CUEPACS praises govt initiatives for civil servants at MAPPA XX
PUTRAJAYA: The Congress of Unions of Employees in the Public Service (CUEPACS) has welcomed key government initiatives announced by Prime Minister Datuk Seri Anwar Ibrahim at the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX). CUEPACS president Datuk Dr Adnan Mat praised the relaxation of Haj pilgrimage requirements for unconfirmed civil servants. 'This move is a positive step, allowing those who have been granted their Haj turn but are not yet confirmed in their positions to perform the pilgrimage,' Adnan said at a press conference. He noted that the decision aligns with CUEPACS' earlier requests and helps civil servants fulfil religious obligations sooner. Adnan also commended the extension of the lifelong learning programme through INTAN until 2026 with an allocation of up to RM15,000. 'This initiative provides civil servants with the opportunity to enhance their skills and pursue higher education, enabling them to serve the public more effectively,' he said. He highlighted that civil servants will now have greater opportunities to upgrade qualifications and gain advanced certifications. Another key announcement was the one-off academic recognition rewards for civil servants who self-funded their studies. 'The one-off recognition is truly appreciated as it acknowledges the hard work and personal sacrifices of civil servants who have pursued education on their own,' Adnan said. Rewards ranging from RM500 to RM1,250 will be given to eligible civil servants. Adnan also addressed the Prime Minister's call for civil servants to embrace change to avoid falling behind. 'Civil servants must be proactive in embracing change to keep pace with the evolving world,' he said. He stressed that outdated mindsets of comfort and complacency must be replaced with continuous transformation. Removal Of Service Confirmation Requirement Makes It Easier For Civil Servants To Perform Haj
PUTRAJAYA, Aug 15 (Bernama) -- The removal of the confirmation-in-service requirement for civil servants on permanent appointment to qualify for Haj leave will provide more opportunities for Muslim civil servants to fulfil the fifth pillar of Islam, says Public Service Department (PSD) director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz. He said the move was expected to greatly benefit thousands of civil servants who had registered early to perform the Haj at a young age. 'Previously, the rules stated that only confirmed civil servants were eligible to take leave to perform the Haj. 'Most of them register early (to perform the Haj) and receive an offer three or four years after joining the civil service. This situation would disadvantage those who receive offers, as we know Haj offers take a very long time to come — sometimes requiring a wait of 30 or 40 years,' he said. He told reporters this after attending the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) programme organised by the PSD in collaboration with the National Institute of Public Administration (INTAN) here today. Earlier, Prime Minister Datuk Seri Anwar Ibrahim announced several new initiatives to strengthen the civil service, including the removal of the confirmation-in-service requirement for Haj leave. Anwar also announced improvements to the Malaysian Armed Forces (ATM) scheme, the provision of Academic Recognition Awards (HPA) and funding to strengthen INTAN. On the Public Service Talent Development Policy launched by Anwar, Wan Ahmad Dahlan said it reflected the government's commitment to developing competent and competitive civil servants through the implementation of comprehensive and structured talent development initiatives. 'From the time one joins the civil service until retirement, we certainly need competent human capital to carry out duties. This is where talent development is taken into account by the PSD to ensure that civil servants are competent in facing the new world, which now includes the digital era, the era of artificial intelligence (AI) and so on.

PM Anwar to address civil service reforms at MAPPA XX in Putrajaya
KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim will deliver a major address at the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) tomorrow. The event will take place at the Putrajaya International Convention Centre (PICC) at 3.30 pm. Dr Saharah Sapiyi, Head of the Centre for Communication and Language Studies at INTAN, confirmed the Prime Minister's speech as the highlight of the gathering. 'MAPPA XX is a crucial platform for the Prime Minister to engage with civil servants and share his vision for the nation,' she said. She noted that last year's event saw the unveiling of the Public Service Remuneration System (SSPA). 'This year, new announcements are expected, including the launch of the Public Service Talent Development Policy,' she added. The policy will guide department heads in talent development within their organisations. This year's theme, 'Perkhidmatan Awam MADANI Teras Kecemerlangan,' aligns with Malaysia MADANI values. Saharah emphasised the reform agenda led by the Chief Secretary to the Government. A religious reflection session, Tazkirah Jumaat, will precede the main event at 12.45 pm. Friday prayers will follow at Dewan Putra, PICC, accommodating up to 1,000 attendees. The Cakna Inspirasi Forum at 2.30 pm will focus on social media and national unity. Govt prioritises territorial equity in public service reform
PUTRAJAYA: The government will prioritise territorial equity in public sector reforms to ensure service improvements reach beyond urban centres. Chief Secretary Tan Sri Shamsul Azri Abu Bakar said this involves empowering district and local-level service delivery. 'We aim to reduce regional disparities by strengthening public institutions nationwide,' he stated during a lecture by economist Prof Mariana Mazzucato. Shamsul Azri emphasised reforms enabling 'directed growth' for a proactive public sector. 'ARPA will institutionalise data-driven efficiency through performance dashboards and real-time tracking,' he added. The Public-Private Partnership Master Plan (Pikas) 2030 will also undergo adjustments for better coordination. Mazzucato urged governments to actively shape markets for sustainable growth instead of just fixing failures. She advocated mission-driven policies with cross-sector collaboration for equitable development. The lecture was organised by INTAN and attended by senior officials. – Bernama
