Sikes Senter sale, firefighters benefits on City Council agenda

Wichita Falls city councilors will discuss the recently revealed plan to buy Sikes Senter when they meet on Tuesday, but not in public. The meeting is set for 8:30 a.m. in the Seminar Room of the MPEC, 1000 Fifth St. The meeting is open to the public except for the executive sessions, and is livestreamed on the city's Facebook page. Two executive closed-door items are "negotiations with a third party (including, but not limited to, the purchase and/or value related to 3111 Midwestern Parkway)," which is the address of Sikes Senter. The agenda said deliberation in open session would have a detrimental effect on the position of the city in negotiations. The second item is "to discuss or deliberate the offer of a financial or other incentive to a business prospect" the City Council seeks to locate here. The agenda said that closed-door talk would be "including, but not limited to, an economic development update and 3111 Midwestern Pkwy." After Sikes Senter merchants received notice of the sale on July 24, Wichita Falls Chamber of Commerce CEO Ron Kitchens confirmed the city's Economic Development Corporation was in contact with the owners of Sikes Senter to buy the 60-acre property and sell it to an undisclosed Dallas developer to bulldoze the present building and create retail "clusters." Kitchens said the site would also include space for a stadium to be leased to Midwestern State University. Kitchens said the stadium would be built with philanthropic donations and money from the Texas Tech University System. A university spokesperson on Wednesday said Texas Tech would not contribute funding to the project. A public hearing on the Sikes Senter plan is set for 2:30 p.m. Aug. 14 in Room 10 of the MPEC, 1000 Fifth St. Items the council will consider in open session on Tuesday include approving the "Funding Soundness Restoration Plan for the Wichita Falls Firemen's Relief and Retirement Fund" and increasing the city's contribution rate to the fund from 17.5% to 18%. Councilors will also consider awarding a contract for the 2025 Water Budget Utility Improvement Project & Large Valve Replacement to Bowles Construction for $1,049,599. Other business will include: Spending $64,500 with CLAW Contractors, LLC to construct a dog park at 1200 N. Martin Luther King Jr. Blvd. Buying mowers for the Parks Department for $51,874.26. Buying new carpet for the library for $326,368 and new shelves for $60,225. Accepting a grant from the Priddy Foundation for $55,000 for new shelves at the library. Approving plans for the annual Block Grant from the federal government. Buying a pair of garage doors from Tex-Oma Building Supply for $66,200. WICHITA FALLS (KFDX/KJTL) — After three weeks of rain, drier conditions have lowered lake levels across Texoma. The lake levels dropped 0.4% to a total capacity of 96.9%. Lake Arrowhead dropped 0.4% to 96.2%, and Lake Kickapoo dropped 0.5% to 98.8%. Wichita Falls city councilors have a resolution on the agenda Tuesday, May 20, to consider lifting Stage One Drought Watch restrictions. WICHITA FALLS (KFDX/KJTL) — Tickets will soon be on sale for the 44th Annual Texas Ranch Roundup's two fun nights: Friday, July 18, and Saturday, July 19, at Kay Yeager Coliseum and the MPEC. The weekend events will include two days of a trade show at the MPEC, the Cattle Dog Challenge, the Ranch Horse Competition, the Kids Roundup on Friday morning, which is a free event, and the Josh Weathers Concert immediately following the rodeo, Friday night only. The rodeo starts at 7 p.m. both nights, but other events will happen throughout both days. Friday night tickets are $20, which includes the rodeo and concert, and Saturday night tickets range from $12 to $20. They go on sale on Monday, May 5, at 10 a.m. and can be purchased at or the Box Office at the MPEC, located at 1000 5th Street, or you can call them at (940)716-5555. The Texas Ranch Roundup is the 'original' event designed to replicate the big cattle roundups of the late 1800s and early 1900s. In 1981, it was the first of the hundreds of ranch rodeos throughout North America. The first event committee determined the participating ranches would be full-time, historic Texas cattle ranches. The participants would be only owners, full-time hands, and immediate family members. They also determined that the ranch families should be involved outside the arena to showcase real ranch life and the talents that exist in the families. The committee also developed the rules largely followed in ranch rodeos today. The committee's voting members are the designated representatives from each participating ranches. While many rules have been tweaked over the years, the event has remained true to its core principles. The legacy of the Texas ranches, the integrity of the participants, and the ranches' dedication to the benefiting charities have made the event successful beyond the dreams of the founding group. Wichita Falls City Council to take up lake lot lease increases at Tuesday meeting

The Wichita Falls City Council will again discuss lots at lakes Arrowhead and Kickapoo during a meeting 8:30 a.m. Tuesday in the Seminar Room of the MPEC at 1000 Fifth St. The city owns the property around the lakes and leases out lots where people have recreational or permanent homes. In general, lots at both lakes currently lease for $1,000 each year, according to a narrative from the city staff. In a meeting on Feb. 13, councilors discussed raising leases at Lake Arrowhead by 30 percent while leases at Lake Kickapoo would go up 10 percent. The council has also discussed allowing leaseholders to buy their properties. When discussion of raising the rent first came up at a meeting in March 2024, several leaseholders complained that the increases were unreasonable. City property manager Pat Hoffman said the city gets about $440,000 annually from leases at Lake Arrowhead and $195,000 from Lake Kickapoo. Tuesday's agenda calls for an update and discussion of the lots, and the topic will also be discussed in closed session. No action is scheduled. In other business, councilors will: Consider paying Overland Corporation of Ardmore, Oklahoma, $2.5 million for the 2025 Asphalt Rehabilitation Project. Consider designating the southbound U.S. Highway 82 Overpass in honor of Ray Gonzalez Jr. Gonzalez was a Vietnam War Purple Heart recipient who served on both the City Council and the Wichita County Commissioners Court. Yogi to attend DDU University Platinum Jubilee celebrations

Gorakhpur: Deen Dayal Upadhyay Gorakhpur University , established in 1950 as Uttar Pradesh's first state university post-Independence, will celebrate its Platinum Jubilee on Apr 30. Chief Minister Yogi Adityanath will attend the event as chief guest. For him, the occasion holds personal significance—his spiritual predecessor, Mahant Digvijaynath , played pivotal role in founding the university . Mahant Digvijaynath, then head of the Goraksha Peeth, founded the Maharana Pratap Education Council in 1932. Long before the university plan took shape, he had already established two degree colleges under MPEC. When the govt sought assets worth Rs 50 lakh to approve the university, Digvijaynath donated both colleges—valued at Rs 42 lakh. Pradeep Kumar Rao of Maharana Pratap College noted that 11 of the original 18 members of the university's founding committee were from MPEC, underlining its foundational role. On Wednesday, Yogi will also lay foundation stone for a 1,500-seat auditorium named after Mahant Digvijaynath—a tribute to the visionary who helped turn Gorakhpur into a higher education hub. tnn
