Marcos to NIA: Listen to farmers' needs

President Ferdinand ''Bongbong'' Marcos Jr. has tasked the National Irrigation Administration (NIA) to listen to the concerns of farmers and use wisely the farm machinery being provided by the government. ''Kaya po ang hiling ko sa lahat ng kawani ng NIA, ingatan, alagaan, at gamitin ninyo ang mga sasakyan at pasilidad nang wasto,'' Marcos said in his speech Monday. (My request to NIA employees is to take care and use properly the vehicles and facilities.) ''Saksi ako sa inyong sipag [sa] paglilingkod sa ating mga magsasaka. Ngunit, hiling ko sa inyo na paigtingin pa ang inyong pagsisilbi. Makinig sa kanilang mga hinaing,'' he added. (I'm a witness in your hard work when it comes to serving our farmers. I'm requesting that you strengthen your service. Listen to their needs.) Marcos told NIA to immediately address the needs of local farmers. The President led the ceremonial turnover of 229 newly procured operations and maintenance equipment and vehicles under the third tranche of the NIA's Re-fleeting Program at Barangay Wawa in Taguig City. This program supports the President's directive to fast-track irrigation project development as part of broader efforts to strengthen the agriculture sector. As the country faces the effects of climate change and extreme weather conditions, including the El Niño phenomenon, the enhanced fleet enables NIA to respond more effectively to the growing demands of irrigation service delivery. The said agency currently manages 257 National Irrigation Systems and 8,802 Communal Irrigation Systems. The NIA is responsible for the repair, operation and maintenance of major canals and irrigation infrastructure. — RSJ, GMA Integrated News

Telangana objects to AP's plan to draw Polavaram dead storage water; calls it unauthorised

HYDERABAD: The Telangana government has raised strong objections against the Andhra Pradesh government's reported plans to construct a new Lift Irrigation Scheme (LIS) drawing water from the dead storage of the Polavaram Irrigation Project. The Telangana government has called on the Godavari River Management Board (GRMB) to take immediate action as mandated under the Andhra Pradesh Reorganisation Act (APRA), 2014. On Saturday, Engineer-in-Chief (General) G Anil Kumar wrote a letter — a copy of which was accessed by TNIE — addressed to the Polavaram Project Authority (PPA) and the GRMB to prevent the proposal from moving forward. This objection comes in the wake of a news report published in a vernacular daily on May 21, which stated that the Andhra Pradesh government plans to lift water from a 35-metre level in the dead storage of the Polavaram reservoir during the current financial year. The report cited G.O. RT No. 134, issued on April 19, 2021, as the basis for the plan.

Sessions throughout the event showcased cutting-edge technologies and innovative approaches for prolonging dam lifespans and boosting operational efficiency. Among these were advancements in artificial intelligence, particularly its application in monitoring and analyzing dam performance to enhance safety and sustainability. As part of its commitment to knowledge exchange and capacity-building, the corporation's delegation carried out field visits to several major dams in Chengdu. Finally, these visits aimed to foster collaboration with international counterparts and support the ongoing development of national expertise in dam management. Don't blindly carry out suggestions of leaders who lack knowledge: CM Revanth Reddy

HYDERABAD: Chief Minister A Revanth Reddy on Wednesday cautioned officials, particularly those in the Irrigation department, against acting on instructions from political leaders lacking technical understanding. Doing so could result in legal consequences, Revanth said, citing the Vigilance and Enforcement and National Dam Safety Authority (NDSA) reports that pointed to official lapses in the Kaleshwaram project. Speaking at Jala Soudha after distributing appointment orders to 423 newly recruited assistant engineers and junior technical officers, the chief minister accused officials of following directions from former chief minister K Chandrasekhar Rao, whom he said acted 'like an engineer' in overseeing the Kaleshwaram project. Irrigation Minister N Uttam Kumar Reddy, Transport and BC Welfare Minister Ponnam Prabhakar and other officials were present at the event. 'BRS govt spent Rs 2 lakh crore but failed to complete projects' Revanth alleged that projects initiated under the previous BRS government were poorly planned, and stated that it was difficult to predict which structure might fail next. Referring to a recent incident, he stated that some pillars of the Seetharama Sagar project had also collapsed. According to the chief minister, the BRS administration spent nearly Rs 2 lakh crore over 10 years on irrigation projects but failed to complete any.

Govt. committed to completion of pending irrigation projects, says Chief Minister

Chief Minister A. Revanth Reddy has asserted that his government is committed to completing the pending irrigation projects in Telangana and steps are being taken in this direction. The government has, accordingly, prioritised SLBC, Sitarama, Devadula, Nettempadu, Sammakka-Sarakka and other projects for speedy completion. 'The government is working with commitment to complete the pending irrigation projects to harness the irrigation potential in the interests of the people,' he said. The Chief Minister was speaking after distributing appointment letters to newly appointed assistant executive engineers and other officers of the Irrigation department on Wednesday. He described the job in the Irrigation department as an 'emotion' not merely employment and said political parties gained benefits using the emotion. He recalled how the government had recruited personnel for 1,161 posts in the department since it took over the reins and said equitable share in water was one of the main objectives behind the separate statehood movement. Mr. Revanth Reddy wondered why the irrigation projects remained pending despite spending ₹ 2 lakh crore since the formation of Telangana in 2014. 'Why are the projects incomplete 10 years after the State formation? Who have benefitted from the amounts released?' he questioned, exhorting intellectuals and employees to review the developments over the past decade of the BRS rule. The Chief Minister recalled how the Congress, under former Prime Minister Jawaharlal Nehru, prioritised irrigation and constructed major projects which were not disturbed by calamities. But the Kaleshwaram project which was conceived and completed by the previous government collapsed in three years. 'The Kaleshwaram project which involved investment of ₹1 lakh crore did not provide irrigation to at least 50,000 acres. It is the only project in the world which collapsed within three years of its construction,' he said. The project was a lesson on how not to construct a project that would entail severe losses. This could be seen from the fact that the previous government had not conducted soil testing before taking up construction of Medigadda, Annaram and Sundilla barrages. 'This is because of an individual who claims to have read 80,000 books and turned himself into an engineer,' he said. There should be clear demarcation of duties in every field. 'Engineers should discharge their duties and politicians theirs. Engineers should work with discretion as they will be at loss if they listen to advices of politicians with limited knowledge,' he said, expressing concern over the safety of projects taken up during the previous government because of the lopsided policies. Mr. Revanth Reddy said people knew whose negligence resulted in the SLBC project remaining incomplete over the last decade and said the government should take adequate care in the construction of projects. Referring to the Group-I appointments, he said he was aware of the political leaders who were creating obstacles in the recruitment process. The government was, however, committed to overcome the hurdles and complete the recruitment process soon.
