‘Facts must not be the casualty in any conflict': CPJ

NEW DELHI: The Committee to Protect Journalists condemns the nationwide block on access to The Wire independent news site as the latest act of media censorship. 'Facts must not be the casualty in any conflict,' said Beh Lih Yi, CPJ's Asia program coordinator. 'Blocking The Wire's website and the social media accounts of other news outlets is an alarming attempt to stifle critical journalism at a time when independent reporting is more essential than ever. We call on the Indian government to immediately lift the blockade on The Wire and cease using national security concerns as an excuse to suppress media freedom.' The internet block coincides with a significant escalation in tensions between India and Pakistan, which have traded fire across their frontier in disputed Kashmir this week. The Wire criticized the blocking as 'arbitrary and inexplicable' and a violation of the constitutional guarantee of press freedom. Internet Service Providers told The Wire that they had received orders to block the site under a government directive issued under the Information Technology Act, 2000. The social media platform X said it had received executive orders to block over 8,000 accounts in India, including the Kashmir-based news outlets Free Press Kashmir and The Kashmiriyat and Maktoob Media, which focuses on human rights and minorities. Separately, on May 7, The Hindu newspaper said it had deleted a post on X, which reported that three Indian jets had crashed in Jammu and Kashmir, because it did not have 'on-record official information.' Journalist Hilal Mir has been placed under preventive detention until May 13 for allegedly spreading anti-national content and promoting secessionist ideology online. In late April, the government blocked one Indian and 19 Pakistani YouTube channels, one journalist was assaulted and two political commentators and satirists face legal action over their coverage of the Kashmir attack. The information ministry has banned live coverage of anti-terrorist operations, citing security risks.

Listen to article A senior journalist based in Srinagar city of Indian Illegally Occupied Jammu and Kashmir (IIOJK) has been detained by Indian authorities for posting a poem on social media. Hilal Mir, who has worked with Indian and international outlets including as a freelancer for Turkish state-run Anadolu Agency news agency, was taken into custody by the Counter Intelligence Kashmir (CIK) wing last week. He was questioned over a Facebook post he shared on May 1 and later deleted. The post featured a photograph of an elderly woman walking through the debris of homes reportedly demolished by security forces in south Kashmir following a recent Pahalgam terrorist attack. The image was accompanied by Mir's text: 'My schizophrenic Kashmiri soul, don't spread yourself thin. Think. The side you should be on has already been chosen for you. Focus. Don't look elsewhere. You are the victim. You have been trampled upon, dispossessed, brutalised, humiliated, maimed, for no sin of yours. You are being erased. You don't owe anything to anyone, least of all to those who revel in your misery, who have on their mind the medieval Spain and Gaza as templates for your annihilation. Take rest, or a 15-day chilla if you may. Contemplate. You alone are in danger, vulnerable, weakened. You alone are the target.' According to a police statement released on Monday, Mir was detained for allegedly 'inciting sentiments among young minds and instigating secessionist sentiment by portraying Kashmiris as victims of systemic extermination' through social media. CIK statement described Mir as a 'radical social media user' accused of sharing 'extremist and distorted content with an intention to disturb peace and promote disaffection and secessionist ideology and present India in a bad shape.' Authorities claim Mir's content 'reflects a veiled attempt to cultivate public resentment which is a threat to security/sovereignty' of India. Mir's laptop and phone have also seized by police. 'A preliminary inspection of the 'digital devices' revealed access to the radical account along with incriminating materials and other extremist, distorted content and propaganda,' the CIK statement, Adding that Mir was 'found in touch with some suspected foreign based cell numbers involved in suspicious activities.' A family member told local media that Mir, who has worked as a free lancer for TRT world and also work as an editor at prominent Kashmir based English newspaper was in contact with Anadolu news Agency colleagues and also a part of jouranlist Whatsapp group. Police said Mir was 'presumably taking dictation from the adversary for disturbing the peace and tranquillity in the valley which is a matter of investigation'. It said that Mir has been 'brought within the ambit of investigation and further probe is in progress." "In a 2019 article for Turkey-based TRT World titled 'How India silenced Kashmir's leading newspaper columnists,' published after the revocation of Article 370, Hilal Mir wrote about how authorities 'arm-twisted' the local press in J&K, forcing critical opinion writers to either moderate their write-ups or 'stop writing'." Mir was also one of four journalists whose homes were searched by IOJK Police in 2021 during an investigation into a controversial post by the blog 'Kashmir Fight'. The blog had pointed out several individuals, including journalists, and alleged their collaboration with security agencies and the Hindu nationalist Bharatiya Janata Party (BJP)-led government.

