The Lucknow Development Authority (LDA) has submitted a list of habitual complainants to the state government for further action. LDA vice-chairman Prathamesh Kumar confirmed on Tuesday that the list had been forwarded to the government after repeated complaints were found to be part of a larger pattern of alleged harassment and extortion. The move came after the LDA prepared a list, highlighting that 28 individuals had filed a staggering 2,114 complaints over the past 17 months. Most of these complaints, submitted via the Integrated Grievance Redressal System (IGRS) portal between January 2024 and May 30, 2025, were related to construction activities across the city, previously stated in a Hindustan Times report published on May 1. Officials said the volume and frequency of these complaints raised suspicion of the grievance mechanism misuse. Investigations revealed that the group had been targeting home builders, many of whom were using bank loans or life savings, with repeated and 'baseless' complaints. 'After a thorough verification of the complaints and identification of these complainants, we have sent the list to the state government for appropriate action,' Kumar said. During monthly Janta Adalats and public hearings, several citizens had accused a particular group of individuals of using the complaint system to harass and extort money from those engaged in lawful construction. According to LDA officials, some complainants allegedly threatened to halt construction work unless bribes were paid. 'Many of those affected have shared how construction on their legally sanctioned properties was disrupted due to continuous complaints. Some even faced pressure to pay off the complainants,' LDA additional secretary Gyanendra Verma said. The probe uncovered extreme cases of misuse as one woman was found to have submitted 171 complaints, while two others had filed 168 and 167 complaints, respectively. Several others reportedly submitted 20 to 30 complaints every month.

HYDERABAD: The Revenue wing of the Greater Hyderabad Municipal Corporation (GHMC) has intensified efforts to recover Vacant Land Tax (VLT) dues from over 30,000 open plots across the city. As part of the drive, GHMC will install flex boards on plots with outstanding dues to alert owners and bring them under the tax net. The total VLT dues are estimated at Rs 105-Rs 110 crore. GHMC is aiming to collect at least 50% of the pending dues — around Rs 50–Rs 60 crore — from vacant landowners in this phase. All zonal commissioners have been directed to supply the boards to Deputy Municipal Commissioners (DMCs), who are expected to place them on the defaulting plots within two weeks. Around three years ago, the Telangana Inspector General of Registration and Stamps (IGRS) began levying VLT at 0.5% of the registration value at the time of plot registration. Despite this, many of the 31,000 identified plot owners have failed to pay their dues. GHMC's IT wing has uploaded the IGRS VLT data into handheld machines (HHMs) used by bill collectors. All 30 GHMC circle DMCs have been instructed to set daily recovery targets for bill collectors (BCs), tax inspectors (TIs) and assistant municipal commissioners (AMCs) and to take strict action against non-performing staff. Weekly meets on Friday Bill collectors have been asked to visit vacant plots and pursue owners to pay their dues. Flex boards will be placed on these plots with the message that the VLT was not paid and action would be initiated as per GHMC Act, 1955. Boards will also be placed on unassessed plots to bring them into the tax system. A weekly review meeting will be held every Friday to assess progress.

The DGP also confirmed that recruitment for more police personnel is in advanced stages and will be rolled out soon. "This large-scale recruitment is aimed at strengthening ground-level policing and bridging critical manpower gaps to ensure quicker response and better reach in urban and rural areas alike," he said. The DGP also spoke about the need to strengthen anti-terror capabilities and border coordination. Referring to his own role in the formation of the UP Anti-Terror Squad (ATS) in 2007 following a spate of serial blasts, he said the ATS's structure and technology would be upgraded to meet new and emerging challenges. "The coordination with central agencies and border forces like the Sashastra Seema Bal (SSB) along the Nepal border will be deepened to counter trans-border terrorism and trafficking more effectively," he said. The DGP also promised to look into the problems and challenges posed by traffic in cities. "Besides, we also aim to make the DGP headquarters more citizen-friendly, where people can come and get their grievances addressed," he said. "Under the visionary leadership of the Chief Minister, we are ready to set new benchmarks in law enforcement. A team from the state govt made a presentation before Delhi Chief Minister Rekha Gupta at the beginning of the week to explain its advantages and achievements. On Friday, a team from the Delhi govt visited the UP National Informatics Centre to get hands-on experience of the system. Earlier, the Delhi govt had also looked at Andhra Pradesh govt's grievance redressal model besides engaging with a private technology company. "We had the opportunity to present key features of Uttar Pradesh's Integrated Grievance Redressal System (IGRS) and CM helpline before the Delhi CM and chief secretary. They were impressed by the state's robust, technology-enabled platform that significantly improved the speed, transparency, and accountability of grievance resolution across departments," sources said. Some of the key features that make UP IGRS and CM helpline unique are the end-to-end digital lifecycle of grievances, real-time escalation matrix for pending complaints, department-wise and district-wise dashboards, SMS/IVRS-based citizen updates and feedback loop, and analytics-driven monitoring for proactive governance, among others. Aiming to bring parity across districts and cover more eligible families, the Uttar Pradesh government has decided to abolish the existing district-wise quota of beneficiaries under the National Food Security Act (NFSA). While the Centre has fixed a state-wise quota—with separate rural and urban coverage limits—Uttar Pradesh has been following a district-wise cap on the number of beneficiaries. This district-specific allocation often resulted in imbalances. For example, prosperous districts like Ghaziabad, Gautam Buddha Nagar, Meerut in western U.P. received a disproportionately higher share, depriving other districts of their fair entitlement. 'We are going to eliminate the district-wise quota of beneficiaries under NFSA and the work in this regard has already begun to ensure eligible beneficiaries in comparatively poorer districts are not deprived of the benefits due to them,' principal secretary, food and civil supplies, Ranvir Prasad said, speaking to HT. The Central government has fixed the population coverage under NFSA at 64.46% in rural areas and 78.54% in cities and allocates the food grain to the state, accordingly -- 7.6 lakh MT of wheat or rice every month to cater to the need of over 3.60 crore families with over 14 crore members. Additional commissioner, food and civil supplies, Satyadev said that the work to increase the share of some needy districts has begun. 'For example, we have recently added 5,000 new beneficiaries each in Sitapur, Barabanki and Lalitpur by deleting the number from Ghaziabad and Gautam Buddha Nagar,' he said. He said NFSA coverage in all the seven districts in Bundelkhand was being raised to 90% and 85% in all the deserving districts in eastern UP. 'However, the overall limit for the state will remain the same as fixed under the NFSA that is 64.465% for cities and 78.54% for villages. This limit cannot be raised at all,' he said, Officials said doing away with the district-wise cap will enable the state to redistribute entitlements more equitably, strictly adhering to eligibility norms and actual population figures. The restructuring is expected to benefit backward and underserved districts, where many eligible families were left out due to the artificial ceilings imposed by the district quota system. Meanwhile, the department of the food and civil supplies has been placed fourth in disposing of complaints received on the chief minister's IGRS (Integrated Grievance Redressal System portal) as per the report for the month of April. 'Ours has been found to be the fourth best department, after the khadi and village industries, the cooperative and excise in terms of disposal of public grievances on the IGRS portal in April,' Satyadev claimed. The department of industries and infrastructure development, the housing and urban planning, the environment and climate change and women welfare are said to be among the bottom four departments.
