Japan FM to Asharq Al-Awsat: Two-State Solution Key to Stability, Gaza Humanitarian Crisis Dire
Japanese Foreign Minister Takeshi Iwaya emphasized the need to fully implement the prisoner exchange deal and ceasefire agreement between Hamas and Israel, ensuring compliance with all its provisions before moving to the next phase to achieve long-term regional stability. He underscored the importance of a two-state solution for lasting peace and international security. Separately, Iwaya acknowledged security threats facing Japan, prompting Tokyo to sign an agreement with the United States to work closely toward a "free and open Indo-Pacific," further strengthening the bilateral alliance. In an interview with Asharq Al-Awsat, Iwaya stated that Japan faces a complex security environment, the most challenging since World War Two, due to rapid military advancements, including the enhancement of nuclear and missile capabilities, and increasing pressure to impose unilateral changes to the status quo by force. Japan-Saudi relations On another front, Iwaya revealed that Tokyo signed a memorandum with Riyadh during Saudi Foreign Minister Prince Faisal bin Farhan bin Abdullah's recent visit to establish a Strategic Partnership Council (SPC), chaired by the leaders of both countries, to boost bilateral dialogue and cooperation across various sectors. Japan attaches great importance to its strategic partnership with Saudi Arabia, given its pivotal role among Arab and Islamic nations, Iwaya said. He added that in recent years, bilateral cooperation has expanded significantly under the Japan-Saudi Vision 2030 initiative, moving beyond the traditional energy sector, which is focused on crude oil to include clean energy, tourism, culture, sports, and entertainment. With Saudi Arabia's rapid progress in politics, economy, advanced technologies, culture, and sports, cooperation opportunities between Tokyo and Riyadh are growing. Japan's expertise, advanced technologies, and cultural content contribute to the success of the Kingdom's ambitious projects, including smart cities, tourism, and entertainment initiatives, he said. Iwaya also highlighted Japan's hosting of Expo 2025 Osaka-Kansai, which will pass the torch to Expo 2030 Riyadh. As Saudi Arabia takes on an increasingly significant role in promoting peace and stability in the Middle East, strengthening bilateral cooperation in this domain is essential, he stressed. Strategic dialogue The Japanese foreign minister noted that he held the second strategic dialogue with his Saudi counterpart in Tokyo in February, discussing ways to deepen bilateral relations across multiple sectors and deepen cooperation on regional and international issues. The SPC which will serve as a leadership hub to further elevate bilateral ties, Iwaya said. "This year marks the 70th anniversary of Japan-Saudi diplomatic relations, and I am committed to making every effort to strengthen our partnership." Palestinian issue Regarding Japan's position on the Palestinian issue, Iwaya affirmed that Tokyo is closely monitoring the situation in Gaza and maintaining strong communication with relevant countries and international organizations. He stressed that Japan is actively contributing to global efforts to improve humanitarian conditions in Gaza and support reconstruction while intensifying diplomatic initiatives to achieve a two-state solution and ensure long-term peace and regional stability. Iwaya also highlighted Japan's role in providing humanitarian aid to Gaza and facilitating progress in hostage releases following the ceasefire agreement implemented in January. It is crucial to ensure the full implementation of the agreement and transition to the next phase for lasting regional stability, he said. Syria crisis Iwaya said Tokyo is closely monitoring developments in Syria with deep concern and remains in contact with members of the new government to assess how best to respond to the situation. Japan views the Syrian crisis comprehensively, based on its firm belief in the need to support all Syrians, he told Asharq Al-Awsat. Japan has provided humanitarian aid to those in need, aiming to support them in both the medium and long term. He noted that Japan has contributed to capacity-building efforts for Syria's future and expressed hope for a peaceful and stable transition of power. He emphasized the importance of inclusive political settlement through dialogue among Syrians, pledging that Tokyo would work closely with the international community to achieve this goal. Asian security cooperation On the prospect of forming an Asian alliance to counter China's military expansion and North Korea's missile threats, Iwaya said Japan is making every effort to bolster its defense capabilities in line with national security strategies while strengthening cooperation with like-minded allies. He stressed that Japan is committed to enhancing deterrence and response capabilities within its alliance with the United States, ensuring greater resilience and sustainability. Japanese Ambassador to Saudi Arabia Highlights Strengthening Defense Cooperation