In a statement on Monday (May 7), the Counter Intelligence Kashmir (CIK) wing of J&K Police said that Hilal Mir, a resident of Bemina in Srinagar, who worked with Turkey-based Anadolu news agency, was detained for 'inciting sentiments among young minds and instigating secessionist sentiment by portraying Kashmiris as victims of systemic extermination' through social media. Describing Mir as 'radical social media user', the CIK statement said that Mir 'used to disseminate extremist/distorted content with an intention to disturb peace and promote disaffection and secessionist ideology and present India in a bad shape.' Sources told The Wire that Mir, who has previously worked with Hindustan Times, was summoned by the CIK last week and questioned among other issues over a Facebook post shared by him on May 1. Another journalist was also summoned for sharing Mir's post but he was let off on Monday. The Facebook post, which was later deleted by Mir, included a photo showing an old woman walking along the debris of a residential house which was among at least nine houses demolished in south Kashmir by security forces in the aftermath of Pahalgam terrorist attack. A family source said that Mir, who has written extensively for TRT World and also worked as an editor at prominent Kashmir-based English newspapers, was in touch with his colleagues in Anadolu news agency and was also part of some WhatsApp groups of journalists which may also have foreign journalists as their members. However, the CIK statement said that Mir was 'presumably taking dictation from the adversary for disturbing the peace and tranquillity in the valley which is a matter of investigation'. It said that Mir has been 'brought within the ambit of investigation and further probe is in progress.' In a 2019 report, in the aftermath of the reading down of Article 370, for Turkey-based TRT World, titled 'How India silenced Kashmir's leading newspaper columnists', Mir wrote how the government 'arm-twisted local press' in J&K and how critical opinion writers were asked to either moderate their write-ups or 'stop writing'. Mir was among four journalists whose houses were raided by Jammu and Kashmir Police in 2021 in connection with a probe into a provocative post published by 'Kashmir Fight' blog. The post had accused some people in Kashmir, including some journalists, of being agents of security agencies and the government. However, no charges were framed against the journalists at that time and the raids were condemned by the Committee to Protect Journalists among other press freedom defenders. The Jammu and Kashmir Police on Tuesday detained a journalist, Hilal Mir, for allegedly spreading 'anti-national content', The Indian Express reported. Mir was detained by the police's counter-intelligence unit and his digital devices, including a mobile phone and laptop, were seized, Hindustan Times reported. The police called Mir a 'radical social media user' and said that he 'used to disseminate extremist/distorted content with an intention to disturb peace and promote disaffection and secessionist ideology and present India in a bad shape'. It added: 'A preliminary inspection of the digital devices revealed access to the radical account along with incriminating materials and other extremist/distorted content/propaganda.' A journalist for over two decades, Mir has worked with several local and national news organisations. He currently works for a Dubai-based business news website. Unidentified police officers told The Indian Express that Mir had been detained under preventive measures and was lodged in Central Jail in Srinagar. The journalist 'actively engaged in posting and sharing content aimed at inciting sentiments among young minds and instigating secessionist sentiment by portraying Kashmiris as victims of systemic extermination', the officers said. They also claimed that he 'was found in touch with some suspected foreign-based cell numbers involved in suspicious activities, presumably taking dictation from the adversary for disturbing the peace and tranquillity in the Valley, which is a matter of investigation', The Indian Express reported.

According to his LinkedIn profile, he is currently a content editor/ producer at a Dubai based magazine. Mir or his family are yet to issue a statement. 'A preliminary inspection of the digital devices revealed access to the radical account along with incriminating materials and other extremist/distorted content/propaganda,' the police statement added.
