Ministry of Planning, Economic Development and International Cooperation Launches "Citizen Budget Plans" for All Governorates for the Fiscal Year (2024/2025)
The Ministry of Planning, Economic Development and International Cooperation has launched the Citizen Budget Plans for the fiscal year (2024/2025) for all governorates nationwide. This aligns with the principles of the General Planning Law No. 18 of 2022, which emphasizes the importance of participation and openness to society, in implementation of Egypt's Vision 2030 and the National Human Rights Strategy regarding the production and availability of data to citizens for obtaining and circulating official information, data, and statistics. H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, affirmed that the Citizen Budget Plans are among the most important planning documents that help raise awareness among citizens about the priorities and directions of the annual development plans. These plans include detailed information on investments and ongoing projects in each governorate and their distribution across various sectors, clarifying the impact of these projects on improving the current status of key development indicators for each governorate. The plans also emphasize the citizen's right to knowledge, enhance frameworks for community participation, transparency, and accountability, and enable citizens to understand the directions of the sustainable development plan adopted by the state. H.E. Dr. Al-Mashat pointed out the role of the Citizen Budget Plans in enhancing trust between citizens and the state by involving citizens in monitoring the implementation of plans and projects, ensuring citizens' right to access official data, information, and documents, bridging spatial development gaps, and clarifying the development return of development plans. This contributes to localizing the Sustainable Development Goals (SDGs) at the governorate level. H.E. Minister Al-Mashat noted the inclusion of the Citizen Budget Plans on the "SDGs Acceleration Actions" platform of the United Nations Department of Economic and Social Affairs (UNDESA). The Citizen's Plans include the features of the national-level economic and social development plan for the year (2024/2025), the most important development indicators for each governorate, the targets of the national project for the development of the Egyptian countryside "Hayah Karima" in rural governorates, and the implementation status of the "Green Village" initiative within the "Hayah Karima" project. The Citizen's Plans documents provide detailed information on state-directed investments for each governorate and their distribution across different sectors, the most prominent ongoing projects in each sector, as well as the most important economic and social indicators for each governorate. This helps citizens follow up on these projects in their governorate/city/village, which in turn contributes to integrating citizens into the planning and monitoring systems. It is worth mentioning that the Ministry of Planning, Economic Development and International Cooperation has launched a number of reports and platforms over the past period as part of its role in enhancing sustainable economic development efforts. The Ministry launched the Annual Report for 2024, as well as the Egypt's Integrated National Financing Strategy (E-INFS) for Development, the second follow-up report of the "NWFE" (Nexus of Water, Food and Energy) country platform, the Monitoring and Evaluation Manual, the "Afaq wa Foras al-Waza'ef fi Misr" (Horizons and Job Opportunities in Egypt) platform, as well as the second phase of the "HAFIZ" Hub for Advisory, Finance and Investment for Enterprises. It is worth noting that the Ministry provides the Citizen Budget Plans for all governorates on its website and on the "Sharek 2030" mobile application. Egyptian Woman's Kitchen feeds underprivileged in Ramadan
To mark the beginning of the Muslim holy month of Ramadan on 1 March, the National Council for Women (NCW) launched for the third year in a row its initiative 'The Egyptian Woman's Kitchen… at the hands of her daughters', known in short as 'Egyptian Kitchen'. The initiative offers women in various regions in Egypt training in the economy, health, hygiene, and skills of cooking, at the hands of skilled chefs. The idea is not only for the women to provide their families with healthy, economical meals, but to also give them an advantage in the catering and hospitality fields, encouraging them to use their cooking skills to generate additional income for them and their families. Women taking part in the initiative learn the various techniques of planning, ordering, preparing, and cooking food for large banquets or for smaller ready-made meals. They train on calculating the quantities needed for economic cooking, adhering to food quality standards, and planning the workforce to assist in the kitchen. This year, NCW branches in various Egyptian regions made use of the output of the Egyptian Kitchen initiative to serve meals to needy families in underprivileged