NCSC reviews implementation of constitutional safeguards for SCs in Rajasthan
Agency: Jaipur, Aug 19 (PTI) The National Commission for Scheduled Castes (NCSC) on Tuesday reviewed the implementation of constitutional safeguards for SCs in Rajasthan and issued necessary directions to officials, according to an official statement. NCSC Chairperson Kishor Makwana and member Vaddepalli Ramchander chaired the meeting during which Department of Personnel Secretary K K Pathak gave a detailed presentation on data sought by the Commission. Pathak informed the Commission about the backlog of vacancies for SC employees in different departments over the past years. He said that efforts would soon be made to fill these posts. Issues related to promotions, roster implementation and service matters concerning SC employees were also discussed. The meeting was also attended by Additional Chief Secretary (Social Justice) Aparna Arora and other officials. TN honour killing case: NCSC chief meets Kavin's family, reviews probe progress with cops
THOOTHUKUDI/TIRUNELVELI: National Commission for Scheduled Castes (NCSC) chairperson Kishor Makwana and members of the commission visited the house of C Kavin Selvaganesh -- suspected victim of a murder in the name of caste honour -- at Arumugamangalam village near Eral in Thoothukudi on Tuesday. Makwana consoled the victim's parents, C Chandrasekar and Tamil Selvi, and family members, and assured them of extending the commission's support. He was accompanied by Thoothukudi collector K Elambahavath, inspector general of police B Shamoondeswari, Tirunelveli city police commissioner Santosh Hadimani, and deputy commissioners of police V Vinoth Santharam and V Prasannakumar, among others. Meanwhile, Tamil Nadu National Congress (TNCC) state secretary V S Kamalika Kamaraj, who is also the grandniece of the late Congress leader and former chief minister K Kamaraj, consoled Kavin's parents. Terming honour killing a "social malady", she urged the state government to implement a special Act to protect democracy and the future Tamil society. In connection with the murder, Makwana held a consultation meeting at the Tirunelveli collectorate with police personnel and officials from various departments on Tuesday. The chairperson and his team of officials, including DIG Sanmeet Kaur, deputy directors Dr Dinesh Vyas and Dr R Stalin, and state director of the commission Dr S Ravivarman (Chennai), reviewed the progress of the investigation into the murder and the steps taken by the police so far. Tirunelveli collector Dr R Sukumar, Adi Dravidar Welfare officers Poongodi (Tirunelveli) and Bennet Asir (Thoothukudi), and the aforementioned police personnel attended the meeting. On August 1, chairperson of Tamil Nadu State Commission for Adi Dravidar and Tribal Welfare and retired justice S Tamilvanan conducted an inquiry into the case, said Tirunelveli district administration.

Double murder: SC/ST national chief visits Pudukottai village
Pudukottai: Chairman of the national commission for scheduled castes and scheduled tribes, Kishor Makwana, visited Avudaiyarkoil in Pudukottai district on Monday where two dalit brothers were hacked to death last month. Makwana visited the village and held discussions with local officials, victims' families, and law enforcement personnel. He was accompanied by central zone IG K Joshi Nirmal Kumar, district collector Aruna, SP Abhishek Gupta and other govt officials. It may be recalled that on the night of July 24, K Kannan, 35, and his younger brother K Karthik, 29, residents of Kamarajar Nagar in Avudaiyarkoil, were hacked to death by an armed gang. The attack occurred when the brothers were chatting near a tank close to their home. The assailants, who arrived on bikes, used machetes to carry out the fatal assault. Six special teams were formed to trace the culprits and so far, sources said eight people have been arrested in connection with the murders. A case was registered under various sections and the SC/ST (Prevention of Atrocities) Act. Police have maintained that the violence was a fallout of a financial dispute over the sale of a high-end sports bike and not a caste violence though the two killed belonged to the SC community.

