5 students arrested for being alleged source of ‘tuklaw' in Puerto Princesa

Authorities arrested five students who were the alleged source of 'tuklaw' or black cigarettes that were used by three youngsters and caused seizures in Puerto Princesa City, Palawan. According to Jun Veneracion's report in '24 Oras' on Thursday, the suspects arrested in a buy-bust operation were aged between 19 to 25. 'Ito kasing nahuli natin is the identified source of the tuklaw na may synthetic cannabinoid nga dito sa Puerto Princesa,' said Police Col. Cristine Tabdi, Puerto Princesa City Police Station acting director. (These people we arrested were identified as the source of tuklaw containing synthetic cannabinoid here in Puerto Princesa.) Aside from synthetic cannabinoid, authorities also seized marijuana from the suspects during the operation. The suspects are now facing charges for violation of the Comprehensive Dangerous Drugs Act. GMA Integrated News is trying to get comments from the suspects. Meanwhile, the Philippine National Police (PNP) said that it is still looking for other suspects behind the proliferation of 'tuklaw' in the country. 'Marami pa ang ating tinitingnan na mga tao at sisiguraduhin nating na hindi ito maglipana pa,' said PNP chief Gen. Nicolas Torre III. (We are looking into several individuals and we will make sure that these will no longer proliferate.) The Philippine Drug Enforcement Agency earlier said that the synthetic cannabinoid found in the 'tuklaw' puffed by several individuals in separate incidents in Quezon City and Palawan caused their seizures. Investigation by the PNP showed that 'tuklaw' is being sold by the suspects online. One milliliter of synthetic cannabinoid is being sold for P300. But the police are still investigating where the suspects get their supply, the report said. 'May mga illicit trading routes na tinitignan natin na maaring pinagdadaanan ng mga substance na ito,' said Torre. (We are looking into illicit trading routes where these substances pass through.) Further, the PNP warned minors from trying 'tuklaw' and other illegal drugs. 'Walang mabuting idudulot sa inyo 'yan. Ang bottomline lang diyan, wala pa akong nakitang adik na maganda at gwapo….Tignan niyo ang before and after, artista napakaganda, na-adik, tignan mo itsura,' said Torre. What was supposed to only be a simulation turned out to be a real-life police response as the Department of the Interior and Local Government and the Philippine National Police tested the country's latest 9-1-1 response technology on Wednesday. In Jun Veneracion's report in '24 Oras,' the police responded to a 9-1-1 call from Panabo, Davao del Norte which was witnessed by PNP chief General Nicolas Torre III from Camp Crame in Quezon City. The caller sought help because of a suspicious man who checked in at a small hotel. The man is also the suspect in an earlier shooting incident in Tagum City, the report said. The police response was caught in real-time through body cameras worn by responding cops. 'Despite the technology we are using, we are doing very well. But sa bagong sistema natin I think the PNP will have a better response time,' said Department of Interior and Local Government (DILG) Secretary Jonvic Remulla. The new 9-1-1 system will be operational by the middle of August. The system is from a technology provider that won the bid for a contract worth over P1.4 billion. Among the features of the latest system is the capability to detect the location of the caller. 'Ang features niya ay language sensitive. So kung tatawag ka sa Pampanga, Kapampangan ang sasagot sa iyo,' said Remulla. (Among the features is that it is language sensitive. For instance, if you call from Pampanga, you will receive a response in Kapampangan.) Nearly 100 individuals were arrested during an alleged illegal raffle event in San Vicente, Tarlac. According to Jun Veneracion's report on '24 Oras' on Thursday, about 200 cops raided the raffle event that was being live-streamed. Among those arrested were the financiers of the raffle. The event also did not have a permit from the government. 'Doon sa venue 1,000 mahigit yung tao doon and based on the law on illegal gambling, financiers, bettors, everybody puwedeng makasuhan. Sinegregate lang muna namin yung mas malalaking pasimuno,' said Philippine National Police Anti-Cybercrime Group acting director Police Brigadier General Bernard Yang. (More than 1,000 people were at the venue at that time and based on the law on illegal gambling, financiers, bettors could be charged. We prioritized the big people behind it.) For only P20 per ticket, one can win P2 million worth of prizes, including a brand new SUV. But authorities found out that the raffle winners are already predetermined. 'As alleged, wala talagang legitimate winners na na-identify. As alleged, sabi ng mga ibang tumataya, yung mga nanalo it belongs doon sa inner circle, parang luto na ito,' said Yang. (As alleged, there were really no legitimate winners identified. Other bettors also claimed that the winners were those part of the inner circle.) The operators of the illegal raffle draw have operated for five years using the 'tambiolo system,' the report said. The draws used to be done monthly in various parts of Luzon. The arrested suspects are now detained at the Tarlac Provincial Police Office for illegal gambling charges. 8 police chiefs removed for failure to implement ‘5-minute response' policy

Eight police chiefs in Metro Manila were removed from their posts for failure to implement the Five-Minute Response Time policy, according to Jun Veneracion's report on Super Radyo dzBB. PNP chief Police General Nicolas Torre III said in an interview with reporters that the the police officials refused to comply with the policy. The cops were stationed in Navotas, Caloocan, Valenzuela, Mandaluyong, Marikina, San Juan, Parañaque, and Makati, according to PNP spokesperson Brigadier General Jean Fajardo. Meanwhile, Torre said more police officials are expected to be removed from their posts, including provincial directors in Central Visayas. Torre added there are already replacements lined up for the removed officials. The PNP previously said that the 5-Minute Response Time Strategy serves as a major departure from traditional precinct-based policing, making the police presence a more mobile, proactive, and people-centered approach. Authorities have arrested a Chinese man who allegedly was an official in a now-shuttered Philippine Offshore Gaming Operators (POGO) outfit in Makati City. In Jun Veneracion's exclusive report on '24 Oras" on Thursday, security personnel could be seen trailing the suspect in a five-star hotel in Makati. Upon exiting the hotel, he was arrested. 'Dahil luxury hotel po ito, iniiwasan po na magkaroon ng scandal at the same time commotion sa loob,' said Makati Police spokesperson Police Captain Jenibeth Artista. (Because this was a luxury hotel, there was a need to avoid creating a scandal and commotion on the premises.) The man is facing 18 counts of qualified theft. 'Siya po ay isang finance executive so siya po ang nagma-manage ng expenses, cash transactions within and outside ng company po,' Artista said. (He was the finance executive who manages the expenses and cash transactions within and outside the company.) According to information acquired by the Makati police intelligence unit, the suspect supposedly took millions in cryptocurrency. The suspect said he was caught off-guard since he was unaware there were any charges filed against him.
