9 Maoists lay down arms in Bijapur, 6 carried 24L bounty

Raipur: Nine Maoists, including six with a cumulative bounty of Rs 24 lakh, surrendered before police and paramilitary officials in Bijapur district of Bastar division in Chhattisgarh on Wednesday. The surrendered rebels included members of company number 1, platoon number 12 and 13 of Marh division, as well as members from the technical team of south Bastar division and DGN (Dhamtari-Gariaband-Nuapada) division. Among them were two area committee members, a DAKMS member, and a commander of the Bhoomkal militia. They were identified as Baksu Oyam carrying Rs 8 lakh bounty, active since 2007, a party member of company number 1, Budhram Potam, carrying cash reward of Rs 5 lakh, an ACM of platoon 12, active since 2000, Hidma alias Hiriya worth Rs 5 lakh, ACM of platoon 13, and those carrying Rs 2 lakh bounty were Mangu Uika alias Toggi from South Bastar's technical team, Roshan Karam alias Ajit from Chinnapalli area committee under DGN division and Manglu Podiyam, a party member from Bhairamgarh area committee. The others were DAKMS members Kamlu Hemla and Budhram Hemla, and Pandru Punem alias Padkhuta, Bhoomkal militia commander of Mankeli, active since 1997. The cadres cited disillusionment with the ideology, internal conflict within the organisation, and aspiration for a peaceful family life as key reasons for leaving the insurgency. The trend continues this year with 466 surrenders and 189 Maoists neutralised across Chhattisgarh. SP Jitendra Kumar Yadav urged remaining Maoists to abandon violence. "Return to the mainstream. The state govt is committed to giving you a life of dignity, safety, and opportunity," he said, appealing to Maoists to "reject extremist ideologies propagated by external elements" and embrace peace. Each surrendered Maoist was awarded Rs 50,000 as incentive under the state's surrender and rehabilitation policy. The surrender took place in presence of DIG Dantewada ange Kamalochan Kashyap, DIG CRPF Bijapur B S Negi, SP Bijapur Jitendra Kumar Yadav, and senior officers from the DRG, STF, and CoBRA battalions (201, 202, 210), and CRPF 199 & 85 battalions. Under the new rehabilitation programme, surrendered Maoists are supported with financial aid, housing, education, and job training.

Last Updated: Bijapur, Aug 6 (PTI) Nine Naxalites, including six carrying a collective bounty of Rs 24 lakh, surrendered in Bijapur district of Chhattisgarh on Wednesday, police said. They turned themselves in before senior police and Central Reserve Police Force (CRPF) officials, citing their frustration with the 'hollow" Maoist ideology, atrocities on innocent tribals and growing internal differences within the banned outfit, said Bijapur superintendent of police Jitendra Kumar Yadav. The surrendered cadres include Baksu Oyam (27), a party member in the Maad division of Maoists who carried a reward of Rs 8 lakh, and two area committee members, Budhram Potam (36) and Hidma alias Hiria (26), carrying a bounty of Rs 5 lakh each, he said. Three others are identified as Mangu Uika (38), Roshan Karam (24) and Manglo Podiam (23), who carried a reward of Rs 2 lakh each on their heads. Police said the surrendered Naxals were impressed by the 'Niyad Nellanar' (your good village) scheme of the state government, the new surrender and rehabilitation policy, and 'Poona Margham (Rehabilitation for Social Reintegration)- a rehabilitation initiative launched by Bastar Range police. All the surrendered Naxalites were provided with assistance of Rs 50,000 each. They will be rehabilitated as per the government's policy, police said. Police said 277 Naxalites have surrendered in Bijapur district so far this year. Several Maoists have been quitting violence and surrendering after being impressed with 'Niyad Nellanar' and the new surrender and rehabilitation policy of the state government, police said. These initiatives have been introduced to promote peace and development in Naxal-hit areas. Various facilities are being provided to the surrendered Maoists, such as rehabilitation, employment, and education. Besides, relief and rehabilitation are being provided to people affected by Maoist violence, police said. Maoist-hit Bijapur gets closer to mainstream, one mobile tower at a time

