SC caste survey report to be discussed at Special Cabinet meet in Karnataka on August 16

BENGALURU: The State Cabinet has decided to discuss the Justice HN Nagamohan Das Commission's report on internal reservation for Scheduled Castes on August 16. The report was submitted to the Cabinet on Thursday. 'The Commission has surveyed 92 per cent of the people of 101 SC communities. Copies of the report have been distributed to all the members of the Cabinet. Everyone will come to the special cabinet meeting after reading the report and participate in the discussion', said Law and Parliamentary Affairs Minister HK Patil. The ministers hailing from different SC communities, including Social Welfare Minister Dr HC Mahadevappa, Home Minister Dr G Parameshwara, Food and Civil Supplies Minister KH Muniyappa, Excise Minister RB Thimmapur, RDPR Minister Priyank Kharge and Backward Classes Development minister Shivaraj Tangadagi did not speak much about the report, according to sources. Chief Minister Siddaramaiah suggested the ministers to go through the report and come back for a positive debate in the special Cabinet. The Congress government is seemingly under tremendous pressure with the leadership of SC Left community, which fought for internal reservation for over three decades, urging for the early implementation of the recommendations of the Commission as it was a year ago the Supreme Court, on Aug.1, 2024, pronounced that the states are constitutionally empowered to classify the SC quota. However the Bhovi and Lambani communities' leadership want the CM not to hurry. The government has to take a decision as it cannot go ahead with recruitment without implementing sub-classification of the SC quota. The Commission has classified the 101 castes into A,B,C,D, E categories and allotted 1, 6, 5, 4 and 1 per cent each. The SC Left aka Madiga caste has emerged as the largest with a population of 36,69,246 (34.91%) and the Commission has recommended a 6 per cent quota out of the 17 per cent SC quota under Category B.

Karnataka to bring Vemula Bill to end caste discrimination

BENGALURU: The State Cabinet is expected to give its nod to the Karnataka Rohith Vemula (Prevention of Exclusion or Injustice) (Right to Education and Dignity) Bill, 2025, on Thursday. It is expected to be tabled in the monsoon session of the state legislature starting from Monday. The Bill proposes to safeguard the right to education and dignity for the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and minorities across all universities in the state including public, private, and deemed universities. It aims to eliminate caste-based discrimination in universities and colleges. Speaking to TNIE, Social Welfare Minister HC Mahadevappa said there have been instances where students from backward classes were treated inhumanly. They were given mental torture too. The Bill aims to protect and instill confidence in them. This is applicable for college students in colleges and universities, he said. When asked if this will be extended to pre-university and schools, he said it will be decided in the coming days. Bill proposes penalty and imprisonment According to sources, the Bill proposes imposing penalty and even imprisonment of college authorities failing to take action in such cases. Such institutions will also lose government grants. It will be considered as non-bailable offence and those committing it could face penalty and imprisonment. Rohith Chakravarthi Vemula, a PhD scholar at University of Hyderabad died of suicide in 2016. He was known for raising issues of caste injustice, Dalit rights on the campus. The university had stopped his stipend as he was involved with Amebedkarite Students Association, fighting for the rights of Dalits. He was suspended, after which he committed suicide. Earlier this year, Rahul had written to CM Siddaramaiah urging the state government to bring the Bill. Siddaramaiah had stated: 'Our government stands firm in its resolve to enact the Rohith Vemula Act to ensure no student faces discrimination based on caste, class, or religion. We will bring this legislation at the earliest to honour the dreams of Rohith, Payal, Darshan, and countless others who deserved dignity, not exclusion,' he stated.

