Bhubaneswar (Odisha) [India], June 17 (ANI): Odisha Census Director Nikhil Pawan Kalyan said preparations have begun for the enumeration exercise, including officer training and enumerator appointments, aiming for 100 per cent accuracy using digital tools. The Centre officially notified the launch of the 16th Census of India, including caste enumeration, with March 1, 2027, as the reference date. The Odisha Census Director further appealed to the citizens to cooperate and stay informed about the whole process. Speaking to ANI on Monday, Kalyan said, 'The Registrar General and Census Commissioner of India has issued a notification today announcing the launch of the upcoming population census across all the states and Union Territories, including Odisha... The reference date for the census is 12 AM, 1st March, 2027, meaning all enumeration and data-related activities must be completed based on this reference point. We will initiate our activities from now on... This includes training of officers, appointment of enumerators... We want to ensure a 100 per cent accurate census as data is the basis of all policies in the country... I appeal to all the citizens to cooperate and stay informed. We will share timely updates as operations progress... We plan to leverage advanced digital tools - including mobile applications for data collection, storage and other analytics...' On Monday, the central government notified the population census, the process of which will begin in March 2027. As per a gazette notification released by the Ministry of Home Affairs, 'In exercise of the powers conferred by Section three of the Census Act 1948 and in suppression of the notification of the Government of India in the Ministry of Home Affairs dated March 26, 2018, the Central Government declared that a census of the population of India shall be taken during the year 2027, as per a circular released by the Ministry of Home Affairs. 'The reference date for the census shall be March 1, 2027, except for the Union territory of Ladakh and the snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand. Furthermore, the reference date for the Union Territory of Ladakh, snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir, and the states of Himachal Pradesh and Uttarakhand will be October 1, 2026. The Census will be conducted in two phases. In phase 1, House Listing Operation (HLO), the housing conditions, assets and amenities of each household will be collected. Subsequently, in the second phase, Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. Caste enumeration will also be done during the census. For Census activities, about 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries would be deployed. This is the 16th Census since its beginning and the 8th since independence. The ensuing Census will be conducted through digital means using mobile applications. Provision of Self-enumeration would also be made available to the people. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage. (ANI)

New Delhi [India], June 17 (ANI): Union Home Minister Amit Shah reviewed preparations for the upcoming Census of India, which is now officially set to include caste enumeration, as per the official statement from the Ministry of Home Affairs. The minister hailed this move as a 'historic decision' that corrected a 'historical wrong.' The notification to conduct the Census was published in the official Gazette on Monday, following a high-level meeting held in Delhi, where the Home Minister reviewed the plan along with the Union Home Secretary, Registrar General and Census Commissioner of India (RG&CCI), and other senior officials. According to the release, the Census 2027 will be the 16th Census since inception and the 8th since Independence. It will be conducted in two phases -- the House Listing Operation (HLO) followed by the Population Enumeration (PE). In the first phase, details of housing conditions, assets, and amenities of each household will be collected. The second phase will gather information on the demographic, socio-economic, and cultural aspects of individuals. The caste data will also be collected in this phase, according to an official's statements. Clarifying media reports that questioned the mention of caste in the Gazette, the Home Ministry reiterated that the inclusion of caste enumeration was clearly stated in the press releases dated April 30, June 4, and June 15, 2025. In a post on X, Union Home Minister Amit Shah welcomed the move, calling it a bold and just decision by the Modi government. He posted, 'The CCPA meeting held under the leadership of PM Narendra Modi today corrected a historical wrong by deciding in favour of the integration of caste enumeration with the population census, and sent the message of its firm commitment to social equity and rights for every section of the society.' Shah also targeted the opposition, stating, 'The Congress and its allied parties opposed caste enumeration when they wielded power for decades but made it their electoral plank when in opposition. This decision will empower all economically and socially disadvantaged sections, promote inclusion, and pave new paths for the progress of the underprivileged.' The Population Census 2027 will begin with a reference date of March 1, 2027, for most parts of the country. The reference date for snow-bound and non-synchronous areas such as Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand will be October 1, 2026. According to the official statement, around 34 lakh enumerators and supervisors and 1.3 lakh Census functionaries will be deployed for the exercise. This will be the first fully digital Census, using mobile apps and offering a self-enumeration option to citizens. Officials assured that stringent data security measures will be implemented during data collection, transmission, and storage. The last Census was conducted in 2011. A new round scheduled for 2021 was postponed due to the COVID-19 pandemic, despite all initial preparations being completed. (ANI)

Hyderabad (Telangana) [India], June 17 (ANI): Union Minister G Kishan Reddy on Monday lauded the centre's decision to conduct the 16th population census, which would include caste enumeration, and labelled it a 'historic step.' Advocating for the caste census, he said that the work at the policy level with regard to the welfare schemes, budget allocation, political reservations would be worked upon in a proper manner. 'The government of India has taken a historic step. Since Independence, the general census will entail a census of the backward classes. Today, the government of India has issued the notification. There will also be a caste census; it is a very big decision. After this, be it welfare activity, scheme, budget allocation, political reservation, everything will be worked upon in a proper manner,' Reddy told ANI. Speaking about the arrangements for the Covid-19 cases, Reddy said that he was visiting his Lok Sabha constituency (Secunderabad) and the hospitals here to inspect whether big hospitals have necessary arrangements for Covid cases. 'Recently, in a cabinet meeting, PM Modi directed all the ministers to visit big hospitals in their respective constituencies. It was to ensure that big hospitals had all the necessary arrangements for Covid this regard, today, I have come here to the Gandhi Hospital in my (Lok Sabha) constituency. The hospital's senior officials have assured me that the hospital is completely ready for the Covid patients,' the Union Minister said. New Delhi: The Census - the recording of India's population, including of critical details such as caste - will begin in the union territories of Ladakh and Jammu and Kashmir, as well as Himachal Pradesh and Uttarakhand from midnight on October 1, 2026, the government said Monday afternoon. Counting for the rest of the country will begin from midnight on March 1, 2027. The government had, on April 30, confirmed that an enumeration of the various castes and sub-castes in the country, and the number of people in each, will be part of the next census. The decision to include caste enumeration in the census - a demand pressed fiercely by the opposition - was announced months before a critical election in Bihar, over 63 per cent of the population of which comes from Extremely Backward or Backward classes. The government has clarified that caste, and not class, will be taken into consideration during the Census. Therefore, each person will have to mention their caste and religion. The latter is maintained by the National Commission for Backward Classes and used for reference in providing reservations in central government jobs and educational institutions. The last national population count was in 2011. The 2021 census had to be abandoned because of the pandemic. The 2027 census, when it is held, will therefore be the first in 16 years. The opposition has been pushing for a census to be held, arguing it is necessary to have an accurate, up-to-date count of population and socio-economic data for effective policy-making. This will be the first 'digital Census', i.e., giving citizens an opportunity to self-enumerate.
