PM Anwar to address civil service reforms at MAPPA XX in Putrajaya

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim will deliver a major address at the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) tomorrow.
The event will take place at the Putrajaya International Convention Centre (PICC) at 3.30 pm.
Dr Saharah Sapiyi, Head of the Centre for Communication and Language Studies at INTAN, confirmed the Prime Minister's speech as the highlight of the gathering.
'MAPPA XX is a crucial platform for the Prime Minister to engage with civil servants and share his vision for the nation,' she said.
She noted that last year's event saw the unveiling of the Public Service Remuneration System (SSPA).
'This year, new announcements are expected, including the launch of the Public Service Talent Development Policy,' she added.
The policy will guide department heads in talent development within their organisations.
This year's theme, 'Perkhidmatan Awam MADANI Teras Kecemerlangan,' aligns with Malaysia MADANI values.
Saharah emphasised the reform agenda led by the Chief Secretary to the Government.
A religious reflection session, Tazkirah Jumaat, will precede the main event at 12.45 pm.
Friday prayers will follow at Dewan Putra, PICC, accommodating up to 1,000 attendees.
The Cakna Inspirasi Forum at 2.30 pm will focus on social media and national unity.
Forty-three exhibition booths will showcase ministries and government agencies from 9 am to 5 pm.
Services include traffic summons payment counters and higher education admission offers. - Bernama

CUEPACS president Datuk Dr Adnan Mat praised the relaxation of Haj pilgrimage requirements for unconfirmed civil servants. 'This move is a positive step, allowing those who have been granted their Haj turn but are not yet confirmed in their positions to perform the pilgrimage,' Adnan said at a press conference. He noted that the decision aligns with CUEPACS' earlier requests and helps civil servants fulfil religious obligations sooner. Adnan also commended the extension of the lifelong learning programme through INTAN until 2026 with an allocation of up to RM15,000. 'This initiative provides civil servants with the opportunity to enhance their skills and pursue higher education, enabling them to serve the public more effectively,' he said. He highlighted that civil servants will now have greater opportunities to upgrade qualifications and gain advanced certifications. Another key announcement was the one-off academic recognition rewards for civil servants who self-funded their studies. 'The one-off recognition is truly appreciated as it acknowledges the hard work and personal sacrifices of civil servants who have pursued education on their own,' Adnan said. Rewards ranging from RM500 to RM1,250 will be given to eligible civil servants. Adnan also addressed the Prime Minister's call for civil servants to embrace change to avoid falling behind. 'Civil servants must be proactive in embracing change to keep pace with the evolving world,' he said. He stressed that outdated mindsets of comfort and complacency must be replaced with continuous transformation. PUTRAJAYA: The government is coordinating the enforcement of Sections 507B to 507G of the Penal Code to reinforce that bullying is a criminal offence. Communications Minister Datuk Fahmi Fadzil stated this was a key discussion during today's Cabinet meeting chaired by Prime Minister Datuk Seri Anwar Ibrahim. The move follows recent bullying cases, including the death of Form One student Zara Qairina Mahathir. Fahmi quoted the Prime Minister as saying, 'The government will not tolerate bullying in any form or allow such cases to continue without accountability.' Ministries overseeing education and student dormitories are aligning efforts to implement the amended provisions, effective since July. Fahmi emphasised, 'We want every ministry to fully understand that under these amendments, bullying is clearly defined and legally recognised as a criminal act.' He spoke after attending the 20th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX), which gathered over 30,000 civil servants in person and online. The Penal Code and Criminal Procedure Code amendments, passed in December 2024, target all bullying forms, including cyberbullying. Fahmi also noted the Prime Minister's concerns over disrespectful behaviour by certain individuals and public figures. Anwar reportedly warned that authorities would take action against such conduct. During MAPPA XX, the Prime Minister highlighted civil servants' role in maintaining peace and national progress. Fahmi said, 'The Prime Minister delivered several important messages, including how much of the progress we're enjoying today is the result of bold changes and reforms.' He welcomed Anwar's announcements on public service improvements, calling them a relief.
