Ministry of Planning, Economic Development and International Cooperation Launches "Citizen Budget Plans" for All Governorates for the Fiscal Year (2024/2025)
The Ministry of Planning, Economic Development and International Cooperation has launched the Citizen Budget Plans for the fiscal year (2024/2025) for all governorates nationwide.
This aligns with the principles of the General Planning Law No. 18 of 2022, which emphasizes the importance of participation and openness to society, in implementation of Egypt's Vision 2030 and the National Human Rights Strategy regarding the production and availability of data to citizens for obtaining and circulating official information, data, and statistics.
H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, affirmed that the Citizen Budget Plans are among the most important planning documents that help raise awareness among citizens about the priorities and directions of the annual development plans.
These plans include detailed information on investments and ongoing projects in each governorate and their distribution across various sectors, clarifying the impact of these projects on improving the current status of key development indicators for each governorate.
The plans also emphasize the citizen's right to knowledge, enhance frameworks for community participation, transparency, and accountability, and enable citizens to understand the directions of the sustainable development plan adopted by the state.
H.E. Dr. Al-Mashat pointed out the role of the Citizen Budget Plans in enhancing trust between citizens and the state by involving citizens in monitoring the implementation of plans and projects, ensuring citizens' right to access official data, information, and documents, bridging spatial development gaps, and clarifying the development return of development plans. This contributes to localizing the Sustainable Development Goals (SDGs) at the governorate level.
H.E. Minister Al-Mashat noted the inclusion of the Citizen Budget Plans on the "SDGs Acceleration Actions" platform of the United Nations Department of Economic and Social Affairs (UNDESA).
The Citizen's Plans include the features of the national-level economic and social development plan for the year (2024/2025), the most important development indicators for each governorate, the targets of the national project for the development of the Egyptian countryside "Hayah Karima" in rural governorates, and the implementation status of the "Green Village" initiative within the "Hayah Karima" project.
The Citizen's Plans documents provide detailed information on state-directed investments for each governorate and their distribution across different sectors, the most prominent ongoing projects in each sector, as well as the most important economic and social indicators for each governorate.
This helps citizens follow up on these projects in their governorate/city/village, which in turn contributes to integrating citizens into the planning and monitoring systems.
It is worth mentioning that the Ministry of Planning, Economic Development and International Cooperation has launched a number of reports and platforms over the past period as part of its role in enhancing sustainable economic development efforts.
The Ministry launched the Annual Report for 2024, as well as the Egypt's Integrated National Financing Strategy (E-INFS) for Development, the second follow-up report of the "NWFE" (Nexus of Water, Food and Energy) country platform, the Monitoring and Evaluation Manual, the "Afaq wa Foras al-Waza'ef fi Misr" (Horizons and Job Opportunities in Egypt) platform, as well as the second phase of the "HAFIZ" Hub for Advisory, Finance and Investment for Enterprises.
It is worth noting that the Ministry provides the Citizen Budget Plans for all governorates on its website and on the "Sharek 2030" mobile application.

UAE Energy Strategy 2050Al-Khaja highlighted that green development in the UAE has become a comprehensive strategic direction. The UAE Energy Strategy 2050 aims to increase the share of clean energy to 50% by mid-century, while reducing energy demand by 40%. These efforts align with the country's Hydrogen Strategy and the National Framework for a Circular Economy, coordinated through the National Committee on Sustainable Development Goals, which includes representatives from 17 ministries and agencies to ensure implementation of the UN 2030 pointed out that a recent milestone in this direction was the launch of a one-gigawatt renewable energy facility developed by Masdar, designed to provide sustainable clean energy. This project is not only a response to the challenges of intermittent renewable energy supply, but also a tangible demonstration that green growth is becoming a reality. Strengthening Strategic AutonomyAl-Khaja noted that the UAE's commitment extends beyond national borders. The country's accession to BRICS in 2024 reflects a strategic vision aligned with emerging economies' efforts to reshape global governance. Despite its economic strength, the UAE recognises the importance of building alternative development and financial frameworks, deepening South-South cooperation, and reinforcing strategic autonomy amid shifting global power added that this vision was reflected in the BRICS+ Summit in Kazan, which underscored the importance of building partnerships and consensus in a multipolar world.A key example of such cooperation is the $2.8 billion investment agreement between Masdar and China's Silk Road Fund, aimed at deploying renewable energy solutions across Belt and Road Initiative economies. Israel destroys last plane at Yemen's airport
Israeli air strikes blew up the last remaining plane at rebel-held Yemen's international airport, Israel and a Yemeni official said on Wednesday, weeks after an earlier attack inflicted major damage. An air raid involving multiple strikes hit the Yemenia Airways plane and the runway at Sanaa airport, the Houthi rebels' Al-Masirah TV channel posted on X, decrying 'Israeli aggression.' Thick black smoke was seen billowing from a stricken plane on the tarmac, in a video posted on X by Sanaa airport director Khaled Al-Shaief who said it was Yemenia's last operational aircraft. The airport had only resumed limited commercial services on May 17, according to Houthi authorities, after it was closed by a heavy Israeli attack that destroyed six planes 11 days earlier. The Houthis, claiming solidarity with the Palestinians, have been firing on Israel and Red Sea shipping throughout the Gaza war, prompting reprisal strikes from Israel as well as the United States and Britain. Israel's Defence Minister Israel Katz said fighter jets targeted Houthi 'terror targets' at the airport, a day after the group fired two projectiles at Israel. 'Air Force jets have just struck terror targets of the Houthi terrorist organisation at the airport in Sanaa and destroyed the last aircraft remaining,' he said in a statement. An Israeli military statement said aircraft there 'were used by the Houthi terrorist organisation for the transfer of terrorists who advanced terrorist attacks against the state of Israel'. According to a statement from Yemenia, the plane was about to be boarded by Muslim pilgrims bound for the annual hajj pilgrimage in Makkah, Saudi Arabia. The Houthis began their attacks on shipping in the Red Sea and Gulf of Aden in November 2023, weeks after the start of the Israel-Hamas war, prompting British and US military strikes beginning in January 2024. Earlier this month, the United States agreed a ceasefire with the Houthi, ending weeks of intense American strikes on rebel-held areas. However, the Houthi have continued to fire frequent projectiles at Israel, including strikes targeting Ben Gurion airport in Tel Aviv. Earlier this month, Israel threatened to target the Houthi leadership. United Nations special envoy Hans Grundberg warned in a statement that clashes between the Houthis and Israel are 'exacerbating an already very fragile situation for Yemen and the region'.