A mobile tower may be ubiquitous in most parts of India, but in Bijapur, a sprawling 6,500 sq km district in Chhattisgarh that is one of the worst-hit by Left-Wing Extremism, it is a means to bring villagers living under the shadow of Maoists closer to the mainstream. Over the last 18 months, as operations against Maoists have picked up pace, the local administration has also embarked on a mission to bolster mobile connectivity, installing twice as many mobile towers as compared to the previous two years. The Bastar region comprises seven districts — Bastar, Kondagaon, Kanker, Narayanpur, Dantewada, Bijapur and Sukma. A look at anti-Maoist operations indicates Bijapur is the worst-hit, which makes implementing development activities a challenge, officials say. According to officials, Maoists destroy mobile towers as they believe these will help police informers in remote villages alert security forces. Maoists have set on fire eight mobile towers in the district since 2022, including six in 2024-2025. However, the pushback by forces since 2024 has helped the administration install 48 mobile towers between January 2024 and June 2025, providing coverage to 110 villages in Bijapur. In comparison, 24 towers were installed in 2022 and 2023. One of the mobile towers installed last month was in the Kutru area, where eight security personnel and a civilian driver were killed in an IED blast in January. 'As of mid-2025, significant strides have been made in enhancing mobile connectivity across Bijapur, particularly in its remote and previously insurgency-affected areas. Bijapur likely has around 45% of its villages covered by mobile network, with approximately 300 villages having coverage, many of which are currently part of ongoing government tower deployment efforts,' District Collector Sambit Mishra told The Indian Express. Still, nearly 400 villages in Bijapur district continue to experience limited networks. Detailing the challenges, Bijapur SP Jitendra Kumar Yadav said, 'We made 20 camps in the last two years. It is difficult to install mobile towers; in the last two years, six towers have been sabotaged. We are able to install towers close to the camps. In a security vacuum, this is always difficult.' 'Ongoing initiatives are expected to continue to bridge these gaps, bringing essential services and connectivity to all corners of the district. Erecting mobile towers is challenging due to tough terrain, limited connectivity, and persistent security threats. Yet, every mobile tower we install brings a village closer to the mainstream — enabling digital access, financial inclusion, and emergency services. The grateful smile on the face of the villagers makes every effort worth it.'

Twenty-four Naxalites, including 14 with a total reward of Rs 28.50 lakh on their heads, surrendered in Bijapur district of Chhattisgarh on Monday, a police official said. The surrender comes amid a massive anti-Naxal operation involving around 24,000 security personnel underway on hills of Bijapur bordering Telangana since April 21. The surrendered Naxalites include 11 women, the official said. "They cited disappointment with the inhuman Maoist ideology, atrocities on local tribals by ultras and growing differences within the outlawed outfit. They are also impressed by 'Niyad Nellanar' (your good village) scheme of the state government aimed at facilitating development works in remote villages around security camps," Bijapur Superintendent of Police Jitendra Kumar Yadav said. "The surrendered cadres belong to different formations of east Bastar division, Partapur area committee and west Bastar division of the Maoists. Of them, Sudru Hemla (33), a member of Bhairamgarh area committee, and Kamli Modiam alias Urmila (36), Partapur area committee member, carried rewards of Rs 5 lakh each on their heads," he said. Jaymoti Punem (24) and Mangu Punem (21) carried a reward of Rs 3 lakh and Rs 50,000, respectively, the SP added. "Shamnath Kunjam (40), Chaitu Kursam (30), Buchchi Madvi alias Roshni (25), Sukhmati Ursa (28) and Somli Hemla (45) carried a bounty of Rs 2 lakh each, while Bujji Padam (20), Sukko Punem (28), Hidme Veko (22), Soni Korsa (30) and Lachha Tati (25) were carrying reward of Rs 1 lakh each," Yadav informed.
