Soldier's refusal of surgery can't cost him disability pension: Punjab and Haryana high court
Chandigarh: Punjab and Haryana high court has ruled that if Army decides that a soldier's choice to forgo surgery doesn't affect his disability rating, the authorities cannot later use that refusal to deny him a disability pension. A division bench comprising Justice Ashwani Kumar Mishra and Justice Kuldeep Tiwari passed this order while dismissing a petition filed by the central govt, which had challenged a Feb 13, 2023, order of Armed Forces Tribunal (AFT) Chandigarh to grant disability pension to a retired soldier, Havildar Banta Singh. Counsel for central govt challenged the order on the limited ground that the Release Medical Board (RMB) felt that the disability suffered by the soldier could be cured through a surgical procedure, but he had refused to consent to it. Once that be so, AFT is not justified in granting relief, the Centre contended. Opposing the Centre's plea, the former Armyman's counsel informed the court that a circular had been issued on April 16, 2019, by the Director General of Armed Forces Medical Services (DGAFMS), clearly outlining the risk involved in the spinal surgery required. Refusal to undergo an operation may be held reasonable when, in the opinion of medical authorities, it is improbable that such an operation would cure the disability or reduce its percentage, or if such an operation may be severe and dangerous to life. Surgeries performed for spinal disorders have the probability to cure the disability. " After hearing the pleas, HC upheld the AFT order. "Once the competent authority of the Army itself has taken the view that refusal to undergo spine surgery would not be a ground to reduce the percentage of disability, we do not find any good ground for the petitioners to assail the order passed by AFT," observed the judges while disposing of the plea.

Confirming the development, Kuldeep Tiwari, Senior Divisional Commercial Manager (DCM), Northern Railway, Lucknow Division, stated, "To meet the increasing demand and enhance passenger comfort, one additional AC chair car coach will be attached to both the Ganga-Gomti Express (train no. 14215/16) and the Prayagraj-Lucknow Intercity Express (train no. 14209/10). This upgrade aims to improve regional connectivity, especially for daily commuters."The Ganga-Gomti Express (14215) departs Prayagraj Sangam at 5:40 am and arrives in Lucknow at 10:00 am. On the return journey, train 14216 leaves Lucknow at 5:50 pm, reaching Prayagraj at 10:15 Prayagraj-Lucknow Intercity Express (14209) departs Prayagraj Sangam at 3:30 pm and arrives in Lucknow at 7:50 pm, while the return train 14210 departs Lucknow at 7:30 am, reaching Prayagraj by 12:00 noon. Both trains cover a distance of 197 kilometres, halting at 14 stations along the way. This enhancement is expected to offer greater comfort during hot and humid weather, reduce waiting list pressure, and benefit not only daily passengers but also pilgrims and tourists visiting Prayagraj.

Israeli-Hindu bride weds Indian groom: Punjab & Haryana HC directs swift action to register marriage
The Punjab and Haryana High Court has directed the Chandigarh administration to swiftly complete the process of registering the marriage of an Israeli national who embraced Hinduism and married an Indian citizen in a Hindu wedding earlier this year. Justice Kuldeep Tiwari passed the order on July 4 while disposing of a petition filed by Israeli citizen Priscila Danenberg Levy and her husband seeking a direction to the Chandigarh tehsildar, who is also the marriage registrar, to register their marriage held on May 10, 2025, at the Adhyatmik Arya Samaj Mission Temple in Sector 52. 'In view of the specific stand set out by the learned counsel for the respondents, this Court deems it apt to dispose of the instant writ petition, at this stage, with a direction upon respondent No.2 to make all efforts to expeditiously complete the requisite process, as prescribed for registration of marriage of the petitioners,' the judge said. Appearing for the petitioners, advocate Abhijeet Singh Rawaley submitted that despite filing a formal application under the Haryana Compulsory Registration of Marriages Act, 2008 (as extended to the Union Territory), the authorities had neither registered the marriage nor rejected their application. He argued that once a marriage has been solemnised under the Hindu Marriage Act, 1955, and a proper application submitted, the registrar was legally bound to register the marriage and had no authority to assess its legality. Rawaley further submitted that petitioner Levy, though a foreign national, had been living in India for over a decade and had voluntarily adopted and begun practising the Hindu faith. As such, he argued, the couple's marriage fully complied with the provisions of the Hindu Marriage Act. Opposing the plea, Additional Standing Counsel Pritpal Singh Nijjar, assisted by junior panel counsel Himmat Singh Sidhu, informed the court that the registration had not been denied but was pending police verification as required under rule 3(3)(ca) of the Haryana Compulsory Registration of Marriages Rules, 2008. This rule mandates verification of domicile from the relevant embassy when a marriage involves a foreign national. Taking note of the Chandigarh administration's stand, the court disposed of the writ petition with a direction to the marriage registrar to complete the verification process and consider the petitioners' application without undue delay. Justice Tiwari, however, clarified that the couple would be at liberty to revive the petition if the authorities failed to act after receiving the verification report.

State-of-the-art Vande Bharat upkeep hub coming up in Lucknow
LUCKNOW Northern Railway (NR) is setting up a state-of-the-art maintenance hub for Vande Bharat trains in Lucknow, aimed at boosting efficiency, punctuality and quality of high-speed train services in the region, said the Railways. DRM Sunil Kumar Verma directed railway personnel to maintain high safety standards and prioritise passenger comfort and security at all times. (Sourced) On Thursday, divisional railway manager (DRM) Sunil Kumar Verma inspected the upcoming North Coaching Complex at Charbagh, which will serve as a dedicated maintenance facility for these semi-high-speed trains. 'The facility, currently under construction, will include advanced infrastructure such as maintenance pit lines, electric sheds, water supply networks and comprehensive waste & water management systems. Once operational, the complex will enable local servicing of Vande Bharat trains, reducing turnaround time and enhancing service reliability,' said Kuldeep Tiwari, senior divisional commercial manager, NR, Lucknow. 'Lucknow station is being developed to cater to the future demands of high-speed rail. This new complex reflects Northern Railway's long-term vision and commitment to upgrading passenger services,' said the DRM. He also conducted a window trailing inspection of the Lucknow–Jaitipur section on the Lucknow–Kanpur rail line to assess safety, operational efficiency and passenger amenities. During the journey, key points such as point no. 142A and level crossing No 17C were inspected, along with signal systems, level crossings and safety installations. At Jaitipur station, he reviewed the relay room, signal panels and station superintendent's office.