districts during Ramadan. According to Magda al-Shazly, director of the NCW branch in Alexandria, a community kitchen with a sustainable development dimension was established in the district of al-Zuwaida wal-Maraghy. Other NCW branches in Egypt's governorates did the same in needy areas. The Egyptian Kitchen initiative comes as part of the national project for the development of the Egyptian family, and within the framework of the presidential initiative 'A New Beginning for Building the Human', in partnership with the Hayah Karima (or Decent Life) Foundation and the Egyptian Ministry of Endowment. Meanwhile, the NCW continues its activities and training programmes for women across Egypt. Among the programmes are those focusing on saving and lending, financial education and entrepreneurship, family guidance and child upbringing, as well as establishing workshops and production units. CBE shares new financial inclusion record, 74% of eligible Egyptians actively using accounts
Cairo – February 26, 2025: The Central Bank of Egypt (CBE) has announced a major achievement in the country's financial inclusion efforts, with 74.8 percent of Egyptians aged 15 and above now actively using financial accounts. By the close of 2024, around 52 million Egyptians will be managing their finances through platforms like banks, Egypt Post, mobile wallets, or prepaid cards. This marks a significant leap in financial inclusion, driven by several years of strategic initiatives and collaborative efforts. This 74.8 percent inclusion rate represents a notable improvement from 2023, when the rate was 70.7 percent. The increase demonstrates a 204 percent rise in financial inclusion between 2016 and 2024, despite a growing number of eligible citizens. The CBE attributed much of this progress to the reduction of the minimum account-opening age from 16 to 15 years, which opened up access to financial services for Egypt's youth population. Financial inclusion among women has seen a pronounced increase, with 23.3 million women now holding active accounts by the end of 2024. This represents a 295 percent growth since 2016, and the financial inclusion rate for women has risen to 68.8 percent. Efforts to empower women financially, particularly through tailored policies and campaigns, have been central to this achievement. The financial inclusion rate for youth (aged 15 to 35 years) has also grown significantly. Reaching 53.1 percent, this marks a 65 percent increase from 2020 to 2024. These efforts were supported by policies aimed at encouraging youth participation in Egypt's formal financial sector. In line with the CBE's initiatives, financial inclusion regulations have streamlined account openings. The use of National IDs for opening accounts has allowed individuals, including handicraftsmen, to participate in the formal financial sector. Over 1 million financial inclusion accounts have been opened between 2022 and 2024, along with 400,000 economic activity accounts, designed to facilitate financial transactions for underserved groups. The CBE's financial inclusion success has been bolstered by ongoing collaboration with key stakeholders, including government ministries, regulatory authorities, and the private sector. This teamwork aims to provide economic empowerment for all Egyptians, with a particular focus on women, youth, people with disabilities (PWDs), and entrepreneurs. As part of these efforts, the CBE has also partnered with international organizations such as the European Union and GIZ Egypt, launching campaigns to boost financial literacy and further integrate underserved populations into the formal financial system. Looking forward, Egypt remains committed to expanding its financial inclusion efforts, with a focus on digital financial services and empowering underrepresented communities. The government's broader initiatives, such as the "Decent Life" (Hayah Karima) program, have already improved financial access in rural areas, with over 650,000 new bank accounts opened by mid-2024.

PM praises MSMEDA's role in Egypt's economic vision
Prime Minister Mostafa Madbouly said that the government is committed to reducing unemployment and enhancing economic growth by developing Micro, Small, and Medium Enterprises. Madbouly noted the Micro, Small, and Medium Enterprise Development Agency (MSMEDA)'s pivotal role in fostering entrepreneurship and driving Egypt's developmental vision. The Premier also reiterated the government's commitment to facilitating small businesses, enhancing the business environment, and integrating informal sectors into the formal economy. During a meeting attended by Minister of Finance Ahmed Kouchouk, MSMEDA CEO Basil Rahmi, and other senior officials, Rahmi presented the agency's achievements in 2024. He highlighted MSMEDA's involvement in national initiatives like Decent Life (Hayah Karima), Family Development, and Smart Green Projects, and its alignment with Egypt Vision 2030. The MSMEDA chief added that the agency has supported over 2.3 million projects nationwide, creating more than 6.6 million jobs.
