Baltazar Lora, Doctor Nativo & More Emerging Latin Artists on Our Radar

Every month, Billboard Latin and Billboard Español editors spotlight a group of rising artists whose music we love. Think 'diamantes en bruto,' or 'diamonds in the rough.' These are newcomers who have yet to impact the mainstream — but whose music excites us, and who we believe our readers should make a point to discover. Our latest edition of On the Radar Latin includes a wave of emerging artists, who we discovered either by networking, or coming across their music at a showcase, or elsewhere. See our recommendations this month below: More from Billboard Zak Starkey Rubbishes Reports He Retired from The Who, Insists He Was 'Fired' Lorde Makes Surprise Appearance at Aotearoa Music Awards Bone Thugs-N-Harmony Perform 1996 Hit 'Tha Crossroads' on 'Everybody's Live' Artist: Baltazar Lora Country: Colombian American Why They Should Be on Your Radar: Baltazar Lora was born and raised in Louisville, Kentucky to Colombian parents, which explains why his sound straddles two different worlds. There's the Latin side that pulls at his heart strings and feeds on 70s classics from the Latin songbook. Check out his funky take on Danny Daniel's 'Por el amor de una mujer.' And then there's what he grew up listening to –alt rock like The Strokes and Cage The Elephant—which inform his original material, melodic, catchy and with an indie vibe that doesn't fall into the contrived territory of so many homegrown Latin acts. Lora can sing equally well in both English and Spanish, and in fact, his beginnings with his own band, in high school and later at Yale University, were in English. He's not only convincing in Spanish but also fills a void there. His latest single, 'Why Bye,' evokes the likes of Cage the Elephant but also Morat, and there's clearly an appetite for this kind of artist and sound (and the cute hipster look doesn't hurt either). Now working with veteran producer Kike Santander, Lora is testing different waters, and getting us to listen in the process. — LEILA COBO Song For Your Playlist: 'Why Bye' Artist: Doctor Nativo Country: Guatemaya (as he calls it) Why The Should Be On Your Radar: Doctor Nativo has long been a voice for the voiceless, weaving poetry and activism into music that moves both the spirit and the soul. Formerly known as part of the pioneering Guatemalan hip-hop trio Balam Ajpu — who fused indigenous Mayan philosophy with modern rap — Nativo has continued to channel ancestral wisdom into songs that grapple with current injustices. His latest track, 'Minorías,' featuring singer Adriana Primavera, is an emotional portrait of immigrant life. Set against nylon-string guitar melodies and haunting wind instruments, the single tells stories of struggle and survival, sung from the perspective of undocumented immigrants. Themes of familial heartbreak, displacement, and systemic oppression shape the lyrics, painting a devastating yet honest picture of life on the margins. The track, in a way, evokes Manu Chao's 'Clandestino,' striking a rare balance between beauty and heartbreak. The video, shot at the U.S.-Mexico border wall in Tijuana, underscores the song's urgency, as immigration remains a polarizing topic plays the role of an immigrant caught in the shadow of the American Dream, exposing the toll of chasing asylum and opportunity. — ISABELA RAYGOZA Song For Your Playlist: 'Minorías' Artist: Vivillo Country: Spain Why They Should Be on Your Radar: Vivillo made his professional debut in 2004, when he entered the Benidorm Festival with the song 'Soñé' under the stage name Viviarte. He was then 18 and had already been in music for over a decade, as he joined his church choir at the age of 6. Originally from La Línea de Concepción (Cádiz), Vivillo (real name: Rafael Fernández) has a Latin pop/urban sound with flamenco roots that can be heard on songs including 'Solo Tú' and 'Ella,' his latest singles. He has also collaborated with artists like Chabuco, who joined him on the song 'Alma de Cristal' for his 2019 album Hay Quien Espera. – SIGAL RATNER-ARIAS Song for your playlist: 'Ella' Name: Mattei Country: Puerto Rico Why They Should Be On Your Radar: In February, Mattei (real name: Sebastián Rodríguez Mattei) dropped his first-ever song called 'Pa Las Girlas' (for the girls). It's old-school beat à la reggaetón de marquesina instantly captivated the attention of artists such as Feid and Nicky Jam, who helped propel the tune to its viral success on social media. With his clean-cut yet bad-boy look and distinct voice, Mattei promises to become the next breakout star of Puerto Rico — so much so that genre icons Árcangel, De La Ghetto, and Jowell & Randy hopped on the 'Pa Las Girlas (Remix)' earlier this month. — JESSICA ROIZ Song For Your Playlist: 'Pa Las Girlas (Remix)' feat. University professor in Chennai suspended for criticising Operation Sindoor

A private university near Chennai on Thursday suspended an assistant professor for criticising Operation Sindoor saying that she was involved in 'unethical activities'. S Lora, an assistant professor associated with the Directorate of Career Centre at SRM Institute of Science and Technology, posted status messages on her WhatsApp on civilian casualties. 'India killed a child in Pakistan and wounded two people in the early Wednesday strikes,' she posted on her status. 'Killing innocent lives for your own bloodlust and for your election stunts is not bravery and it's not justice. It is a cowardice act!', she wrote on her status. She also warned of uncertainties such as lockdowns and food shortages. The screenshots of the post was shared by a user on X (formerly Twitter). 'Since Ms Lora… has involved in unethical activities she is placed under suspension with immediate effect, pending enquiry,' the statement read. Her teaching profile was removed from SRM's website. Before the omission, the website said that she is currently pursuing her doctoral research in Irish Mythology. She was a recipient of the Best Teacher Award in 2016 and also received the Indira Gandhi Teaching Excellence Award in 2017 and has an experience of 11 years. The university's vice chancellor S Muthamizhchelvan did not respond to HT's request for a comment. Reacting to the development, Bharatiya Janata Party's (BJP) Tamil Nadu state secretary S G Suryah said, 'We should also make sure Ms Lora isn't appointed by any other institution. In case any institution appoints her, they should be hounded & shamed in public for their anti-India mindset.' The assistant professor has not yet commented on the suspension order.

