Telangana temporarily shelves plan for counselling-based admissions to management quota seats

Hyderabad: The state govt appears to have temporarily shelved its plan to fill management seats in engineering colleges through the counselling process. The proposal was introduced last year after the Higher Education Council received numerous complaints regarding management and NRI seats being sold at exorbitant rates. "It seems highly unlikely that we will be able to conduct counselling for management and NRI seats this year," said an official from the Telangana Council of Higher Education. In the state, there are approximately 80,000 engineering seats. Of these, 70% are filled under the convenor quota through counselling, while the remaining 30% fall under the management and NRI quotas. According to the regulations, management quota seats are to be filled only after convenor quota seats have been allotted through counselling, following the issuance of a formal notification, and based on JEE, EAPCET, or Intermediate examination marks. "Colleges are required to fill even management and NRI seats on the basis of merit. However, very few follow these rules. Seats are awarded to students willing to pay the highest amount, regardless of their academic credentials," said Praveen Kumar, a faculty member at a private engineering college. With the exception of a few institutions, the majority do not adhere to the rules when filling seats under the B and C categories. These seats are often sold well in advance of the convenor quota admissions, in an effort to maximise profits.

Karnataka Examinations Authority unveils college portal, mobile app, AI chatbot to streamline student services

The Karnataka Examinations Authority (KEA) launched three digital initiatives—a college portal, a mobile App, and a chatbot—Monday to streamline processes for students. Higher Education Minister Dr M C Sudhakar inaugurated the tools during a ceremony at the Higher Education Council's seminar hall, commending KEA for leveraging technology to provide timely, accurate information and reduce reliance on intermediaries. The college portal centralises information to assist students in selecting colleges before the application process. Previously, students relied on fragmented sources, often leading to uninformed decisions and subsequent requests for changes. Colleges can now upload details directly, including infrastructure, academic environment, labs, libraries, classrooms, hostels, course fees, and faculty profiles. The portal also features a complaint mechanism to report colleges charging excessive fees, with grievances forwarded to the fee regulation committee. 'This portal empowers students to make informed decisions and avoid issues,' said Minister Sudhakar. KEA also introduced its first mobile application, designed for user-friendliness, particularly for rural students who previously relied on cyber centres, often resulting in errors during application and seat allocation. The app mirrors the KEA website's functionalities, enabling application submissions, option entry, choice selection, and fee payments. Push notifications keep candidates updated. 'The app allows candidates to manage most procedures independently,' the minister noted. Meanwhile, powered by artificial intelligence, the KEA chatbot provides instant responses to student queries. Since its soft launch, it has served over 1.35 lakh users, offering accurate information based on official KEA data. This reduces the need for in-person visits or external assistance. Currently available in English, a Kannada version is slated for release within a month. Bharat Sanchar Nigam Limited (BSNL) manages the chatbot system. Minister Sudhakar also announced that the government will revise engineering colleges' skill-based training fee structure after evaluating training programmes next year. Some colleges have been charging for new modules, prompting the review. The Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMEDK) will commence its seat allotment only after the KEA's first round concludes. The government is also considering reducing fees for unfilled engineering seats in government and aided colleges, with a decision pending an enrollment review. Citing a Telangana court ruling restricting computer science seat increases, the minister said Karnataka is assessing a similar approach. On the ongoing seat-blocking scam, he confirmed that police investigations are active, with further details to be sought from the police commissioner. —-

FYUGP: New rules for major changes & transfers

1 2 3 T'puram: Higher education minister R Bindu said the four-year undergraduate programme (FYUGP) implemented in the state completed its first two semesters and is entering its second year. Just like the first semester, the universities will declare the second semester exam results in time in May, she said. In a statement, Bindu said, "Our universities have significantly improved in announcing results promptly after exams." Kerala introduced FYUGP last academic year, offering students greater flexibility, she said. "Tuesday's university-level meeting discussed and decided on measures to further enhance FYUGP's implementation. Key decisions made during the meeting involving Kerala, MG, Calicut, Kannur, Malayalam, Cusat, Sree Sankara Sanskrit and Sree Narayana Open universities, Higher Education Council and College Education Department include approval of SOP containing guidelines for students who completed the first year to change their major, transfer colleges or switch universities." Regarding changing of majors, Bindu said colleges would publish available seats for each subject on the first working day of the next academic year (up to 10% additional seats may be provided if needed). "After major subject changes at the college level, vacant seats must be reported to the university. Universities would publish these vacancies and prepare a special rank list based on applications from students, which will be provided to colleges. Colleges will complete the admission process. Students must provide a certificate stating they did not face any disciplinary actions, including ragging, at their current institution." She said students who passed all courses in the first two semesters could apply for inter-university transfer . "Students from universities outside Kerala can also apply to study in Kerala universities from the third semester. The university study board will review such applications to ensure the student earned the necessary credits and will make recommendations. Admission procedures will be completed at the college level." The meeting approved the model unified academic calendar applicable to all universities under the higher education department, she said. The calendar is designed to facilitate the fastest and simplest study, examination, evaluation and publication of results. She said that to ensure better courses for students, universities will prepare new minor courses. "These new courses will be innovative, ensure employment and skills and help deepen the study of major subjects. The govt aims to make courses available in Kerala colleges similar to those offered by top institutions in the country," she said.
