MULUGU: Irrigation and Civil Supplies Minister N Uttam Kumar Reddy on Sunday reiterated that the Congress government is firmly opposed to the Banakacherla and Polavaram projects being taken up by Andhra Pradesh. Reviewing the J Chokka Rao Devadula Lift Irrigation Scheme (JCRDLIS) after visiting the Sammakka Sarakka Barrage and off-take point at Gangaram village in Kannaigudem mandal, Uttam said the project would be a lifeline for upland, drought-prone areas of Telangana and stressed the need to complete it at the earliest. Designed to irrigate 5.57 lakh acres across Hanamkonda, Warangal, Karimnagar, Jayashankar Bhupalpally, Mulugu, Jangaon, Yadadri-Bhuvanagiri, Suryapet and Siddipet districts, the scheme involves a total lift of 469 metres — from +71 m to +540 m — and utilisation of 38.16 tmcft over 170 pumping days annually. It is being executed in three phases with major pump houses, rising and delivery mains, balancing reservoirs and an extensive canal network. The revised cost of the project is Rs 18,500 crore, of which Rs 14,168.49 crore has been spent. An additional Rs 4,331.51 crore is needed to clear contractor dues, complete main delivery encasement works and finish pending land acquisition. Once completed, the project will stabilise existing ayacut, supply drinking water to rural areas, improve crop yields and curb migration from water-scarce regions. Uttam noted that the Congress government, led by then AICC president Sonia Gandhi, launched the project in 2004 and is now determined to finish it. He directed officials to prepare lists of land losers, gather details of land under court stay and submit them to the secretary within days. He dismissed BRS claims of Rs 28 lakh crore interest liability on the Kaleshwaram Lift Irrigation Scheme as false, blaming the previous government's 'irresponsible' approach for the sinking of piers. 'A priority for the govt' Meanwhile, Deputy Chief Minister Mallu Bhatti Vikramarka asserted that the Devadula project is among the highest priorities of the state government and assured people that funds would be released in phases. Around Rs 100 crore is due for land acquisition, including pending bills. The project is providing irrigation to 17 constituencies, and officials have been instructed to ensure water supply for two crop seasons annually. Originally planned to irrigate 5 lakh acres, the project now covers 6 lakh acres, with potential for further expansion. Tenders had been finalised and the project would be completed within a year to provide irrigation to 33,000 acres. Announcing ayacut statistics, Uttam said the scheme will serve three major segments — Nidhanapuram major (13,000 acres), Jamalapuram major (10,000 acres), and Mailavaram major (5,000 acres). Mandal-wise, 12 villages in Madhira mandal would receive water for 13,219 acres and 23 villages in Yerrupalem mandal for 19,800 acres — totalling 35 villages with 33,025 acres. Designed in line with the State's irrigation policy of delivering maximum water at minimal cost, Jawahar LIS, he said, would boost agricultural productivity and serve as a model project for other upland areas. He said the A.P. Chief Minister should reduce the height of Polavaram dam to save those two lakh acres from submergence. He said farmers in the tail-end areas of Madhira constituency suffered immensely as water from the third zone had to first go into Andhra territory before coming back to them, something practically impossible. The TRS during its 10-year rule neglected this problem despite multiple reminders, he charged. It is only after the Congress government came to power that the Irrigation minister shifted the villages in Madhira constituency into the Nagarjunasagar Project second zone and sanctioned ₹600-crore Jawahar Lift Irrigation Scheme to irrigate 30,000 acres, he said thanking Mr. Uttam Kumar Reddy for his pro-farmer initiative. Speedy completion Mr. Vikramarka inspected the Sammakka Sarakka barrage and the off-take point of the Devadula Project in Kannaigudem mandal of Mulugu district on Sunday evening. He, along with Mr. Uttam Kumar Reddy, held a review meeting with the project officials at the site. He said land acquisition costs and other outstanding bills of the J Chokka Rao Devadula Lift Irrigation Scheme (JCRDLIS) totalling around ₹100 crore will be released in a phased manner to ensure its speedy completion. Revised project cost Mr. Uttam Kumar Reddy said the revised project cost is ₹18,500 crore, of which ₹14,168 crore had been spent. An additional ₹4,331 crore was urgently required to clear contractor dues, complete delivery main encasement works and finish pending land acquisition. Hyderabad: In a determined push to resolve Telangana's pressing irrigation and water allocation concerns, State Irrigation and Civil Supplies Minister N Uttam Kumar Reddy met Central Water Commission (CWC) Chairman Atul Jain in New Delhi on Wednesday. The meeting focused on expediting water allocations for two major projects — the Palamuru-RangaReddy Lift Irrigation Scheme (PRLIS) and the Sammakka-Sarakka Barrage, while also raising critical issues related to inter-State water management, infrastructure safety, and backwater impact from the Polavaram project. The Minister requested a total water allocation of 90 tmcft for PRLIS, with an immediate sanction of 45 tmcft in the first phase, citing that Telangana had already complied with all procedural and documentation requirements laid down by the CWC. Similarly, the Sammakka-Sarakka Barrage, located at Thupakulagudem in Mulugu district, is designed to stabilise irrigation for nearly 5.55 lakh hectares under the JChokka Rao Devadula Lift Irrigation Scheme and the Sriram Sagar Project (stages I and II). With a total capacity of 6.94 tmcft, the barrage will also cater to drinking water needs of several villages along its route. Uttam urged the CWC to expedite the allocation of 44 tmcft for the Sammakka-Sarakka project, noting that all necessary maps and documentation had been submitted. He underlined the importance of early approval to ensure that agrarian communities dependent on these projects are not left vulnerable to recurring droughts. In addition to these project-specific matters, the Minister expressed serious concerns over the illegal diversion of Krishna River water by Andhra Pradesh. He called on the CWC to immediately install telemetry instruments at critical points along the river to monitor water flows and prevent unauthorised withdrawals. He pointed out that Telangana had already released its financial share for the installation of these instruments to the Krishna River Management Board (KRMB). Highlighting another major concern, Uttam Kumar Reddy drew attention to the potential backwater threat from the Polavaram Project. He urged the CWC to undertake a fresh assessment of backwater impacts on Telangana's border villages and recommend necessary safeguards to prevent flooding and displacement.
