ISCA announces new council members and performance highlights

The Institute of Singapore Chartered Accountants (ISCA) has revealed the election of four new members, the re-election of four current incumbents, and the appointment of two additional members to its council. This council is the governing body of ISCA tasked with making 'major' policy decisions and overseeing governance and membership matters within the institute. The newly-elected, re-elected and newly appointed council members are set to serve for a two-year term until 2027. Among the newly elected members are Ang Suat Ching, chief financial officer, Resorts World at Sentosa; Chin Chee Choon, audit and assurance partner, head of business development and Marcomm, Forvis Mazars Singapore; Lee Eng Kian, managing partner, PKF-CAP; Gajendran, assurance partner and professional practice director, EY. The re-elected members to the council are Lo Mun Wai, audit partner, KPMG; Judy Ng, group financial controller, DBS Bank; Cyndi Pei, chief financial officer, Digital InfraCo Singapore Telecommunications Limited (Singtel); Song Yeow Chung, chief financial officer, Old Chang Kee. The two new members appointed to the council are Esther Wee, accountant-general and chief of Government Finance, Accountant-General's Department (AGD); and Tan Boon Gin, chief executive officer, Singapore Exchange Regulation, SGX Group. During the annual general meeting (AGM), ISCA shared several updates from the past year. The Institute took over the administration of the Singapore Chartered Accountant Qualification (SCAQ) programme, resulting in a 47% increase in enrolments, it stated. It also maintained a 98.3% membership retention rate in 2024, the 'highest' in ten years, and ended the year with a $5.3m surplus, boosting its reserves to $113.8m. ISCA said it has kept membership fees stable for the eighth year in a row and expanded its global presence with 12 overseas chapters in nine countries along with four ISCA offices overseas. Looking ahead to 2025, ISCA stated that it plans to invest up to $7m in enhancing the SCAQ and furthering international growth. It also intends to acquire a second property valued at approximately $55m to strengthen its financial position. ISCA president Teo Ser Luck said, 'At this exciting time of strong growth and great potential for ISCA, I'm pleased that our valued members have elected a capable and experienced Council to lead us forward. The Council members bring with them many years of experience from a wide range of industries and sectors — including the public sector, accounting firms, listed companies, and more. HELP University, a private university in Malaysia, and the Institute of Singapore Chartered Accountants (ISCA) have teamed up to provide new educational opportunities for students pursuing accounting careers. As a partner of ISCA in Malaysia, HELP University will work to align its academic offerings with professional standards through this collaboration. The agreement was signed by HELP University vice chancellor Dr Liew Teik Kooi and ISCA CEO Fann Kor with accounting and industry professionals present. The partnership includes recognising ISCA qualifications within HELP University's Bachelor in Accounting programme and developing specialised training and a Level Zero Programme. It also involves introducing the ISCA Accountify Subscription Package and exploring joint certifications and bursaries for high-performing accounting students. Discussions are underway to establish HELP University as an ISCA recognised learning organisation and an overseas examination centre in Malaysia. The agreement also covers prospects for professional internships, job placements, and research on ESG compliance and regulatory governance. In March 2025, ISCA launched the Singapore Chartered Accountant Qualification Career Mobility Programme (CMP), designed to create cross-border work opportunities and foster cross-cultural learning and overseas work experience. The CMP is set to start with a pilot in Vietnam and may expand to additional countries by the second quarter of 2025. Singapore's ISCA and SGX RegCo launch workshops

The Institute of Singapore Chartered Accountants (ISCA) and the Singapore Exchange Regulation (SGX RegCo) have announced a collaborative initiative to launch training workshops aimed at enhancing sustainability reporting among Singapore-listed companies. These workshops will provide an understanding of the International Sustainability Disclosure Standards (ISSB) and support companies in meeting mandatory climate-related disclosure requirements. This comes following the Singapore government's early 2024 announcement of mandatory climate-related disclosures. The workshops will assist companies in transitioning from other internationally recognised standards to the ISSB standards. The training will focus on the differences between the Global Reporting Initiative (GRI) and ISSB standards, with practical exercises to equip companies with the necessary skills. ISCA president Teo Ser Luck said: 'Our partnership with SGX RegCo highlights the importance of continuous learning in maintaining strong accountability and transparency in Singapore's capital markets. 'This training programme reflects our commitment to equipping businesses with the knowledge they need to adapt to changing regulatory demands.' Eight sessions are scheduled from April to September 2025, with the first session taking place on 17 April 2025. Topics covered will include Singapore's climate reporting and assurance roadmap, the differences between GRI and ISSB standards, and how to perform climate-related disclosures as per IFRS S2 requirements through practical exercises and case studies. This initiative builds on previous efforts by ISCA, including the October 2024 launch of a sustainability report based on GRI and IFRS Sustainability Disclosure Standards. SGX RegCo CEO Tan Boon Gin said: 'SGX RegCo is committed to supporting listed companies in adopting the IFRS Sustainability Disclosure Standards. Customers are becoming more discerning about the sustainability credentials of the products and services they consume. 'This in turn will increasingly drive companies to align themselves with the latest standards. Training such as these workshops with ISCA will help companies to meet customer expectations by building up their reporting capabilities.' SGX RegCo is set to partially sponsor the workshop fees for up to 400 attendees. Additionally, ISCA has allocated up to S$6m ($4.5m) for the Polytechnic Pathway Programme, which supports local polytechnic graduates in obtaining the Singapore Chartered Accountant Qualification.
