Delhi to adopt UP public grievance redressal model

NEW DELHI: Delhi is set to replicate Uttar Pradesh's fully digital public grievance redressal and monitoring model by adopting the latter's Integrated Grievance Redressal System (IGRS) and CM Dashboard in its governance framework.
The government has formally sought support from UP administration for implementing these systems, officials said on Tuesday.
The decision follows a comprehensive presentation made by the UP government in Delhi a few months ago, which was attended by senior officials of the Delhi administration. The move aims to ensure prompt grievance redressal and real-time tracking of development projects in the national capital, officials said.
Subsequently, in May, a team of technical experts and officials from Delhi visited the Informatics Centre in Lucknow for a hands-on experience and demonstration of the platforms, where an in-depth assessment of both the administrative and technical aspects of the systems was provided to them.
The team recognised the model as technically sound, citizen-centric, and highly effective. Shortly after this visit, the Delhi government formally requested support from the UP government to implement the model in Delhi. The Uttar Pradesh IGRS stands out with its end-to-end digital lifecycle for grievance management, enabling citizens to file complaints, track status, and receive updates via SMS and IVRS without the need to visit multiple offices.
Efficiency in UP model appreciated
Earlier, government had also studied the grievance redressal model of Andhra and engaged with private technology providers to strengthen its own platforms. But, Delhi officials appreciated the efficient approach adopted in UP. The system's district ranking mechanism, to monitor public grievance redressal performance, was noted as a best practice for accountability and performance tracking.

Lucknow: The UP govt in collaboration with Tata Technology Limited (TTL) would set up Tata Technology Excellence Centres in 121 govt polytechnics across the state to help these technical educational institutes meet industry requirements. In a govt order (GO), additional chief secretary, technical education, Narendra Bhooshan said the decision was taken to bridge the industry-academia gap prevalent in the diploma sector of technical education. "In polytechnics, some topics have become irrelevant or are not in accordance with industry requirements. These centres will upgrade them and bridged the industry-academia gap," Bhooshan said. For this, Rs 57.3 crore will be spent on installation of machines and equipment in each of the 121 polytechnics. Of the total Rs 6935.8 crore, 87%, that is, Rs 6034.2 crore, will be borne by TTL, and the remaining 13% (Rs 1063.9 crore) by the govt. Also, the state govt will spend an additional Rs 858 crore – Rs 709.2 lakh per institution – towards civil infrastructure and other basic facilities. As per the GO, TTL will involve global partner companies and institutions in upgrading the polytechnics. TTL will also prepare the project document related to the execution of the upgradation work and determine short, medium, and long-term strategies in it. In addition, they will prepare a baseline study report related to the status of the polytechnic institutions before the implementation of the project. TTL will also make available two trainers for the first two years and one trainer for the third year in each selected institute from its own sources. Besides, it will ensure the availability of training material, an online platform for training, and experts from industries as per demand in all 121 institutes and organise dialogue programmes at regular intervals.

Lucknow: Designed to minimise procedural bottlenecks and reduce red tape, the third-generation version of UP's Nivesh Mitra portal is set to cut service delivery timelines by 30% to 50% across various departments. "Nivesh Mitra 3.0 promises to significantly reduce approval timelines, simplify documentation requirements, and ease inter-departmental complexities," an official said on Wednesday. Citing an example, he said, "In the revenue department, approval timelines are expected to drop from 45 days to 21–30 days. In the labour department, a process that earlier took 30 days may now be completed in just five days." Likewise, environmental clearances from the UP pollution control board (UPPCB), which previously required up to 120 days, are now targeted for completion within 21 days. Similarly, approvals from the fire department may be granted in just five days, compared to the earlier 15-day timeframe. In UPPCL, tasks that earlier took 66 days could now be completed within 40 days. Through Nivesh Mitra 3.0, the Yogi govt aims to offer major relief not just in terms of time but also by reducing the number of documents required. In the environment department, the number of required documents may be reduced from 13 to six. Sharing other features, officials said, "Nivesh Mitra 3.0 is set to be a highly modern and intelligent platform — not just procedurally but also digitally. A key feature will be the Common Application Form, allowing investors to obtain approvals from multiple departments through a single, unified form." They added that time-bound services will be a core feature, with real-time updates provided via SMS, email, and WhatsApp at every stage of the approval process. Integration with DigiLocker will make document uploading quicker and more convenient. A new tool called Know Your Approvals/Incentives (KYA) will offer users access to policies, permissions, and incentive schemes from over 45 departments — all in one place. The platform will also include cutting-edge features like an AI-powered smart chatbot, an improved user interface, real-time tracking, integrated GIS, and a comprehensive IPRA 3.0 dashboard. PAN cards will be used as a unique business identity, ensuring a streamlined and consistent identification process for all investors. The portal will also be available in Hindi and other regional languages.