In a significant diplomatic development, Japan's Ambassador to Saudi Arabia has hailed the growing defense cooperation between the two countries, emphasizing the importance of this partnership in enhancing regional security and promoting stability across the Middle East. The Ambassador's remarks reflect the increasing convergence of interests between Japan and Saudi Arabia, particularly in their shared commitment to peace, security, and prosperity in an increasingly volatile global environment. As the Middle East continues to grapple with complex security challenges—ranging from regional conflicts to the threat of terrorism and the evolving nature of defense technology—the growing defense ties between Japan and Saudi Arabia have emerged as a key element in both nations' strategies to ensure peace and stability in the region. The Ambassador's statement comes amid a series of high-level meetings and collaborative defense initiatives that have taken place over the past year, further cementing the strategic partnership between the two nations. This enhanced defense cooperation reflects broader shifts in regional and global security dynamics. Japan, traditionally known for its pacifist foreign policy and strict defense policies, has been increasingly engaging in defense partnerships with nations across the Middle East, recognizing the importance of contributing to regional security efforts. Saudi Arabia, as a key power in the region, has likewise recognized the necessity of diversifying its defense alliances and strengthening its capabilities in the face of evolving threats. The Evolution of Japan-Saudi Defense Ties Historically, Japan and Saudi Arabia have enjoyed a cordial relationship, with a strong focus on economic collaboration, energy trade, and cultural exchange. However, in recent years, their ties have expanded into the domain of security and defense, driven by shared strategic interests and mutual concerns about regional stability. This shift towards defense cooperation has been especially prominent in the wake of heightened tensions in the Middle East, particularly with the ongoing conflict in Yemen, the tensions with Iran, and the instability in neighboring Iraq and Syria. The burgeoning defense relationship between Japan and Saudi Arabia was officially marked by a series of agreements and military dialogues aimed at bolstering both countries' defense capabilities. Japan, a nation with one of the most technologically advanced defense industries in the world, has increasingly sought to share its expertise with Saudi Arabia, particularly in the areas of cybersecurity, intelligence sharing, and defense technology. A key aspect of the growing cooperation has been the strengthening of bilateral military training programs, which have allowed for the exchange of knowledge and best practices in defense operations. These training programs are designed not only to improve the readiness of both nations' armed forces but also to foster greater trust and understanding between the two military establishments. Moreover, Japan has also provided valuable support to Saudi Arabia's defense modernization efforts, assisting in the acquisition and deployment of cutting-edge defense technologies. This cooperation has been crucial in enhancing Saudi Arabia's air defense systems, missile defense technologies, and its naval capabilities, all of which are vital to the Kingdom's security strategy given its geographical location in the Persian Gulf. The increasing defense collaboration between Japan and Saudi Arabia is also reflective of broader shifts in Japan's defense posture. Historically constrained by its pacifist constitution, Japan has sought to redefine its role in international security, particularly in the context of rising regional threats and global security challenges. In this light, Japan's decision to bolster its defense partnerships with key Middle Eastern nations, including Saudi Arabia, marks a significant pivot in its foreign policy. A Shared Vision for Regional Security Saudi Arabia and Japan have consistently expressed a shared vision for promoting peace and stability in the Middle East, with both nations placing a high value on maintaining security in key maritime routes, including the Strait of Hormuz. As two of the world's largest oil exporters, both Japan and Saudi Arabia have a vested interest in ensuring that energy trade flows freely and securely through these vital shipping lanes. Japan, which relies heavily on Middle Eastern oil imports, recognizes the importance of regional stability for its own energy security. The security situation in the Middle East has prompted both nations to expand their defense cooperation beyond traditional military alliances. Saudi Arabia and Japan have increasingly engaged in joint diplomatic efforts, calling for greater regional cooperation to address the pressing security threats posed by terrorism, extremism, and the proliferation of weapons of mass destruction. Their shared commitment to counterterrorism efforts and nonproliferation initiatives has strengthened the strategic ties between the two countries, creating opportunities for collaboration on intelligence-sharing, border security, and the development of joint counterterrorism programs. In addition to these security concerns, both countries have also emphasized the importance of upholding international law and ensuring resolving conflicts through peaceful diplomatic means. This commitment to diplomatic solutions, however, does not diminish the importance of their defense cooperation; rather, it complements it by ensuring that both nations have the necessary military readiness to address any security challenges that may arise. The Saudi leadership, particularly under Vision 