KUTS Phase 1 slightly behind schedule, says minister

KUCHING (May 27): Phase 1 of the Kuching Urban Transportation System (KUTS) has achieved 29.89 per cent actual progress as of April this year, slightly behind the actual estimated progress of 33.86 per cent for the month, the august House was told yesterday. 'KUTS, a flagship initiative under Sarawak's land transport transformation agenda, also supports the National Green Investment Strategies and the National Energy Transition Roadmap. 'To date, six infrastructure packages under KUTS have been awarded. Two have already been completed which is the Advanced Ground Foundation Works for the Rembus Depot, and a 3km stretch in Samarahan essential for the Proof of Concept trial run,' he said in his winding-up speech for his ministry. Lee said the remaining four packages—Rembus Depot Infrastructure Package, Blue Line Package 1, Blue Line Package 2, and the Red Line Package—are currently under construction. 'Preparations for the tendering of the Green Line infrastructure package are also underway,' he added. Apart from that, he highlighted national efforts complementing Sarawak's green mobility agenda, particularly the RM15 million Mobile Hydrogen Refuelling Station pilot project launched in Putrajaya. Lee also noted that the transport sector currently contributes about 16.3 per cent of the country's greenhouse gas emissions. 'This pilot project, alongside Sarawak's progressive hydrogen agenda, reinforces Malaysia's commitment to net-zero emissions by 2050 and supports our vision of becoming a regional hub for hydrogen mobility,' he said. RM6 billion allocated for Kuching Urban Transportation System
KUCHING: The state government has allocated RM6 billion for the Kuching Urban Transportation System (KUTS), said state Transport Minister Datuk Lee Kim Shin today. He said of the amount, the capital expenditure has reached RM1.03 billion, underscoring the Sarawak government's strong financial commitment to this transformative project. "As of April 2025, the overall actual progress for KUTS Phase 1 stands at 29.89 per cent, against 33.86 per cent, which includes design and engineering works, system works, procurement, land acquisition and construction activities," Lee said in his winding up speech at the Sarawak Legislative Assembly. "As of today, a total of six infrastructure package contracts have been awarded under the project," he said, adding that out of these, two packages have been successfully completed — the advanced ground foundation works for the Rembus Depot and the construction of a three-kilometre stretch essential for the proof of concept (POC) trial run in Samarahan. He added that the remaining four packages were currently in progress, including the Blue Line Package 1, Blue Line Package 2, and the Red Line Package. He said the infrastructure package for Green Line is presently in the preparatory stage for tender. Lee said the state government was emphasising on green agenda in the transformation of the public transport system through initiatives such as development of KUTS, which will be powered by clean hydrogen energy. He said the initiatives reflect Sarawak's commitment to the National Green Investment Strategies and the National Energy Transition Roadmap (NETR). On the proposed development of the new Kuching International Airport (KIA) at Tanjung Embang in Kuching district, Lee said his ministry has recently appointed an international consultant in joint venture with a local consultant to undertake the site verification and feasibility study, marking a significant milestone in the early planning phase. He added the next phase, under the 13th Malaysia Plan (13MP), will involve the formulation of a comprehensive aerotropolis master plan and detailed design of the new airport, covering all critical components such as terminal capacity, runway systems, airside and landside facilities, multimodal connectivity and scalability to meet future passenger and cargo demands. "This will prepare us for the subsequent construction phase of the new airport," he said. Lee said he was unable to provide the total cost of the new airport at this moment as the site verification and feasibility studies have yet to be completed before; thus any realistic cost estimation cannot be made. He said the construction of the new Kuching International Airport is a commitment to build critical infrastructure that supports economic transformation and positions Sarawak as a leading regional hub in the Borneo region.

The Deputy Minister of Transport revealed that the section will include two elevated ART stations. 'One will be located in front of Vivacity Megamall and the other near Kuching Lodge School,' he said during the question-and-answer session at the State Legislative Assembly (DUN) today. He was responding to See Chee How's (Independent-Batu Lintang) question on the progress of Phase 1 of the KUTS project involving the ART. 'The operations of KUTS Phase 1 will be carried out in stages, with the first section under the Blue Line from Rembus to Riveria, now anticipated to begin in the fourth quarter of 2026,' he said. He said work progress on the KUTS Phase 1 Project now stands at 29.89 per cent compared to the planned 33.86 per cent. According to Dr Jerip, the variance of -3.97 per cent is due to construction delays. He added ART operations will be carried out in stages, with full operations expected to commence in 2028. On the Transit Signal Priority (TSP) system planned for the Batu Lintang area, Dr Jerip said there will be one TSP junction in Batu Lintang, located at the Jalan Bampfylde-Jalan Batu Lintang traffic light junction, near Kuching Water Board. He said there will also be a station at SM12, Batu Lintang, which is in front of Public Works Department Kuching Divisional Office, with an elevated design.

Phase 1 of Kuching Urban Transportation System project almost 30% complete, says state govt
KUCHING: The overall progress of phase one of the Kuching Urban Transportation System (KUTS) project stood at 29.89% as of April this year, the Sarawak Legislative Assembly was told. State Deputy Transport Minister Datuk Dr Jerip Susil said this was slightly behind the planned schedule of 33.86%. He said the operations of phase one would be carried out in stages, with the first section of the Blue Line from Rembus to Riveria now anticipated to begin in the fourth quarter of next year. "This is later than the initially targeted date due to construction delays," he told See Chee How (IND-Batu Lintang) during question time on Tuesday (May 20). Dr Jerip also said the full operation of the entire phase one was expected to commence in 2028. To a supplementary question from See, he said two elevated autonomous rapid transit (ART) stations would be built along Jalan Wan Alwi within the Batu Lintang constituency under phase one of KUTS. "The entire stretch of Jalan Wan Alwi is constructed as an elevated alignment or lane, with two elevated stations, one in front of Vivacity Megamall and the other near Kuching Lodge School. "Meanwhile, there will be one station in front of the Public Works Department divisional office with an elevated design for Batu Lintang area," he said. Phase one of the KUTS project involves three ART lines totalling about 69.9km with 31 stations. The Blue Line runs for about 27.6km from Rembus in Kota Samarahan to Hikmah Exchange in the city centre, the Red Line (about 12.3km) from Kuching Sentral to Pending and the Green Line (about 30km) from Pending to Damai Central.
