No stipend hike & disbursement delay, junior doctors in Telangana threaten stir
Hyderabad: The issue of the untimely disbursement of stipends to junior and resident doctors has cropped up again, with doctors expressing concerns about the delayed implementation of their biennial stipend hike, which was due to take effect in Jan of this year. The last stipend increase occurred in May 2023, when the previous BRS govt issued GO 59, directing a 15% increase in stipends for all house surgeons, PG doctors, and senior residents, effective from Jan 1, 2023. Junior doctors are now demanding another revision and the issuance of a new GO. Noting that the junior doctors are not asking the govt for any additional hike but only the mandated biennial 15% promised to implement, doctors say if the delay goes beyond May, they will resort to a strike after issuing a notice in the first week of June. 'Due to the heavy workload in govt hospitals, working hours often exceed the prescribed limits, and we also have to manage our academic studies simultaneously.' 'Many doctors have elderly parents and children who depend on them financially. One of my colleagues' fathers in Hyderabad had a heart attack last month and had to borrow money for medical expenses. Moreover, there is the monthly fixed cost of paying school fees, not to mention other miscellaneous expenses. We need to be paid the same as doctors from NIMS and ESIC,' said Dr Kumar, who is also the general secretary of T-JUDA. Doctors noted that, despite submitting multiple representations to the health department authorities, particularly the director of medical education (DME), since Nov last year, no intervention has yet been forthcoming. 'Even in 2023, the hike was granted only after a long protest. This is why we informed the DME a few months in advance, to ensure the 15% increase would be implemented in time. But still, four months have passed and there has been no response,' said a doctor from Osmania Medical College (OMC). Dr A Narendra Kumar, director of medical education (DME), told TOI, 'The stipend hike of the concerned doctors is due and is under the condiseration of the govt.'

TG mulls new scheme for regularisation of houses
Hyderabad: The Telangana government is gearing up to launch a new scheme for the regularisation of the houses constructed in the government lands. Eyeing to generate at least Rs 7,000 crore through the new scheme, the government officials, who are currently studying GO 59 issued by the previous government for regularisation of such houses, will soon come out with a new fee structure for this purpose. As many as 50,000 applications are pending before the government and most of them were received from Rangareddy, Hyderabad and Medchal districts before the Congress came to power in the state in December 2023, top officials said, adding that the previous government had regularized the houses built up to 125 yards free of cost. Those who constructed houses on 125-250 yards, have been asked to pay 25 per cent of the market value of the land in the respective areas. A penalty fee of 50 per cent of the market value of the land was fixed for the houses built on plots between 250 and 500 yards and 75 per cent fee to the houses constructed in the area between 500 and 750 yards and 100 per cent fee was collected from the houses constructed above 750 yards. Sensing some discrepancies took place in the regularization process earlier, the Congress government withheld the GO and stopped issuing conveyance deeds immediately after coming to power in 2023. All the applications were also under scrutiny in the wake of allegations of involvement of BRS leaders' role in the encroachment of the government lands. Soon after verification of the applications, the government will take a call and announce a new scheme for the regularization of the illegally constructed houses. 'The government is reviewing the fee structure under GO 59 and revising them according to the current market value of the lands finalized by the Gram Panchayats and Municipal Administration and Urban Development,' officials explained. Accordingly, the fee for regularization will also be enhanced. Recently, the Layout Regularisation Scheme (LRS) generated a good amount of revenue for the government. The new scheme is expected to add more funds to the state's coffers in the wake of the government facing fund crunch in the 2025-26 financial year.

Govt to probe ‘suspicious' land deals under BRS rule
Hyderabad: Suspecting that thousands of acres belonging to the state, waqf, and endowment department were illegally transferred to private individuals during BRS govt in Hyderabad and surrounding districts of Rangareddy, Medchal, Sangareddy, Yadadri-Bhongiri and Siddipet, the Telangana govt has decided to conduct a forensic audit of the land records soon. Tired of too many ads? go ad free now A Kerala-based company has now been given the task of conducting the forensic audit and the govt will formally sign a Memorandum of Understanding (MoU) in a couple of days. The govt may set a time frame of about three months to complete the audit. "The state govt has decided to conduct a forensic audit of land, especially for suspicious transactions done during BRS govt. An agency was picked after considering two to three firms with experience in land record management. The govt will release full details on the audit in a couple of days," revenue minister Ponguleti Srinivas Reddy told TOI on Thursday. The govt will provide data on govt and prohibited land in the specified districts before 2014 and later to the agency, which will also look into transactions through the Dharani portal from its inception in Oct 2020 until Dec 2023. The firm will investigate if there was any tampering of land records, place, and time of the suspected illegal land transactions. The forensic audit can be done via digital footprint and blockchain technology, but it was not clear which one will be used by the firm. A digital footprint, also known as a digital fingerprint or digital dossier, is the data a person generates when using the internet for any type of activity linked to that person's individual identity. This encompasses the entire online activity, both via and outside of the person's accounts, IP addresses, and transaction history on devices connected to the internet. The CM had alleged that some transactions were done through the Dharani portal even during midnights and from outside the country too. As per the state govt estimates, about 2,000 acres of govt land in HMDA and surrounding areas changed ownership to private parties as patta land. Along with this, some people, especially politicians, applied for regularisation scheme under encroached govt land (GO 59) and had it transferred in their name.
