Dakshina Kannada reports three COVID-19 cases, all patients discharged after recovery, says DHO

Dakshina Kannada reported three COVID-19 positive cases in May, and all three patients, who were women (aged 64, 57, and 29), have recovered and been discharged, according to H.R. Thimmaiah, District Health and Family Welfare Officer. Addressing the media persons here on Tuesday, he said that one of the patients was admitted to a hospital, and the other two received treatment at their homes. Assuring that people need not panic about the spread of COVID-19, he said that people should not believe in rumours. Presently, COVID-19 is not a matter of serious concern in the district, he said. Testing only at Wenlock Hospital Dr. Thimmaiah said that samples to confirm COVID-19 positive cases in the district will have to be tested only at the laboratory of Government Wenlock Hospital here. Laboratories at the private hospitals are not authorised to test the samples now. The government has given a clear instruction on the same. The sample test at the Wenlock Hospital began on Tuesday. The DHO said that sample testing for COVID-19 will be done in all cases of Severe Acute Respiratory Infections (SARI). Random tests, up to 5%, will be done in Influenza-Like Illness (ILI) cases. Dr. Thimmaiah said that the Health Department is prepared to face COVID-19 with the necessary facilities. It has 5,000 test kits, six liquid oxygen plants, 213 jumbo oxygen cylinders and other facilities like functional ICU beds, nebulisers and ventilators in addition to the 480 oxygenated beds at the Wenlock Hospital.

Solan, Jun 2 (UNI) BJP National President Jagat Prakash Nadda participated in the Tiranga Yatra, organized by BJP, in Solan district and boosted the morale of the armed forces through the Yatra. The yatra started from Vivanta Mall and the whole atmosphere echoed with the slogans of Bharat Mata Ki Jai. All the party workers and leaders also raised slogans to boost the morale of the armed forces. During the yatra, hundreds of workers welcomed and greeted Nadda who was taken in the Tiranga Yatra in an open jeep. Nadda interacted with the workers by shaking hands with each worker. It seemed that the workers were filled with enthusiasm with the arrival of the National President, a large number of social service organizations also participated in this programme. On this occasion, Rajiv Bindal, State President BJP, said that a flood of enthusiasm and passion surged in Mall Road of Solan. Hunderds of elders, youth, women walked in the Tiranga Yatra with BJP National President and Union Minister of Health and Family Welfare Jagat Prakash Nadda with the spirit of patriotism. 'We express our gratitude to our forces for their indomitable courage, congratulate the leadership of Narendra Modi.' Dr Bindal said, 'we say with pain that the Chief Minister of the state is shying away from cooperating in the investigation of Vimal Negi's death case. He said that the way the pen-drive case came up, it has become a big issue of washing out its data.' He questioned why the pen-drive went missing, why was it presented again, the SP filed a petition against the CBI in the High Court and finally under public pressure, that petition was withdrawn. Dr Bindal claimed that the people of Himachal have lost faith in the state government. The people of Himachal are well aware how the law and order situation has deteriorated. Cases of murder, rape, robbery and drugs are coming up every day, this is cause of deep worry and the people of the state hold the Chief Minister responsible for this mess. HC freezes one-third salary of Punjab health secretary in pension row

The Punjab and Haryana High Court has recently ordered the attachment of one-third of the salary of the Principal Secretary, Health and Family Welfare, Punjab, until compliance is ensured with a prior court judgment granting pension benefits to retired Senior Lecturer Dr Parveen Parkash. Parveen Parkash, who retired from Guru Gobind Singh Medical College and Hospital, Faridkot, had initially approached the court through his advocate Abhilaksh Gaind, filing a contempt petition to address the non-implementation of a July 13, 2023, high court judgment. That judgment had directed his promotion/redesignation as Senior Lecturer, effective from August 16, 1991, with corresponding revisions to his pension and retiral benefits. Despite this order, Parkash alleged that the promised benefits remained unfulfilled. The dispute escalated during a resumed hearing on March 5, 2025, when the state counsel assured the court that arrears of pension from April 1, 2017, to June 30, 2021, along with leave encashment differences, would be released within three weeks. Relying on this undertaking, the contempt petition was withdrawn. However, the court had cautioned that failure to comply would allow the petitioner to revive the petition, with the erring officer liable to pay Rs 50,000 in costs from their personal funds. Despite this warning, the arrears were not released, and the leave encashment was erroneously calculated based on the 5th Pay Commission's pay scale, while Parkash's pension had been revised under the 6th Pay Commission. This discrepancy prompted Parkash, represented by advocates Abhilaksh Gaind and Rakesh Roy, to file an application to revive the contempt petition, citing a false statement made to the court. Parkash contended that his arrears of pension from April 1, 2017, to June 30, 2021, and the difference in leave encashment were not correctly calculated or released. He highlighted that the leave encashment was computed based on the 5th Pay Commission's pay scale of Rs 72,380, whereas his pension was revised to Rs 1,91,400 under the 6th Pay Commission effective January 1, 2025. This discrepancy, he argued, led to an underpayment of Rs 3,00,812 instead of the entitled Rs 9,88,645. Expressing serious concern over the state's conduct, Justice Harkesh Manuja remarked, 'It does not appear to be a bona fide error on the part of the non-applicant/respondent, as such the applicant-petitioner is unnecessarily compelled to approach this Court by filing the revival application.' Consequently, the court attached one-third of the Health Secretary's salary until compliance is achieved, directing the IAS Branch, Punjab Civil Secretariat, Chandigarh, to enforce the order. The matter is now adjourned to July 28, 2025, for further proceedings, with the case placed on the urgent cause list.

As schools across Karnataka reopened on Monday after summer vacations, students in Bengaluru schools were spotted wearing masks as a precautionary measure amid surge in Covid-19 cases in the state recently. Students, teachers and non-teaching staffs in many schools across the state were wearing masks and maintained distance during interactions. Even parents who accompanied students to school were seen wearing masks as they came to drop their children on the first day of school. Covid-19 appropriate behaviour was seen being followed by students in many schools in Bengaluru City as they lined up at the entrance of the school maintaining distance while entering the premises. Their body temperatures were also being checked by the staffs. In view of the Covid-19 situation in the state and the reopening of schools, Karnataka government, in a circular issued on Friday, has asked parents not to send their children to school, if they have fever, cough, cold and other symptoms. The Commissioner, Health and Family Welfare has issued the circular for precautions to be taken in government and private schools, as instructed during the Covid-19 situation review meeting chaired by Chief Minister Siddaramaiah held on May 26. It instructs parents to send the children to school only after complete cure. If children come to school with fever, cough, cold and other symptoms, inform their parents and send them back to home, the Health Department further said. If these symptoms are found among the school teachers and non-teaching staff, they should be advised to follow appropriate precautionary measures, the circular said. It also calls for ensuring adherence to precautionary measures like hand hygiene, cough etiquette and other Covid 19 Appropriate Behaviors (CAB). Overall, strict adherence to Covid-19 precautionary measures has been instructed in the interest of the health of school children, it added. As of Sunday evening 253 Covid active cases have been reported in the state. Four patients with the infection, who had other comorbidities, have died since January 1.
