Ministry of Planning, Economic Development and International Cooperation Launches "Citizen Budget Plans" for All Governorates for the Fiscal Year (2024/2025)
This aligns with the principles of the General Planning Law No. 18 of 2022, which emphasizes the importance of participation and openness to society, in implementation of Egypt's Vision 2030 and the National Human Rights Strategy regarding the production and availability of data to citizens for obtaining and circulating official information, data, and statistics.
H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, affirmed that the Citizen Budget Plans are among the most important planning documents that help raise awareness among citizens about the priorities and directions of the annual development plans.
These plans include detailed information on investments and ongoing projects in each governorate and their distribution across various sectors, clarifying the impact of these projects on improving the current status of key development indicators for each governorate.
The plans also emphasize the citizen's right to knowledge, enhance frameworks for community participation, transparency, and accountability, and enable citizens to understand the directions of the sustainable development plan adopted by the state.
H.E. Dr. Al-Mashat pointed out the role of the Citizen Budget Plans in enhancing trust between citizens and the state by involving citizens in monitoring the implementation of plans and projects, ensuring citizens' right to access official data, information, and documents, bridging spatial development gaps, and clarifying the development return of development plans. This contributes to localizing the Sustainable Development Goals (SDGs) at the governorate level.
H.E. Minister Al-Mashat noted the inclusion of the Citizen Budget Plans on the "SDGs Acceleration Actions" platform of the United Nations Department of Economic and Social Affairs (UNDESA).
The Citizen's Plans include the features of the national-level economic and social development plan for the year (2024/2025), the most important development indicators for each governorate, the targets of the national project for the development of the Egyptian countryside "Hayah Karima" in rural governorates, and the implementation status of the "Green Village" initiative within the "Hayah Karima" project.
The Citizen's Plans documents provide detailed information on state-directed investments for each governorate and their distribution across different sectors, the most prominent ongoing projects in each sector, as well as the most important economic and social indicators for each governorate.
This helps citizens follow up on these projects in their governorate/city/village, which in turn contributes to integrating citizens into the planning and monitoring systems.
It is worth mentioning that the Ministry of Planning, Economic Development and International Cooperation has launched a number of reports and platforms over the past period as part of its role in enhancing sustainable economic development efforts.
The Ministry launched the Annual Report for 2024, as well as the Egypt's Integrated National Financing Strategy (E-INFS) for Development, the second follow-up report of the "NWFE" (Nexus of Water, Food and Energy) country platform, the Monitoring and Evaluation Manual, the "Afaq wa Foras al-Waza'ef fi Misr" (Horizons and Job Opportunities in Egypt) platform, as well as the second phase of the "HAFIZ" Hub for Advisory, Finance and Investment for Enterprises.
It is worth noting that the Ministry provides the Citizen Budget Plans for all governorates on its website and on the "Sharek 2030" mobile application.

Iraq's 5-year plan targets 6mln bpd output
Iraq aims to pump nearly six million barrels per day (bpd) of oil towards the end of its 2024-2028 development plans that projects annual income of more than $100 billion. The plan also targets a sharp increase in gas production by slashing the gas flaring ratio to just 10 percent from nearly 60 percent at present. 'The current development plan aims to increase oil production to six million bpd and expand the use of associated gas to 90 percent,' said Mudhar Saleh, an economic adviser to Iraq's prime minister Mohammed Al-Sudani. Saleh told Iraq's Aliqtisad News agency that the non-oil sector could also provide more than 50 percent of the national income at the end of the plan while new petrochemical projects would boost their contribution to GDP by nearly five percent. Saleh said the plan is different from previous development schemes because it will be assessed every six months instead of one year and it is based on Key Performance Indicators (KPIs). Iraq last week unveiled the new five-year plan which forecast revenues of around 710 trillion Iraqi dinars ($545 billion) during the 2024-2028 development plan, mostly from oil exports. The revenues at an average $109 billion per year will allow the government to pump enough investments to attain the targeted annual growth of more