LS adjourned for day amid protests over Bihar SIR; Opposition stages walkout in RS
On Monday, Parliament witnessed another day of noisy protests, with Opposition MPs demanding a debate on the Special Intensive Revision of Bihar's electoral rolls and alleged voter fraud in the 2024 Lok Sabha elections, stalling proceedings in both Houses. In the Lok Sabha, disruptions began soon after the House met, as Congress and other Opposition MPs shouted slogans and held placards. Similar scenes unfolded in the Rajya Sabha, where protests forced adjournment soon after official papers were tabled. Deputy Chairman Harivansh rejected 29 Rule 267 notices, urging MPs to take up Zero Hour instead. Slogans of 'vote chori' (electoral theft) echoed through the chamber as protests continued. The unrest extended outside Parliament, where the INDIA bloc marched to the Election Commission. With no police permission for the rally, leaders were stopped near Parliament. Rahul Gandhi and Priyanka Gandhi Vadra were detained, while Akhilesh Yadav was seen jumping over a barricade. Amid the din, the Lok Sabha passed the Income-Tax (No 2) Bill and the Taxation Laws (Amendment) Bill without debate.

Rajya Sabha adjourned till 2 pm as INDIA bloc presses for discussion on SIR
Tiruchi Siva of DMK cited the rule book to say that the ruling of the Chair is supreme and urged him to take up discussion on subjects listed in the Rule 267 notice Press Trust of India New Delhi Rajya Sabha proceedings on Tuesday were adjourned till the post-lunch session within minutes of its assembly, as Opposition MPs insisted on a discussion be taken up on the alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls in Bihar. Soon after listed official papers were laid on the table of the House, Deputy Chairman Harivansh said he has rejected all 21 notices that invoked Rule 267, which allows suspension of listed business to discuss matters being raised in them. Without indicating the subject, he said the notices were received on four different subjects but none of them contained a motion drawn in a proper manner. As many as 11 notices sought discussion on a matter which is sub judice, he said. The Supreme Court is hearing petitions filed against SIR. Tiruchi Siva of DMK cited the rule book to say that the ruling of the Chair is supreme and urged him to take up discussion on subjects listed in the Rule 267 notice. Even before he could finish, Harivansh cut him, saying he had not admitted any of the notices as they were not in accordance with the rules. Derek O'Brien of TMC objected to listing for discussion and passage of two important taxation legislations -- Income-Tax (No 2) Bill and Taxation Laws (Amendment) Bill - in the supplementary list of business for the day, which was circulated just before start of the House proceedings. Describing the bills as "very crucial," he said the government was making a "mockery of parliament" in the manner in which legislations containing more than 500 clauses were listed. He then went on to state that the Leader of the Opposition and other leaders of opposition parties are all in agreement that the issue of SIR can be discussed through a motion drafted in whatever language the government wants. Harivansh cut him short and called for listed Zero Hour mentions. As Opposition MPs rose on their seats and pressed with their demand for a discussion, he adjourned the proceedings till 2 pm. Lok Sabha passes two tax Bills without debate; Rijiju issues ultimatum to Opposition
As the Opposition members continued their protest, the Lok Sabha on Monday (August 11, 2025) passed the two crucial Bills pertaining to taxation without any debate. Union Finance Minister Nirmala Sitharaman introduced the Income-Tax (No 2) Bill and the Taxation Laws (Amendment) Bill in the Lok Sabha when no Opposition member was present in the House. Most of the Opposition leaders had been detained while marching towards the headquarters of the Election Commission against the revision of the Bihar electoral rolls and alleged electoral malpractices. After they returned, the Opposition members continued raising slogans in the Well of the House. Amid the din, the two taxation Bills were passed by voice vote. Sports Bill passed The Lok Sabha also passed the National Anti-Doping (Amendment) Bill, 2025 and the National Sports Governance Bill, 2025. These Bills were also introduced when the Opposition members were not present in the House. Two members spoke in support of the Bills. As the Opposition continued its protests later in the day, the Bills were passed by voice vote. Earlier, Union Minister for Youth Affairs and Sports Mansukh Mandaviya, while taking up the two Bills for passage, said the government had made 'several attempts' to bring forward legislation on sports governance. 'In the coming days, when India is going to bid for the Olympics, it is important that our sports ecosystem is robust, transparent and accountable. This is a crucial step in that direction,' he said. Against rules: Birla When the House met in the morning, the Opposition members were on their feet, raising slogans and holding placards. Speaker Om Birla tried to run the Question Hour for about 10 minutes, but the Opposition members were relentless in their protests. Mr. Birla then charged them of 'systematically disrupting' the proceedings of the House for 14 days. 'This is against the rules and regulations and against the democratic process. People elected you as their representatives to raise their issues and to fulfil their hopes and aspirations, but you are only protesting,' he said before the adjourning the House till 2 p.m. Will pass important Bills: Rijiju Parliamentary Affairs Minister Kiren Rijiju targeted the Congress-led Opposition for the repeated disruptions and asserted that the government would now proceed with the passage of important Bills in the Lok Sabha as well as the Rajya Sabha. 'Every day, we will not allow the country's and Parliament's time to be wasted on one issue. Therefore, we will pass important Bills,' Mr. Rijiju told reporters at a press conference in the Parliament complex. The Minister said the government was keen to holding discussions on important Bills but repeated disruptions by the Opposition were leading to adjournments. 'You have raised an issue, do it for one day. What is the point in raising the same issue every day,' the Minister said. Mr. Rijiju listed the Income Tax Bill, National Sports Governance Bill, Merchant Shipping Bill, the National Anti-Doping (Amendment) Bill, and the Manipur Goods and Services Tax (Amendment) Bill as priority for the government.
