Boost for Bahrainisation

Bahrain has achieved its two key annual targets for the employment and training of Bahrainis by the end of the first quarter of 2025. This was outlined in a memorandum submitted by the Ministerial Committee for Community Services on labour market indicators for the first quarter of 2025, highlighting the progress toward annual employment and training goals. The memorandum was among several reviewed and approved during the weekly Cabinet meeting held yesterday at Gudaibiya Palace, chaired by the Deputy Prime Minister, His Excellency Shaikh Khalid bin Abdulla Al Khalifa. By the end of March, 24% of the annual target to employ 25,000 Bahrainis had been met, alongside 25% of the annual target to integrate 8,000 Bahrainis into the labour market. In terms of training, 28% of the goal to train 15,000 Bahrainis annually had also been achieved. These results reflect the agreements reached with the Legislative Authority during discussions on Bahrain's general budget for the 2025–2026 fiscal years, and align with the ongoing implementation of the National Labour Market Plan (2023–2026). Bahrain-Kyrgyz ties The Cabinet affirmed the importance of the discussions held between His Majesty King Hamad bin Isa Al Khalifa and Kyrgyz President Sadyr Japarov in strengthening bilateral cooperation and enhancing investment opportunities between the two countries. It also highlighted the significance of the agreements and memoranda of understanding signed during the visit, following a report submitted by the Minister of Foreign Affairs on the outcomes of the discussions and agreements. The Cabinet commended the success of the Social Housing Innovation Summit and Exhibition, held in line with the directives of HM King Hamad to accelerate the allocation of 50,000 housing units and enhance public services for Bahraini families. The event was inaugurated, on behalf of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, by H.E. Shaikh Khalid bin Abdulla. The Cabinet highlighted the strong interest shown by citizens in the new housing financing options and the active engagement of the private sector. It expressed appreciation to the Ministry of Housing and Urban Planning and Eskan Bank for organising the initiative, aligning with the directives of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, to broaden awareness of available financing programmes.

Plan to scrap fees for mediator listing

A revised mediation law, drafted by the government to waive registration fees and loosen entry rules, is now being examined by Parliament. The move follows a referral by Deputy Prime Minister, His Excellency Shaikh Khalid bin Abdulla Al Khalifa. The changes target Article 3 of Decree-Law No. 22 of 2019, which set the framework for mediation in civil and commercial disputes. The proposed revision would strike out the paragraph requiring approved mediators to pay fees for listing or renewal in the official register held by the Ministry responsible for justice. The aim, set out in the explanatory note, is to draw in more experienced hands — retired judges, lawyers, professionals — by lowering the cost of entry, and with it, give mediation a firmer place in settling rows outside court. The requirements to be listed remain: applicants must be legally competent, known for integrity, free of convictions for dishonour or breach of trust, and must not have been struck off or dismissed for disciplinary reasons. If any of these conditions fall away, so does the right to stay on the register. Legal entities may also apply, with criteria to be laid out in the executive rules, along with how the listing works, how long it lasts, and when it may be withdrawn. The Legislation and Legal Opinion Commission, which translated the MPs' proposal into a formal bill, said it kept the substance untouched. It did, however, tweak the language. One such tweak was changing 'dishonour and breach of trust' to 'dishonour or breach of trust', to match the current legal wording.
