Belqasem Haftar signs contracts with Turkey to upgrade air navigation systems at 8 Libyan airports
Belqasem Khalifa Haftar, Director General of the Libyan Development and Reconstruction Fund, has signed contracts with the Turkish company ALBAVVABA Hizmetleri Limited Sirketi to install and upgrade air navigation and communication systems, both aerial and ground-based, at eight airports across Libya. The airports included in the agreements are Benghazi, Sabha, Sirte, Ubari, Al Abraq, Martouba, and Tobruk. The move is described by the Fund as a significant step toward modernizing Libya's aviation infrastructure. Libya Expands Economic Ties with Chinese Industry Giants
A high-level Libyan delegation, under the direction of Belgassem Khalifa Haftar, Director General of the Libyan Development and Reconstruction Fund, is on an official mission to China, seeking to build strategic partnerships across multiple sectors. The delegation is meeting with key Chinese state-owned and private companies to pave the way for expanded cooperation in infrastructure, industrial development, energy, water desalination, telecommunications, data systems, and vocational training. The visit comes as part of the Fund's broader vision to accelerate Libya's reconstruction and economic recovery by tapping into international expertise. The delegation's agenda includes meetings with major corporations such as China National Engineering & Construction Corporation, Huawei Technologies, Dongguan University of Technology, Taixing First Construction, and the China Energy Engineering Corporation—entities with proven track records in executing large-scale projects globally. Discussions were held in major Chinese cities, including Shanghai, Guangzhou, Zhengzhou, and Weihai, where Libyan officials outlined their development goals for 2025–2027 and reviewed project proposals aligned with the Fund's strategic roadmap. Key areas of interest include rebuilding critical infrastructure, expanding renewable energy sources, introducing advanced IT systems, and fostering skills development among Libyan youth. The delegation also explored potential technology transfer initiatives and pilot programs for vocational training, especially in fields like telecommunications, civil engineering, and smart infrastructure. Huawei and Dongguan University of Technology expressed interest in collaborating on educational exchange programs, tailored training modules, and digital infrastructure upgrades. In the energy and utilities sector, the meetings focused on Libya's urgent need to enhance electricity production, modernize water supply systems, and expand desalination capabilities, particularly in underserved regions. Libyan Italian Forum for Development and Reconstruction to be held in Benghazi from 25 to 26 June
The Benghazi Chamber of Commerce announced that the Libyan Italian Forum for Development and Reconstruction will be held in Benghazi from 25 to 26 June. The event is jointly organised by the Libyan Development and Reconstruction Fund, headed by the Hafter family, and the Libyan Italian Chamber of Commerce. Benghazi Chamber says the forum comes within the framework of strategic partnerships in the development and reconstruction sectors and national efforts aimed at advancing reconstruction and stimulating economic growth by launching this pioneering qualitative initiative represented in organizing the Libyan-Italian Forum for Development and Reconstruction. The initiative is also a practical embodiment of the Libyan state's orientation towards building effective international partnerships, attracting capital and value-added projects in a way that enhances the path of national reconstruction, and consolidates Libya's presence as an attractive destination for investment in the region. Benghazi Chamber says this event represents a pivotal milestone in the Libyan-Italian cooperation process, and a unique opportunity to explore investment and partnership prospects in vital sectors, including infrastructure, energy, services, and technology.