than four percent during the plan, planning ministry spokesman Abdul Zahra Al-Hindawi said. In comments published by the official Iraqi news agency, Al-Hindawi said nearly half the expected investments by the public and private sectors would be channeled into the oil industry and housing. He said oil revenues are projected at around IQD 631 trillion ($485 billion) during the plan, nearly 89 percent of the total revenues. Sitting atop the world's fifth largest recoverable oil deposits, Iraq has launched a scheme to expand oil output capacity by more than 30 percent to six million bpd as it projects higher OPEC Plus quota due to an expected rise in global demand. OPEC's second largest oil producer has awarded nearly 30 oilfield development contracts over the past two years to foreign firms, including France's TotalEnergies, BP and Chinese companies. Al Shara approves temporary electoral law ahead of Syrian parliament vote
Syrian President Ahmad Al Shara on Wednesday approved a temporary electoral law before the first parliamentary election to be held since the ousting of the former regime. Syria is expected to hold its first parliamentary election next month but the exact date has not been set. The decree issued by Mr Al Shara outlines the conditions of the electoral process, the requirements for membership in parliament and the criteria for being part of the electoral committees. It also set the number of parliament members at 210, with two thirds chosen by electoral bodies and the remaining third by the President. This marks an increase from 150 members. The head of Syria's High Elections Committee, Mohamed Al Ahmad, said the constituencies in the country had been divided into 62 districts and that proposals for membership of the electoral bodies in the newly-divided districts will begin on Thursday. Voting for the People's Assembly should take place from September 15 to 20, Mr Al Ahmad said last month when the vote was first announced. At the time, Mr Al Shara stressed the need of 'proceeding with the electoral process in all Syrian governorates, rejecting division, which is denounced by all Syrians'. The decision to appoint 70 members will come under intense scrutiny following Mr Al Shara's decision to appoint two of his brothers, Maher and Hazem, to senior government positions. The vote will be the first since the fall of Bashar Al Assad's regime. Mr Al Shara, who led a former Al Qaeda offshoot, came to power in Syria after guerrilla fighters he led brought down Mr Al Assad in December after more than 13 years of civil war. The planning for the first election under the new authorities comes after several waves of sectarian violence in Alawite and Druze areas of the country, and amid concerns of fighting in the Kurdish-held region.

US forces conduct raid in northern Syria against IS target
U.S. forces took part in a pre-dawn raid in northwestern Syria early on Wednesday that targeted a member of the Islamic State group, a U.S. official and a Syrian security source said. A second Syrian security source and Syria's state-owned Al-Ikhbariya said the target was killed as he tried to escape. It was the second known raid in northern Syria by U.S. troops since former President Bashar al-Assad was ousted in December. The Islamist-led government that replaced him has pledged to prevent a resurgence of Islamic State and is part of an anti-IS alliance that includes the U.S.-led coalition fighting the group. It was not immediately clear who the Islamic State member targeted on Wednesday was. The U.S. official said he was a suspected high-value target. The first Syrian source said he was an Iraqi national and was married to a French national. It was not immediately clear what happened to his wife. The Pentagon did not immediately have any public comment on the reports. The operation began at around 2 a.m. (1100 GMT), according to the Syrian security sources and neighbours in the town of Atmeh, in Idlib province. Helicopters and drones provided air cover, one Syrian security source and residents said. Local Syrian forces set up a cordon around the neighbourhood but U.S. forces conducted the actual raid, the second security source said. Abdelqader al-Sheikh, a neighbour, said he was up late with his son and heard a noise in the yard next door. "I called out, 'who are you?' and they started speaking to me in English, telling me to put my hands up," Sheikh told Reuters. He said the armed forces stayed on the roofs of surrounding houses for the next two hours and that he could hear someone nearby speaking Arabic in an Iraqi accent. In July, the Pentagon said its forces had conducted a raid in Aleppo province resulting in the death of a senior Islamic State leader and his two adult Islamic State-affiliated sons. Idlib has been a hiding spot for senior Islamic State figures for years. U.S. forces killed IS leader Abu Bakr al-Baghdadi in the village of Barisha in Idlib province in 2019 and his successor, Abu Ibrahim al-Hashemi al-Quraishi, in Atmeh in 2022.