National commission raises concern over ‘situation of SCs' in Punjab
The National Commission for Scheduled Castes (NCSC) raised concerns over the implementation of welfare schemes for SCs in Punjab after a two-day review meeting with senior government officials in Chandigarh. NCSC chairperson Kishor Makwana said the situation of SCs in Punjab required 'urgent corrective steps'. The commission flagged multiple issues, including irregularities in scholarship disbursements, non-implementation of central welfare schemes, rising school drop-out rates among SC students and gaps in atrocity prevention mechanisms. 'Despite making up over 30% of the state's population, the literacy rate among SCs remains disproportionately low,' Makwana said. The commission is carrying out review meetings at the state and institutional levels. It started with Punjab and the commission will move to Rajasthan soon. The commission also reviewed the pending investigation into the 2023 Post-Matric Scholarship 'scam'. 'The vigilance probe has been delayed for too long. It must be resolved without further holdup,' Makwana added. The NCSC report, accessed by HT, highlighted that several state departments and autonomous bodies were not adhering to reservation norms. The commission also pointed to lapses in the handling of atrocity cases under the SC/ST (Prevention of Atrocities) Act. It said many complaints were dismissed at police stations without FIRs being registered. 'There's a pattern of rejecting cases during preliminary inquiries,' an official said.

Caste census to boost social justice, not division: NCSC Chairperson
Nixing insinuations that caste enumeration would create chasms in society, National Commission for Scheduled Castes (NCSC) Chairperson Kishor Makwana said the data gathered would serve as a foundation for policy decisions and strengthen social justice. It will help uplift the marginalised backward communities, he told PTI in an interview. With the BJP-led NDA government deciding to include caste enumeration in the next census, Makwana welcomed the move, saying that unlike in 2011, "definite figures would be available" that would ensure proportionate access to welfare schemes. The UPA government conducted the Socio-Economic and Caste Census in 2011, which was the first attempt since 1931 to collect caste data nationwide. However, the caste data from SECC-2011 was never fully released or utilised. Rejecting concerns that the caste census could lead to sectarian divisions, Makwana said, "This will not create any division based on caste. Rather, it will strengthen social justice." "It will uplift backward castes and strengthen all three aspects -- social, political, and economic -- of Babasaheb Ambedkar's dream for the Scheduled Caste community." The caste census will provide accurate numbers that will serve as a foundation for policy decisions and target beneficiaries of schemes such as the Mudra Yojana in a much better manner, the NCSC chairperson said. "It will ensure that those who have remained deprived, finally get their due." Makwana clarified the NCSC would not be directly involved in the enumeration process but would play a critical role in post-census policy framing. "We don't have a role in the data collection itself. But after the data is out, the commission will have a role in ensuring the Scheduled Castes get their due share based on proportion. In that sense, this is a major step toward social justice," he said. Lauding the central Cabinet's decision, the NCSC chairperson said the caste census aligns with Prime Minister Narendra Modi's vision to uplift the last person in society, both socially and economically. "This decision takes that vision forward. Those who have been left behind will now be empowered," he said, adding that accurate data would ensure proportionate access to welfare schemes. "With definite population data, communities will get what they deserve in proportion. Right now, benefits are being given based on estimates. Once we have numbers, proper policy interventions can be made," he said. Noting that the last caste census was held in 1931 and updated data has been lacking, Makwana said, "We've been working on the assumption that SCs form 7 per cent of the population. But without verified data, many deprived sections remain unaccounted for." "The new census will bring detailed data, not just for the SCs, but also for sub-castes within Muslim and Christian communities," he said. Makwana also criticised political parties that previously opposed the caste census, saying they didn't include caste data in the seven censuses conducted since 1951 because their intentions were not right". On the commission's broader activities, the chairperson said the NCSC has begun conducting state-level hearings, which weren't done earlier. "We held hearings in Punjab and Rajasthan. We are going among the people. Legal provisions alone won't solve caste-based issues; there has to be a sense of empathy and emotional connection in society as well," he said. Raising concerns about the condition of Dalits in Punjab, Makwana said, "Students are not getting scholarships, many youths have fallen into drug addiction, dropout rates are high, and even government officials are not getting benefits of schemes.
