His Excellency Mohammed bin Mubarak bin Fadel Al Mazrouei, Minister of State for Defence Affairs, inaugurated the conference, which is being held under the theme 'Defence Reimagined: Innovation, Integration, and Resilience.' Organised by ADNEC Group in collaboration with the Ministry of Defence and the Tawazun Council, the event gathers senior leaders, officials, defence and security representatives, academia, and industry stakeholders from the region and beyond. The discussion also highlighted the role of technological innovations from start-ups in enhancing supply chain robustness. The session underscored the importance of the conference in fostering international cooperation and developing defence solutions tailored to global challenges. It reiterated the pressing nature of disruptions caused by geopolitical instability, natural disasters, cyber threats, and global health crises. H.E. General (Ret.) Hulusi Akar, Member of Parliament, Chair of the National Defence Committee of the Grand National Assembly of Türkiye and former Turkish Minister of National Defence, highlighted that global supply chains are increasingly vulnerable, stressing the crucial role of international cooperation in safeguarding them. He noted that artificial intelligence, blockchain, and automation could significantly enhance supply chain protection. 'Speed, innovation, and agility are essential. We must leverage the adaptability and ingenuity of private-sector companies,' he stated. Farooq Al Zeer, Chairman, Logistics Cluster, AD Ports Group, emphasised the importance of rapid response in overcoming challenges. Citing the swift distribution of vaccines in the UAE during COVID-19, he noted that Abu Dhabi Ports' advanced digital and security platforms ensure preparedness for any crisis, enabling continued service delivery even amid global disruptions. Professor ManMohan S. Sodhi, Professor of Operations and Supply Chain Management, Bayes Business School, shed light on two emerging threats to global supply chains: interception and infiltration. He warned that modern geopolitical tactics are evolving, citing cases such as Somali pirates targeting shipments, which could jeopardise entire supply networks. He cautioned that if a single nation gains control over key trade routes, it could lead to conflict. Additionally, he raised concerns about tech giants like Google entering the defence and supply chain sectors, potentially destabilising global security. Tim Cahill, President, Missiles, Fire & Control, Lockheed Martin, noted that global supply chain disruptions are gradually stabilising, although challenges persist—particularly in sourcing critical materials such as titanium. He acknowledged that while the United States recognises the need to restructure supply chains, bureaucratic hurdles slow progress. He emphasised that 'The key solution lies in international collaboration to build resilient global supply chains through strategic partnerships.' Held at the Emirates Palace and organised by ADNEC Group, in collaboration with the Ministry of Defence and the Tawazun Council, the conference brought together high-ranking government officials, defence policymakers, industry leaders, innovators, and representatives of multinational corporations. H.E. Dr. Mohamed Alahbabi, Senior Advisor, Space & Cyber Technologies at EDGE Group, highlighted the growing capacity for satellite launches alongside the challenge of securing data. He stressed the importance of artificial intelligence (AI) and quantum computing in strengthening space systems, predicting significant growth in satellite numbers and military interest in space by 2030. He also underscored the critical need for international cooperation and global policy frameworks to manage space traffic and prevent orbital debris. Clayton Swope, Deputy Director, Aerospace Security, Project & Senior Fellow at the Center for Strategic and International Studies, emphasised the vital role of public-private partnerships and strategic investment in space, particularly in AI and propulsion technologies. He commended the UAE's efforts in fostering local innovation while balancing ecosystem development with global collaboration, noting the importance of clear regulations and policies. Meanwhile, Frank Backes, Chief Executive Officer, Capella Space, discussed the rising real threats in space, stressing the need for greater cooperation between private companies, governments, and civil agencies to build resilient space systems. He highlighted the power of information-sharing and declassifying data to mitigate space-related threats and unlock space's full potential for disaster prediction and asset management. Hasan Al Hosani, CEO, Bayanat, Smart Solutions at Space42, focused on the importance of declassifying information and strengthening collaboration, particularly through the UAE's public-private partnership platform. He highlighted the need for precise data to power AI-driven decision-making and human advancement, while stressing data security and the integration of multi-source remote sensing data. The session also explored the development of advanced technologies for space situational awareness, missile defence, secure satellite communications, and resilient space assets. However, it also addressed counter-space capabilities, which are designed to disrupt or interfere with space-based services, posing significant threats to military operations. The discussion underscored the importance of nations establishing dedicated space forces, commands,strategies, policies, and alliances to navigate the evolving challenges in space security.

Panellists discussed disinformation tactics, the role of artificial intelligence (AI) in advancing misinformation campaigns, and their impact on the stability of societies and political systems. The session examined the techniques used by state and non-state actors, the influence of AI and deepfake technology in misinformation campaigns, the ethical implications of using information as a weapon, and the role of social media platforms in spreading disinformation. It also delved into strategies for detecting and countering misinformation, as well as collaboration between governments, the private sector, and civil society organisations to build a resilient information environment. H.E. Mkhitar Hayrapetyan, Minister of High-Tech Industry, Republic of Armenia, emphasised that Armenian companies are making significant investments in AI solutions. However, while AI brings immense advancements, it also introduces new risks and challenges, making public-private partnerships essential. He stressed that governments must collaborate with civil society to combat fake news and enhance media literacy. Investing in research, development, infrastructure, and regulatory frameworks is crucial to mitigating these risks. He also highlighted Armenia's recent accession to the Paris Declaration, reinforcing its commitment to global cooperation in addressing AI-driven threats. Vice Admiral (Ret.) Kevin Donegan, Former US NAVCENT & Fifth Fleet Commander, Senior Advisor, TRENDS US, noted that while misinformation is not a new phenomenon, its scale and speed have increased dramatically. Both state and non-state actors exploit misinformation to gain strategic advantages, including in global supply chains. Effective countermeasures require trusted information sources, robust cybersecurity policies, and public-private sector partnerships. He added that legislation, such as criminalising deepfake misinformation, can be helpful but is not sufficient on its own. Public awareness, education, and open dialogue are equally critical. He commended the UAE for providing a platform for such discussions and stressed the urgency of taking swift action to safeguard truth and trust in information sources. Liisa Past, Cyber Security & Strategic Communication Expert, Former National Cyber Director, Estonia, described the evolving landscape of information manipulation as 'a world of mutual assured doubt.' She noted that AI is both a threat and a tool, as it enables fake content while also aiding in the detection and countering of false narratives. Meanwhile, Ayesha Manzoor Wattoo, Director General, Pakistan Electronic Media Regulatory Authority, PEMRA, warned of the detrimental consequences of misinformation, particularly in elections, public health, and social stability. She pointed out that false propaganda in Pakistan has eroded trust in democracy, contributed to vaccine hesitancy in rural areas, and had spillover effects in Myanmar and India. To combat this, workshops and grassroots initiatives are being conducted to educate journalists and the public on fact-checking and verifying information before spreading misinformation. The conference, themed 'Defence Reimagined: Innovation, Integration and Resilience' is organised by ADNEC Group in cooperation with the Ministry of Defence and the Tawazun Council.