Here's how Passaic will honor memory of city woman who died in Jet Set nightclub collapse

The city of Passaic will create a scholarship in memory of Jennifer C. Contreras, the 23-year-old local woman who died in the April 8 Jet Set nightclub disaster in Santo Domingo, Dominican Republic. The scholarship will help local youth with costs associated with obtaining cosmetology certification, officials said. "It's been added to the city's current training program," Mayor Hector Lora said. "We have a partnership with Passaic County Community College. The scholarship will cover the full cost of the program." Contreras was among 231 people confirmed killed when the roof at the iconic nightclub collapsed. Seventeen of the deceased were Americans, published reports said. At least four were from New Jersey, Lt. Gov. Tahesha Way said in April. Before she left for Santo Domingo, Contreras was planning to open her own beauty shop in the city. She was a graduate of Passaic County Technical Institute in Wayne. Her brother Anthony said she had been in Santo Domingo to complete a certification class on eyebrow micropigmentation. Lora said he announced the scholarship last month at a vigil held outside Contreras' home on Passaic's Hammond Avenue. More: In Passaic, familiar foes face off for mayor's race, newcomer seeks City Council seat The scholarship will help both residents and local businesses, the mayor added. The latter, he said, would get trained workers for their shops. The initial $10,000 in funding for the scholarship will come from government Urban Enterprise Zone funds, but the mayor also hopes to gain support from local businesses and residents. For instance, one hope is that local hair salons or barbershops will sponsor individuals and assure employment after program completion. It can cost between $8,000 and $18,000 to obtain certification from private beauty schools and community colleges. The city will help but will require the money to be paid back if recipients don't finish the training, Lora said. How much each scholarship provides will depend on circumstances. Cosmetology is among the various job training opportunities the city offers with the assistance of schools like Passaic County Community College. The city also assists with training for phlebotomy, pharmacy assistant, security and commercial drivers' licenses. The city's Urban Enterprise Zone website will be posting the scholarship application shortly, Lora said. NYPD shares VERY glamorous photo of wanted suspect...and everyone's noticing the same thing

The NYPD's latest wanted poster features a suspect whose assets are now being sought for all the wrong reasons. Lucie Lora, a 34-year-old woman from Queens, was arrested Wednesday morning after the NYPD released a striking wanted poster with a seductive expression and a plunging neckline. The scandalous poster was intended to help authorities locate Lora, who along with her brother Carlos Lora Diaz, allegedly attempted to steal his ex-fiancée's engagement ring during a violent confrontation at a Jackson Heights apartment. But the internet was struck with the crime of sheer lust. Lora is accused of telling her 38-year-old brother to snatch his ex's ring as tensions flared inside an apartment on 32nd Avenue near 91st Street around 9:40 am Thursday, police said. Diaz allegedly injured the woman's hand in the process, hurting her thumb and pushing her to the ground, hurting her hip, before both suspects fled the scene, according to police. Around 8 am on Tuesday, several days following the NYPD's release of the eye-catching photo, the pilfering siblings were apprehended around and charged with second-degree attempted robbery. While its Lora's first known arrest, Diaz has three prior offenses, though details have not been publicly disclosed. Lora's revealing wanted poster has since caught the attention of many as social media users have expressed surprise and amusement over the NYPD's choice of photo. 'I need to see the evidence ... both of them,' one user wrote on X. 'That definitely at least find her boobs...' another user on X, formerly Twitter, joked. 'Dopes, no one will be looking at her face, never will be apprehended...' one user added. 'Come on guys, someone in NYC should be able to identify those t***,' another wrote. Another chimed in: 'Wanted for stealing my heart.' 'Every man has been looking for her for a long time,' another quipped. Just last month, the internet was sent into another frenzy after a sorority girl's stunning mugshot pictured the college girl smiling ear to ear in the grainy police picture. Lily Stewart was arrested on March 8 for speeding in excess of maximum limits. In some parts of Georgia, the fine for speeding can be as high as $1,000. Morgan County Crime shared Stewart's mugshot with her arrest information but it didn't take long for viewers on the Internet to react to the striking image. 'Whatever she did my heart says she's innocent,' one person wrote on social media. An account on X also shared the mugshot, and hundreds of social media users rushed to the comment section, with one writing, 'Is her phone number in the report? Asking for a friend.' One person went as far as asking to see her in person, commenting, 'Hey Lily, My fraternity has a date night next week if you are seeing this you are invited.' Stewart seemed to have a sense of humor about her viral mugshot, posting a TikTok with her favorite internet reactions. She shared the photo on her account and captioned the post, 'Some of my favorite/unhinged comments on my mugshot.' 'They done locked up miss America,' one comment read. 'Guilty of stealing my heart, your honor,' another chimed in. 'I guess being pretty is a crime now,' a third joked. Viewers rushed to Stewart's personal account with jokes about her mugshot, with one comment on her recent post reading, 'I just wanna know how fast you were going cause that's genuinely impressive.' Stewart was arrested in Morgan County, which borders Athens, where the University of Georgia is located.
