Kalaburagi: Prof M Govinda Rao, president of the Karnataka Regional Imbalance Remedial Committee, announced that a comprehensive report aimed at reducing regional inequality in the state will be submitted to the state govt in Oct. Rao emphasised the need for Kalyana Karnataka Region Development Board (KKRDB) to develop five-to ten-year vision plans for the all-round development of the region, with the goal to boost the per capita income and human development index of the marginalised populations. During a meeting held at the KKRDB Hall in Kalaburagi, which was attended by board members and officials from various departments, Rao said the priority sectors should be improved over the next five or ten years. Referring to Dr DM Nanjundappa's report, Rao noted that "In all sectors where this region is lagging behind, the board should take action to overcome the deficitS." He suggested that the govt be presented with an action plan. "Instead of granting funds indiscriminately, attention should be focused on the priority sectors," he said. To address the region's backwardness, Rao suggested amending the Constitution and implementing Article 371(J) more effectively. He stated that the regular supervision of infrastructure works funded by the board on a daily basis, is essential to ensure accountability. "Spending money is not enough, people should see change. Rao pointed out that compared to other regions, the KKRDB is receiving substantial funding through special reservation provisions. "Funds are being released and these should be utilised efficiently," he added. KKRDB president Ajay Singh said in the past two years, the board has implemented effective programmes in health, education, employment, and forest innovation. He noted that in a cabinet meeting held in Kalaburagi last Sept, Rs 857 crore was approved for the health department, with Rs 300 crore already sanctioned. "The board is making all efforts to improve the region's health infrastructure by allocating more funds," Singh stated. He added that an industrial hub is being established to foster industrial growth and create employment opportunities.

Chairperson of the Karnataka Regional Imbalances Redressal Committee M. Govinda Rao has emphasised the urgent need for the Kalyana Karnataka Region Development Board (KKRDB) to formulate a long-term, five or 10 years, vision plan aimed at improving per capita income and the Human Development Index in the region. Addressing a review meeting of KKRDB officials and district department heads at the KKRDB headquarters in Kalaburagi on Thursday, Prof. Rao said that the board should move forward with clearly defined priorities for the next decade. 'The board must focus on reducing regional disparities by targeting sectors identified as lagging in the D.M. Nanjundappa report. A clear action plan must be developed to address these gaps and submitted to the government. Rather than trying to fund everything, the KKRDB should channel resources into priority sectors to ensure meaningful outcomes. It is not enough to merely spend funds, as results must be visible and impactful in the lives of people,' he said. Prof. Rao noted that no other regional board in Karnataka receives as much funding as the KKRDB, thanks to the special provisions under Article 371(J) of the Constitution. 'Thousands of crores have been released. It is our responsibility to ensure that this money is used effectively and with accountability,' he stressed. Board plan Speaking at the meeting, KKRDB Chairperson Ajay Singh highlighted several impactful initiatives undertaken in the past two years in sectors like health, education, employment and forest conservation. 'During the Cabinet meeting in Kalaburagi in September last year, the board received approval for ₹857 crore in health projects alone. Of this, more than ₹300 crore has been utilised. Plans are also under way to establish an industrial hub to boost employment in the region,' he said. Secretary of the board Nalini Atul presented the board's progress report revealing that ₹5,000 crore was allocated for 2025-26 with 60% (₹3,000 crore) of the amount earmarked for micro and macro development projects, while 31% will supplement State government schemes. 'The remaining funds are reserved for discretionary and administrative use,' he said. Committee member Sangeeta Kattimani, Planning and Statistics Department Secretary and Committee member secretary R. Vishal, Chairperson of KKRDB's Education Expert Committee Chhaya Devagawkar, Deputy Commissioner B. Fouzya Taranum, Zilla Panchayat CEO Bhanwar Singh Meena, City Corporation Commissioner Avinash Shinde and other senior officials attended the meeting. Engagement with civil society organisations Following the review meeting, Prof. Rao also held a consultation with civil society organisations, gathering inputs on a wide range of development issues such as agriculture, irrigation, health, education, and unemployment. Stakeholders placed several demands including the establishment of a Railway Divisional Office in Kalaburagi, AIIMS and IIIT campuses, national project status for the Upper Krishna Project, and a special industrial incentive policy. Governor approves ₹5,000 crore KKRDB action plan for 2025–26

