sector 9, Gurugram with an extension spur to Dwarka Expressway is likely to start immediately. Therefore, delayed construction of road from Hero Honda Chowk to Umang Bhardwaj Chowk flyover by NHAI is a point of deep apprehension to GMRL because of encumbrances that include shifting of electric sub- station, clearance of Himgiri Ashram site and Bikaner Mishtaan Bhandhar, removal of electrical lines by Dakshin Haryana Bijli Vitran Nigam (DHBVN) & NHAI, and dismantling of CNG pump and shifting it to new location, it said. 'It is once again requested to resolve the bottlenecks and hand over part of the ROW (right of way) in the Utility Corridor to GMRL free from all obstructions. In case, the ROW under Metro alignment is not handed over in time, the project can miss the deadline targeted to be completed in November 2028. The contractor can also raise claim for delay and demand escalation charges,' the letter added. For a metro project, 'right of way' (ROW) means the legal right to use a specific piece of land for the construction and operation of the metro line. This includes the land occupied by tracks, stations, and other related infrastructure. In Gurugram, the existing and planned metro lines are using the existing right of way on roads after getting requisite permissions from the land owning departments such as HSVP and GMDA. To be sure, the National Highways Authority of India (NHAI) is building a six-lane surface road on the stretch between Hero Honda Chowk and Umang Bhardwaj Chowk at a cost of ₹160 crore, with ₹100 crore earmarked for shifting the utilities and around ₹60 crore will be spent on building this road. The Gurugram Metro line, likely to witness construction soon, will also be built on the left side of this highway road stretch on the extreme left side. A senior GMDA official, meanwhile, said that steps have been initiated to shift high tension towers and feeders of DHBVN to another place under utility shifting on the route of the existing project. Along with this, an agreement has been reached with the concerned with other agencies (DHBVN, NHAI, HVPNL) at 5 other major points regarding shifting of the existing structures, the official added.

Gurugram: The Gurugram Metro Rail Limited (GMRL) has proposed to revise the cost of the Gurugram Metro project from the already approved ₹5,452 crore to double the amount at over ₹10,000 crore. The proposal to be submitted in the next GMRL board meeting, indicates that the cost revision is being done since the sanctioned project cost was based on 2019 rates and six years have elapsed, officials said. The provisions of the detailed project report (DPR) allow 5 per cent per annum escalation in the project, GMRL officials added. GMRL has also reworked estimates for the cost of setting up stations, adding the rolling stacks and change in GST rates. The Gurugram Metro project is now likely to be completed for over ₹10,000 crore instead of the earlier approved ₹5,452 crore, according to the revised estimate proposed by GMRL. The additional costs being proposed by the metro corporation are on account of changes in the cost of alignment and formation from the sanctioned ₹1100 crore to over ₹1700 crore, increase in cost of station buildings from the sanctioned ₹756 crore to over ₹1350 crore. The cost of building the depot has increased from the sanctioned ₹80 crore to over ₹200 crore. Another major increase is the cost of acquiring the rolling stock from the sanctioned ₹480 crore to ₹1250 crore, officials said. According to the GMRL proposal, the sanctioned cost of the project is ₹5,452 crore while the revised cost of the project will be over ₹9,800 crore, with an additional spur to the Gurugram railway station that will cost over ₹400 crore, taking the total cost of the project to over ₹10,000 crore. 'The proposal is likely to be submitted for the next GMRL board meeting scheduled to be held on June 16,' a senior government official, requesting anonymity said. The metro corporation's proposal has justified the increase in the project cost stating that there has been price escalation in the last six years since 2019, when the price was set for the project estimate. It added that GST rates have been increased from 12% to 18% since then. The proposal further said that another reason for the increase in the cost of the metro project is the non-availability of rapid metro infrastructure which was considered while calculating the original cost. There is also an increase in the requirement of coaches for the Gurugram metro project, while the approved DPR took into account only 60 coaches. A new spur has been added to connect the Gurugram railway station with the Sector 5 metro station, the proposal said.

Gurgaon: GMDA has turned down a request by Gurugram Metro Rail Limited (GMRL) to widen the central median on Vyapar Kendra Road for the construction of a rear reversal metro track, citing space constraints and the presence of high-tension power infrastructure. GMRL had sought modifications in the road design of a 350m-long stretch to accommodate the track planned behind the proposed Millennium City Centre metro station. In a letter written earlier this week, GMDA stated that widening work on the road which has a 0.5-metre central verge was already underway, and expanding the verge to 2.5 metres, as sought by GMRL, was not possible. Further, GMRL was advised to plan the metro route along the utility corridor. "The road widening project is already underway, and it is not feasible to widen the central verge beyond 0.5m given the site constraint. We have asked GMRL to plan their route along the service area as discussed earlier," a GMDA official said. The reversal track is a crucial infrastructure element at terminal stations, enabling trains to turn around without obstructing mainline movement. GURUGRAM : GMRL has sought clearance to use over 5,800 sqm of land for the construction of 10 stations under the new metro corridor's phase 1. It has now approached Haryana Shehri Vikas Pradhikaran ( HSVP ) for a no objection certificate to use these land parcels for constructing stations. The total budget for the first phase of metro construction is Rs 1,286 crore. The entire metro corridor will cover 28.5km and eventually connect Millennium City Centre to Cyber City with 27 stations, including the spur from Basai. The entire project is expected to cost Rs 5,452 crore. GMRL has submitted drawings to HSVP for all 10 stations. These include Millennium City Centre (574sqm), Sector 45 (889sqm), Subhash Chowk (518sqm), Sector 33 (370sqm), Udyog Vihar Phase 6 (628sqm), Sector 10 (720sqm), Sector 37 (323sqm), Basai Village (930sqm entry and 183.5sqm median), Sector 9 (279sqm) and Sector 101 (371sqm). All of these stations will be constructed under phase 1 of the new metro line. The land parcels are needed for constructing station entrances, staircases and lift access points. A GMRL official said, "Most of the entrances will come up on the road right of way (ROW), but there are small patches required for staircases or lifts. For this, we have asked HSVP to grant permission." Most of the station structures will be built on the ROW, which is already available with GMRL. Earlier, TOI reported that the work on phase 1 would be delayed as GMRL revised its tender after being directed to incorporate the Bakhtawar Chowk underpass in the project's scope. As a result, the start of civil work was pushed from May to at least June. The underpass at Bakhtawar Chowk is estimated to cost around Rs 60 crore. Phase 1 of the corridor will have 14 elevated stations covering 15.2km. It will start from Millennium City Centre and run up to Sector 9 with Sector 45, Cyber Park, Sector 47, Subhash Chowk, Sector 48, Sector 33, Hero Honda Chowk, Udyog Vihar 6, Sector 10, Sector 37 and Basai in between. From Basai, a spur will extend to Sector 101 on Dwarka Expressway. Separately, HSVP allotted 5.25 hectares in Sector 33 to GMRL to set up a casting yard. This facility will be used to prepare precast metro components. "The tender for phase 1 will open on May 15. We are also in the process of finalising the general consultant for the project," the official said.
