5L fine on construction sites emitting dust
Chennai: Construction work sites emitting dust into public places will soon face a fine of up to 5 lakh, including a work stoppage notice. The state govt has notified guidelines in the state gazette to regulate dust pollution from construction activities.
The 'Guidelines for Clean and Safe Construction' issued by the MAWS department mandate strict dust mitigation protocols for building sites, batching plants, and demolition zones.
Violators will face fines ranging from 1,000 to 5 lakh depending on the built-up area and severity of the violation. Construction activities will be halted if issues are not rectified within 15 days of notice and a seven-day grace period.
The move comes amid rising concerns over particulate matter (PM10 and PM2.5) levels from demolition, excavation, and material handling posing serious health risks.

The guideline suggests measures including 6m–10m tin barricades around sites, high-density dust netting, anti-smog guns, water sprinkling, proper on-site storage of materials, and secure transport of waste. Sites must also carry out regular cleaning and stop dumping on public roads.

GCC Commissioner J Kumaragurubaran said they have formed zonal enforcement teams for each zone. "GCC is also holding workshops with construction sites to create awareness of the law," he said.
For high-rise projects (above 18.5m), CCTV surveillance and real-time air quality sensors are mandatory, alongside cleaner fuels such as LPG or electricity for DG sets. All transport vehicles must hold valid pollution under control (PUC) certificates. Contractors must appoint dedicated site engineers to implement air quality plans and provide personal protective equipment (PPE) for workers. Informational signage and staff sensitisation are also mandated.