Governor Thaawarchand Gehlot has approved the ₹5,000-crore action plan for the year 2025–26 prepared by the Kalyana Karnataka Region Development Board (KKRDB), giving a major boost to development initiatives across the region. Jewargi MLA and KKRDB chairperson Ajay Singh, who released a press note on Thursday, said the approval came in the third week of July after Chief Minister Siddaramaiah submitted the plan for the Governor's assent. 'The early clearance this year will allow the board to begin implementation well on time and take up more development works with added momentum,' he said. The current year's action plan was finalised during the KKRDB board meeting on May 10, 2025, in the presence of elected representatives, including MLAs, MPs, and Ministers. Mr. Singh said the action plan was prepared based on recommendations of the Nanjundappa Committee and in line with the Comprehensive Development Report (CDR) index. The allocation has been planned proportionately to the population and categorised under micro, macro, discretionary grants, and administrative expenses, he added. 'In previous years, there had been delays in approval. For instance, the 2023–24 plan was cleared in December, even though the board met in August and submitted the plan soon after. Despite the delay, the board implemented projects worth ₹2,009 crore across key sectors like education, health and infrastructure by the end of March,' Dr. Singh noted. He said this year's action plan was prepared within the fiscal limits set by the State Budget and duly cleared by the Finance Department. 'We had received permission from the Finance Department to prepare a ₹5,000 crore plan, and it has now been approved by the Governor without delay,' he added. The board had submitted the draft to Raj Bhavan promptly after the Chief Minister's approval, and Dr. Singh personally met the Governor to thank him for the swift response. 'The Governor's timely approval in July itself has given Kalyana Karnataka a new impetus for development. It allows us to begin implementation at the earliest and ensure speedy progress in backward areas,' Dr. Singh said.

Kalaburagi: District minister Priyank Kharge announced initiatives for environmental conservation through sapling plantation under the 'Hasiru Patha' programme across the Kalyana Karnataka region on Saturday, July 5, including Kalaburagi city. During a press conference at the DC's office, he detailed that the Hasiru Patha, Kalyana Patha, and Pragati Patha programmes are focusing on plantation activities, welfare schemes, road development, and essential infrastructure improvements in Karnataka's rural and urban areas. He elaborated that this five-phase project involves collaboration between multiple entities, including the Kalyana Karnataka Region Development Board, rural development and panchayat raj department, forest department, Kuda, Kalaburagi corporation, and other relevant departments. With state forest coverage at 22% and the Kalyana Karnataka region at 2%, the forest department initiated the 'Hasiru Patha' programme to increase forest cover through systematic plantation drives. The programme will be launched in Kalaburagi by leader of opposition in Rajya Sabha Mallikarjun Kharge, with forest minister Eshwar Khandre in attendance. The minister outlined plans to plant saplings across 9,000 hectares along the 1,848 km road network in the Kalyana Karnataka region, allocating Rs 53.5 crore under the Vanamahotsava scheme. The ''Hasiru Patha' scheme includes plantation along 5,000 km of roadsides across the state under the NREGA scheme. A dedicated application enables geo-tagging and satellite tracking of the planted saplings. Under the 'Manegondu Mara' project, 37,100 saplings are being distributed to households in Kalaburagi city, with an allocation of Rs 60 lakh. The 'Pragati Patha' scheme involves the development of 8,150 km of rural roads statewide, with an estimated budget of Rs 7,000 crore. For the Kalyana Karnataka region, road development is allocated at Rs 5,000. A joint initiative by KKRDB, Corporation, and GDA aims to revitalise 30 parks in Kalaburagi city, alongside the restoration of lakes and kalyanis with Rs 38 crore funding. The first phase encompasses development projects including Appa lake (Rs 3 crore), Khajakotanur lake (Rs 5 crore), Kapanur Kalyani (Rs 10 crore), Bahmani Fort (Rs 19 crore), and the creation of tourist attractions. Additionally, Rs 30 crore has been allocated for developing 25 junctions and circles in Kalaburagi city. Priyank Kharge emphasised their commitment to maintaining the planted saplings, working towards establishing a clean, attractive, and environmentally sustainable Kalaburagi.