2030, has increasingly sought to diversify its defense partnerships, moving beyond traditional alliances with the United States to engage with other global powers, including Japan. This diversification reflects Saudi Arabia's strategic goal of reducing its dependence on any single nation for its defense and security needs, instead fostering a network of strong bilateral relationships that provide greater flexibility and options in times of crisis. Technological and Industrial Cooperation A significant component of Japan-Saudi defense cooperation lies in the area of defense technology. Japan's advanced defense industry has long been recognized for its cutting-edge innovations in areas such as missile defense, robotics, and naval technology. Saudi Arabia, with its ambitious modernization plans for its military forces, has increasingly turned to Japan for assistance in these areas. One of the most notable areas of cooperation has been in missile defense systems. Japan, which possesses some of the most advanced missile defense technologies in the world, has provided Saudi Arabia with expertise in enhancing its air defense systems, particularly in the wake of the growing missile threat from regional adversaries. This has been of particular importance to Saudi Arabia, which has faced missile attacks from Yemen's Houthi rebels, backed by Iran, and has sought to bolster its defense infrastructure to protect its critical infrastructure and citizens. Additionally, Saudi Arabia has shown interest in Japan's advancements in cybersecurity, an area of growing concern in the region as cyber threats become increasingly sophisticated. Japan's expertise in cybersecurity, combined with its technological prowess, provides Saudi Arabia with the tools and knowledge needed to protect its critical infrastructure from cyberattacks that could disrupt both national security and economic stability. Another area of collaboration has been in the maritime domain. Saudi Arabia's strategic location along the Red Sea and the Arabian Gulf has made it a key player in ensuring the security of vital shipping lanes. Japan, with its expertise in naval technology and maritime security, has worked closely with Saudi Arabia to enhance its naval defense capabilities. This includes joint training exercises, the sharing of naval intelligence, and the development of advanced naval systems designed to protect both countries' maritime interests. Diplomatic and Economic Implications Beyond defense cooperation, the growing ties between Japan and Saudi Arabia are also having significant diplomatic and economic implications. The defense collaboration between the two nations is seen as a natural extension of their broader economic and diplomatic relationship. Over the years, Saudi Arabia has become a key partner for Japan in the Middle East, particularly in the fields of energy, trade, and investment. Saudi Arabia is Japan's largest trading partner in the Middle East, with bilateral trade valued at billions of dollars annually. The two nations are deeply intertwined in the global energy market, with Japan being one of the largest importers of Saudi oil. In recent years, the economic relationship has expanded to include investments in infrastructure, technology, and renewable energy, with Japan providing expertise in areas such as clean energy technologies and sustainable development. The strategic defense partnership further strengthens these ties by fostering deeper diplomatic engagement and cooperation. As Japan seeks to increase its influence and presence in the Middle East, Saudi Arabia is an essential partner in advancing Japan's broader geopolitical objectives in the region. The strengthening of defense ties allows for more coordinated diplomatic initiatives and provides both countries with a framework to collaborate on regional security issues that impact their economic and political interests. Future Prospects and Challenges As Japan and Saudi Arabia continue to deepen their defense cooperation, the future prospects of this partnership are promising. Both countries have recognized the importance of maintaining regional stability and have expressed a commitment to continued collaboration in the defense, security, and technological fields. However, there are also challenges to overcome, including the need to ensure that their defense cooperation is in line with international norms and that it does not provoke tensions with other regional powers, particularly Iran. Moreover, as both nations navigate the complexities of global defense alliances and shifting geopolitical dynamics, it will be crucial for them to maintain a balanced approach to their military engagements, ensuring that they contribute to broader regional stability and do not escalate existing conflicts. Japan's Ambassador to Saudi Arabia has underscored the growing importance of bilateral defense cooperation between the two nations, highlighting its potential to enhance security, stability, and prosperity in the Middle East. This partnership is a testament to the evolving nature of global alliances and the shifting dynamics of regional security, with Japan and Saudi Arabia working together to tackle the challenges of the 21st century. Through continued diplomatic engagement, technological collaboration, and military cooperation, the two countries are poised to play a critical role in shaping the future of security in the Middle East and beyond.