When it comes to scoring political brownie points, the Congress has often demonstrated that it can shock and disrupt the best-laid plans of its rivals, especially of the saffron kind. It is a classic action-reaction scenario, enacted untiringly, episode after episode, incident after incident in Karnataka, where the communal brand of politics has a certain presence and acceptance, the most noticed in entire south India. Quite often personal dislike for a certain rival or a certain head of administration, who had ruled the State or a vital part of it, can trigger conveniently spun theories and opinions. In this case, it is the legacy of eternally-in-the news Tipu Sultan, who is a Muslim ruler of the acceptable kind for the secular and GOP supporters, who automatically becomes a hated figure for the opposition, who have enough to justify their pique. Historians have debated for decades on his rule and what came of it for the people at large but what set off a furious set of opinions this time around was what the Minister for Social Welfare, H C Mahadevappa has said. In a recent remark, he eulogised Tipu Sultan for his visionary agricultural water supply infrastructure in the State. He even said the foundation stone for the Kannambadi Dam, now submerged under the Krishnaraja Sagar reservoir, still stands with a Persian inscription, circa 1794. Naturally, the BJP and its saffron front outfits saw red. They obviously protested downplaying of the KRS reservoir built by the Mysore ruler, Maharaja Krishnaswamy Wodeyar IV in early 20th century. The Minister was flayed for 'historical distortion' and misleading the public with his statements. The 'tyrannical' rule of Tipu with his destruction of temples and forced conversions was once again brought out into public domain by the rival party supporters, as expected. Till the time of going to press, the Congress leader has not taken any effort to mollify the protestors. In Bengaluru, the biggest pow-wow has been reserved for a credit-hogging exercise between the state government and the Centre over the inauguration of the Namma Metro Yellow Line service, scheduled for Sunday. Playing the statesman, rather unconvincingly, the Deputy Chief Minister D K Shivakumar announced that this transport service has a primary goal of serving the public and downplayed the need to indulge in credit-hogging exercises. With the ever-ready spotlight-centred Prime Minister Narendra Modi landing in the state capital to inaugurate the service along with a few other engagements, it looks like the local politicians are keen on grabbing their share of the pie before Modi arrives and sweeps the public attention away from all of them. With the quality of urban transportation, civic life and social environment degenerating in the Garden City, it is already fast-forwarding its journey to the point of no return in all these sectors. Linguistic politics, communal debates and the rising wave of religious intolerance in various pockets of Karnataka have all kept the citizens worried about how it will end and whether there is a hopeful turn for them in the future. Whoever wishes to project themselves as the saviours must surely be mindful about how the people feel about them and their governance models. Ignoring emerging signals could cost them dearly and even lead to their downfall.

1 2 Mysuru: Social welfare minister and Mysuru district minister HC Mahadevappa on Sunday announced that 20 acres will be identified to establish a dedicated township for residents of Ambedkar Layout in Ashokapuram, addressing their housing challenges. Speaking at BR Ambedkar's birth anniversary celebration at Ambedkar Bhavan on Ashokapuram's 13th Cross, he highlighted the difficulties faced by the area's working class residents due to population growth. The minister assured that consultations with the tahsildar and Mysuru Development Authority (MDA) officials are under way to locate suitable land within or on the outskirts of the city. He emphasised chief minister Siddaramaiah's commitment to Ashokapuram's development, ensuring adequate funding for the project. "Additionally, Rs 1 crore has been allocated for renovating the community hall, and Rs 20 crore approved for completing Ambedkar Bhavan," he said. Former MLA MK Somashekar urged people to be cautious against attempts to undermine India's secular principles. Karnataka lowers SSLC pass marks to 33% starting academic year 2025-26

The Karnataka government has released a draft notification proposing a reduction in the pass percentage for the SSLC (Secondary School Leaving Certificate) examination from 35% to 33%, effective from the academic year 2025-26. As per the revised guidelines, students will now be required to secure a minimum average of 33% marks, calculated by combining scores from both internal assessments and external examinations, in order to be declared as having passed. (Also Read: Chinnaswamy stadium deemed 'unsafe' for mass gatherings after Bengaluru stampede: Report) The change has been introduced through an amendment to the Karnataka School Examination and Assessment Board Act, 1966, the report added. The official notification from the Department of School Education & Literacy specifies: 'Candidates shall secure an average of 33 per cent marks in internal assessment and external examination combined and shall be declared pass if they secure at least 206 marks out of a total of 625 marks, including at least 30 per cent marks in each subject out of the total marks of the respective subject.' The government has opened a 15-day window for the public to submit objections or suggestions regarding the proposed changes. KRIES schools shine At 91 per cent, the SSLC pass rate of Karnataka Residential Education Institutions Society (KREIS) schools for the academic year 2024–25 has far surpassed the state average of 62.34 per cent, Karnataka Social Welfare Minister H C Mahadevappa recently said. "We have embraced education as a noble instrument in our pursuit of social justice," Mahadevappa told PTI. KREIS is a network of residential educational institutions run by the Karnataka government, providing free residential education to socially and economically disadvantaged children.
