Report on Vision Plan 2031 by mid-December
The Karnataka State Policy and Planning Commission will submit a report on Vision Plan 2031 to the State government by December 15 after completing the process of formulating a human development and sustainable district development plan, Deputy Chairman of the commission B.R. Patil has said.
Chairing a meeting to review the progress of works in seven districts of Kalyana Karnataka here on Tuesday, Mr. Patil said that as a first step, it is essential to effectively analyze the actual situation by gathering department-wise information.
He instructed officials to organize village-level meetings in rural and urban areas in the second stage by August 15. Further, meetings of gram panchayats, taluk panchayats and urban local bodies should be organised in the third and fourth stages by September 15 and in fifth stage, the taluk planning and development committees should prepare a comprehensive report.
In the sixth stage, zilla panchayat meetings should be organised by September 30, he said and suggested that a district planning committee meeting be organised by October 10.
To consolidate and integrate plans of various districts, the Karnataka State Decentralised Planning and Development Committee should organize a meeting by October 20. Further, the State Policy and Planning Commission will hold a meeting by November 30. Eventually, the report with focus on increasing the human development index will be submitted to the State government by December 15, Mr. Patil said.
He also directed the officials concerned to submit comprehensive information at the respective stages to the relevant committees.
'If the process is expedited and the five-year plan report is submitted to the State government by December 15 as planned, it will help in formulating future budgets and plans. Chief Minister Siddaramaiah has instructed me to ensure the report is submitted within the deadline,' he added.
He said that there is no dearth of funds as the State government has allocated ample funds for taking up development works under the Kalyana Karnataka region Development Board (KKRDB).
Sustainable development
Mr. Patil suggested to the officials to avoid allocating funds to programmes that do not achieve the expected level of success and advised them to focus on spending more funds on programmes related to education, health and eradication of malnutrition.
Many programmes remain incomplete due to lack of coordination in the policy, planning and implementation stages. He asked officials to avoid such programmes and take steps for sustainable development and ensure their implementation.
KKRDB Secretary Nalini Atul and Chief Executive Officers of all the seven Zilla Panchayats in the region, including Bhanwar Singh Meena, Girish Badole, Lavish Ordia, Varneet Negi, M.D. Haris Sumair, and officials of Agriculture, Education, Horticulture and Health departments were present.
